2012-04-17 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date April 17, 2012 2:00 PM 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 2:01 PM. Present: Commissioners Drielsma (arrived 2:20), Harp, King, Ortley, Simon, & Vance Also Present: Senior Center Manager Goodsell and Program Assistant Sanderson Absent: None (one vacant) 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None 4. CHANGES TO AGENDA None 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR Approval of Minutes for the Regular Meeting on March 20, 2012. COMMISSIONER VANCE MOTIONED, COMMISSIONER KING SECONDED TO APPROVE THE MINUTES FROM THE MARCH 20, 2012 MEETING. MINUTES WERE UNANIMOUSLY APPROVED 6-0 (1 VACANT). 6. PRESENTATIONS None 7. OLD BUSINESS A. Status Report on the Senior Center - Senior Center Manager Goodsell provided the following updates:  A free presentation on Low Back Pain, Neck Pain, and Back Safety will be offered Wednesday, May 16, 10:30 AM. th  The 10 Annual Intergenerational Performing Arts Recital will be held on Friday, June 1, 6 PM. Chair Harp will be the Master of Ceremonies for the recital. B. Senior Information Fair Assignments & Work Shifts  The Senior Commission booth will consist of a table and information about Out & About Transportation, Commission Meetings, Spaghetti Dinner Fundraiser, and Eldercare Directories. Commissioners will not conduct surveys this year. Work Shifts include; 11:00 – 2:00 Commissioners Harp and Vance 11:00 – 12:30 Commissioner Ortley 12:30 – 2:00 Commissioners King and Simon 3 8. NEW BUSINESS A. Appoint a Commissioner to the Community Grant Program Evaluation Panel Chair Harp nominated and Vice-Chair Vance seconded the nomination of Commissioner Drielsma to sit on the Community Grant Program Evaluation Panel. With no other nominations, Commissioner Drielsma’s nomination was unanimously approved 5-0 (Drielsma absent, 1 vacant). Commissioner Drielsma accepted later in the meeting. B. Off-Site Tour and Lunch For the June meeting’s off-site educational tour and lunch, Commissioners approved the Encinitas Sheriff’s Station 4-1 (Ortley for SD County Aging & Independence Services, Drielsma absent, 1 vacant). Commissioners will drive their own vehicles, meet at the station for the tour, and eat lunch at Miyabi Japanese Steakhouse. 9. AD-HOC SUBCOMMITTEE REPORTS Ad Hoc Subcommittees  Outreach Information Program Review (Commissioners Harp and Ortley) – Chair Harp will bring the video on senior services prepared by the Commission. Senior Center Manger Goodsell reported that there is still one vacancy on the Senior Citizen Commission, and the City Clerk is still accepting applications.  Transportation (Commissioners Drielsma, King, and Simon) – Chair King reported that the subcommittee did not meet. Senior Center Manger Goodsell distributed Out & About volunteer recruitment materials for commissioners to distribute. Commissioner Drielmsa stated he received the Out & About postcard in the mail, and it was very nicely done. Out & About Transportation Coordinator, Gail Dupler has received a few phone calls from potential volunteers, and staff submitted an ad to the Union Tribune (North Coast) to run monthly for three months. Chair Harp was asked to participate on a panel selecting a consultant to prepare a feasibility study for a possible shuttle service for the city. The city was awarded a $100,000 grant. Three companies applied; Parsons Brinkerhoff was selected.  Senior Center Manger Goodsell included a flier in the agenda packet about Informational Open House Sessions and Workshops on Housing Needs and Growth for the General Plan Update. Commissioner Drielsma submitted articles about cities being unprepared for retirement boom, and cross-generational tech instruction. Representative Reports  Council Contact Update – Chair Harp sat with Deputy Mayor Gaspar on the panel to select a consultant to prepare a shuttle service feasibility study for the City. 10.
