2012-03-20 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date March 20, 2012 2:00 PM 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 2:03 PM. Present: Commissioners Drielsma, Harp, King, Ortley, Simon, and Vance Also Present: Senior Center Manager Goodsell and Program Assistant Sanderson Absent: None (one vacant) 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None 4. AWARDS Senior Center Manager Goodsell presented Dona VanHoughton an award recognizing her service on the Senior Citizen Commission 2010-2012. Former Chair, Shirley Finch was not able to attend, but will pick up the award recognizing her service on the Senior Citizen Commission 2007-2012. Senior Center Manager Goodsell explained that there is a vacancy on the Commission left by Commissioner Campbell’s resignation on Sunday, March 11; April 5 is the deadline for potential commissioners to submit an application to the City Clerk. 5. CHANGES TO AGENDA None 6. CLOSING AND ADOPTION OF THE CONSENT CALENDAR Approval of Minutes for the Regular Meeting on February 21, 2012. COMMISSIONER VANCE MOTIONED, COMMISSIONER KING SECONDED TO APPROVE THE MINUTES FROM THE FEBRUARY 21, 2012 MEETING. MINUTES WERE UNANIMOUSLY APPROVED 6-0 (1 VACANT). 7. PRESENTATIONS Welcome and Introduction of New and Current Commissioners All commissioners provided introductions and described their interest and experience in serving on the Senior Citizen Commission. 8. OLD BUSINESS Status Report on the Senior Center - Senior Center Manager Goodsell provided the following updates: 3  Commissioners are invited to attend the Senior Center Volunteer Appreciation Party on Wednesday, April 25, 2012, 1–2:30 PM at the Senior Center, offering a catered buffet and entertainment. Mayor Jerome Stocks will provide the opening remarks, recognizing the volunteers for their service. Approximately 160 people volunteer at the Senior Center.  Commissioners will attend and staff a Senior Citizen Commission booth at the Senior Information Fair taking place on April 20, 11 AM–2 PM. Commissioner King is unable to attend.  Out & About volunteer driver recruitment promotional materials will be delivered today. Staff will distribute fliers and posters, and will hang two banners. Commissioners can pick up fliers at the Senior Center to distribute, and will let Senior Center Manager Goodsell know the locations so staff can coordinate placement.  Staff is working on a donation solicitation letter to Out & About Transportation passengers. The letter is currently under review.  The Sister City program is accepting applications from current 9th and 10th grade students to participate in the 2012 Summer Exchange program. Applications are due April 20. 8. NEW BUSINESS A. Election of Commission Chair and Vice-Chair Commissioner King nominated and Commissioner Vance seconded the nomination of Commissioner Harp for Chair. With no other nominations, Commissioner Harp was confirmed as chair with a vote by ballot of 6-0 (1 vacant). Commissioner Harp nominated and Commissioner Drielsma seconded the nomination of Commissioner Vance as Vice-Chair. With no other nominations, Commissioner Vance was confirmed as vice-chair with a vote by ballot 5-0 (1 abstained, 1 vacant). B. Appointment of Subcommittee Members Chair Harp and Commissioner Ortley will serve on the Outreach Subcommittee, with Vice- Chair Vance as an alternate member. Commissioners Drielsma, King, and Simon will serve on the Transportation Subcommittee. 9. AD-HOC SUBCOMMITTEE REPORTS Ad Hoc Subcommittees  Outreach Information Program Review (Commissioners Harp and Ortley) – Chair Harp summarized past committee efforts including the redesign of the City website and a video presentation about senior services in Encinitas.  Transportation (Commissioners Drielsma, King, and Simon) – Commissioner Drielsma summarized the Out & About program and subcommittee efforts to contact other cities to learn what they are doing to meet transportation needs. Commissioner Ortley expressed potential interest in researching grants as Commission subcommittees identify opportunities and funding needs. 4 Representative Reports  Council Contact Update – Nothing to report. 10.
