GEOLOGIC HAZARD ABATEMENT DISTRICT JOINT SPECIAL MEETING
OCTOBER 16,1995,4:00 P.M. , 505 SOUTH VULCAN AVENUE
Meeting called by notice pursuant to G. C. Section 54956.
CALL TO ORDER /ROLL CALL
Mayor DuVivier called the meeting to order at 4:03 P.M.
Present: Mayor Chuck DuVivier, Council Members Lou Aspell, James
Bond, John Davis, and Gail Hano.
GHAD Chairperson David Oakley, GHAD Vice Chairperson Lou
Favero, GHAD Board Members Robert Frickman, Gwenn Truax,
and Donald Pierce.
Absent: None.
Also City Manager Wasserman, City Attorney Krauel, GHAD
Present: Attorney Coleman, GHAD Attorney Gaglione, Assistant City
Manager Benson, Community Development Director Holder,
Engineering Services Director Archibald, Risk Manager
Schwarm, Senior Civil Engineer Jensen, Senior Planner
Barberio, Deputy City Clerk Greene.
There being a quorum present, the meeting was in order.

Structure of the GRAD and the Composition of the Board of
Directors Contact Person• Assistant City Manager Benson.
Assistant City Manager Benson gave a brief overview of what had
occurred over the last year regarding the Geologic Hazard Abatement
District (GHAD) , its involvement with the City and why the GHAD had
been formed.
Mr. Benson stated the Coastal Commission directed the City to come
up with a Comprehensive Plan which was to be completed by November
17, 1995. He said a 1 year extension for the completion of the
Comprehensive Plan had been requested.
Community Development Director Holder stated the Comprehensive Plan
was scheduled to be heard before the Planning Commission and City
Council and after the public hearings, the Plan would be submitted
to the Coastal Commission for their approval. Ms. Holder stated it
would take the Coastal Commission a minimum of 90 days to approve
the Comprehensive Plan.
Ms. Holder stated the Draft Plan was scheduled to tentatively be
available for a Joint Public Hearing between the Planning
Commission and City Council on December 14, 1995.

Paul Harlow stated the GHAD Board needed a lot of support and the
whole community needed to be involved.
There was a consensus to have the City Council review the
following:
- Mandatory vs. voluntary membership and its implications to the
GHAD.
- Option of extending funding to the GHAD Board recognizing the
fact that circumstances have changed, and greater City
participation may be needed to make the GHAD work.

- City staff becoming proactive to the GRAD Board regarding the
writing, initiating, and drafting of documents and to lend as
much assistance as possible as time permits to the GHAD Board.
