SENIOR CITIZEN COMMISSION MINUTES

1. CALL TO ORDER/ROLL CALL
The meeting was called to order at 2:00 PM.

2. PLEDGE OF ALLEGIANCE
Commissioner VanHoughton led the Senior Citizen Commission in the Pledge of
Allegiance.
3. ORAL COMMUNICATIONS
Jim O’Grady, Interim Director of Parks and Recreation, expressed thanks for the
opportunity to work with the Senior Commission. He stated Lisa Rudloff, Director of
Parks and Recreation, starts on Monday, November 21. Commissioners expressed
appreciation for O’Grady’s assistance in achieving the Commission’s goals.
4. CHANGES TO AGENDA
None
5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
Approval of Minutes for the Regular Meeting on October 18, 2011.
Commissioner VanHoughton recommended amending the minutes to correct errors on
pages 1 (“book” to “booth”) and 3 (“an” to “and”).
6. PRESENTATION
Joel Wigginton, IT Analyst, presented the new City of Encinitas website (encinitasca.gov)
which launched on November 5. He highlighted homepage features improving public access
to information such as: interactive events calendar; Quick Links with “Find Senior Services”
on the top of the list; “In the Spotlight” section currently featuring the Out & About program;
and the ability to enlarge font sizes on all content pages. He also showed the Senior
Citizens’ information hub under Our Community. Commissioners expressed thanks for
improving the overall usability and incorporating the suggestions provided by the Senior
Citizen Commission’s Web Based Marketing Subcommittee. Commission suggested adding
drop down subnavigation for Senior Center and Senior Citizen Commission under the Our
Community - Senior Citizens navigation menu.

A. Status Report on the Senior Center
Senior Center Manager Goodsell provided an update on the following programs:
Holiday Cheer Party - Wednesday, December 7 at 9:30 am.
8. NEW BUSINESS
A. Discussion on Holiday Parade Participation
COMMISSIONER VANCE MOTIONED FOR THE SENIOR COMMISSION TO
PARTICIPATE IN THE PARADE, COMMISSIONER VANHOUGHTON SECONDED. THE
MOTION CARRIED UNANIMOUSLY.
9. AD-HOC SUBCOMMITTEE REPORTS
Outreach –
Vice Chair Campbell reported that the subcommittee presented their Transportation
Report to Council on November 9, which resulted in a 5-0 vote for adopting all of the
report recommendations to expand the Out & About transportation program. Chair Finch
summarized that the presentation asked for approval of a pilot program to use donated
funds to do greater marketing in order to serve more seniors and recruit new volunteer
drivers. Senior Center Manager Goodsell explained that success is measured by the
number of new volunteer drivers, with a goal 10-15 new drivers in a six-month period to
serve those on the waiting list. The pilot program begins January 1, and a request may
be made for additional funding in the new fiscal year beginning July 1 if we show
success. Vice Chair Campbell asked Senior Center Manager Goodsell to provide a
monthly report of new drivers. The Commission discussed encouraging donations to help
support the Out & About program.
Senior Center Manager Goodsell reported that The Mar Del’s will play as part of the

Senior Information Fair on April 20th at the 3 Friday dance.
Web Based Marketing – Chair Finch reported that the subcommittee has completed its
COMMISSIONER VANHOUGHTON MOTIONED TO DISCONTINUE THE WEB-

BASED MARKETING SUBCOMMITTEE, COMMISSIONER HARP SECONDED. THE
MOTION CARRIED UNANIMOUSLY (6-0 COMMISSIONER DRIELSMA ABSENT FROM
VOTE.)
Transportation – Commissioner Drielsma stated that the Independent Transportation
Network will attend the January 17 Senior Commission meeting. Council Member Gaspar
has been sent an email invitation to attend.
Representative Reports
Council Contact Update – Chair Finch, Interim Director O’Grady, and Senior Center
Manager Goodsell presented the Transportation Report to Council on November 9.
Commissioners Drielsma, King, and VanHoughton attended the Council Meeting.
Comprehensive General Plan Update Steering Committee – Commissioner Vance
reported that Council has established a Council Member subcommittee for the Public
Review of the Draft Plan. The subcommittee is considering the best way to re-initiate the

General Plan update process and may include an expanded role of the Advisory
Committee that he sits on. He is collecting statistics on how the baby boom will affect
existing senior services, and has requested information from the Urban Land Institute and
the American Planning Association about specific policies that address the needs of
seniors. He will review the General Plan elements and report in January.
10. COMMISSIONERS CORNER/ANNOUNCEMENTS
Commissioner VanHoughton reported that she attended the Senior Center Halloween Party,
and she goes to the luncheons every few months. She typically explains that she is a
Commissioner and asks other attendees for comments. One guest shared concerns about
the cost of lunch; Senior Center Manager Goodsell will see that nutrition volunteers follow
voluntary donation procedures. Commissioner VanHoughton attended a City Council
meeting where she answered questions from two Cathedral High School students sitting
near her, learning about how government works. She was also pleased with the Council
Member’s support of our transportation presentation.
Commissioner King is honored to be the first volunteer driver for the Out & About program,
which is nearing its ten-year anniversary. He was sad to learn that their first client passed
away, and stated he will probably join the volunteer pool again.
Commissioner Harp pledges not to be a burden to society as he reaches ¾ of a century
mark next Monday.
Chair Finch reported that she is seeking new housing.
Senior Center Manager Goodsell was contacted by the North County Times about an article
on the Out & About Program which ran in Sunday’s paper. She will bring a copy to the
January meeting. GIS Day is taking place from 3 – 5 pm tomorrow at City Hall.
