The environmental reports for this site need to be referenenced in the geotechnical report and the geotechnical consultant needs to verify that the site has been cleaned of all contaminated soil prior to the initiation of grading. An environmental site assessment is not within our scope of work and is under the purview of an environmental consultant. We are not presently aware if any contamination is present in the near-surface site soils. But again, whether contamination is present or not is an environmental issue, it is not a geotechnical issue and is beyond our scope of services. Item 3 • The subject report is dated November 21, 2002 and was performed prior to the preparation of a grading plan. A grading plan has been submitted for this site. The geotechnical consultant needs to prepare a grading plan review report and provide specific grading recommendations for the proposed grading. The subsurface information, test pits, geologic mapping and cross-sections should be performed on the proposed grading plan. Response: Agreed. We will provide a separate Grading Plan Review report with final, grading recommendations for the site. Surface and subsurface information from the test pits and geologic mapping will be depicted on the site grading plan and geologic cross-section provided in the Grading Plan Review report. Item 4 • The report states that on Page 5 "The Eocene age Torrey sandstone underlies the terrace deposits at depth, and may have been encountered in one of the test excavations at the site." If the word "may" is correct, then additional excavation is necessary to determine where the bedrock elevation is on the site. Response: The use of the word "may" is incorrect.Torrey Sandstone was positively encountered in test pit AGTP- 3 underlying the Linda Vista Formation. Am scan Geotechnical, Inc. File No. 22677.10 October 4, 2004 Page 3 Item 5 • The recommendation depths for removal and re-compaction are not consistent with the results of consolidation testing and the information from the test pit logs. Please expand on your reasoning for your conclusions and recommendations for removal depths. Also, please provide criteria for the determination of an acceptable removal bottom, in terms of density, moisture and/or degree of saturation. Response: The referenced report indicates that "loose soil" encountered was generally less than three (3) to four (4) feet. This is consistent with the observations made in the test excavations (i.e. topsoil and loose colluvium was generally observed in the upper three (3) to four (4) feet.) Linda Vista formation and/or Torrey Sandstone was identified at all four (4) test pit locations. The material varies in terms of its anticipated engineering performance. However, the "collapsible" material was generally encountered in the upper four (4) feet. The only sample that showed appreciable collapse potential was AGTP-4 at a depth of 3.5 to 4.4 feet with 1.80 percent collapse potential upon full inundation. This is consistent with the previous comment regarding the loose soil being in the upper three (3) to four (4) feet. Some areas on-site may require deeper removals during the grading process. Based upon review of the provided grading plans, Lots 4-7 are "cut" lots which have planned removals between three (3) and twelve (12) feet not including over-excavation requirements. Lots 1 -3 are planned "fill" lots. It should be anticipated that these lots (1 -3) will require removal of all "loose" or otherwise unsuitable materials. Sandstone was identified in AGTP-3 at about four (4) feet. Therefore, it should be anticipated that removals for Lots 1 -3 will be on the order of four (4) feet, but may require deepen removals in some areas. The actual depths of removals during grading should be determined by a competent field geologist or engineer present as removals proceed. (Geocon) has provided soil sampling and laboratory analysis during the excavation and disposal of soil containing organochlorine pesticides (OCPs) at 201 Quail Drive, Encinitas, California (the Site). The Site consists of an approximately 2.3- acre property south of the southerly terminus of Pacific View Lane.This interim report addresses the east portion of the Site. A complete report containing the results of soil sampling from the entire site will be prepared once all disposal documentation has been compiled. BACKGROUND In March 2003, Geocon performed a Phase II Environmental Site Assessment (ESA) of the Site. The findings of the Phase 11 ESA indicated that the upper I to 1.5 feet of soil at the site exhibited concentrations of toxaphene in excess of United States Environmental Protection Agency (EPA) Region IX Preliminary Remediation Goals (PRGs) for residential settings. Based on these findings, the City of Encinitas indicated that mitigative measures should be performed including excavation and offsite disposal of soil exhibiting concentrations of OCPS above the referenced PRGs. LIMITED SOIL SAMPLING In March and April 2005 Interwest Pacific excavated and stockpiled the upper 1 foot of soil throughout the eastern portion of the Site. Upon completion of the excavation, Geocon performed limited soil sampling and analysis to assess concentrations of residual OCPs. Geocon obtained soil samples from each of fourteen 40 x 80 foot grid locations.The approximate locations of final excavation soil samples are depicted on Figure 1. The soil samples were collected directly into laboratory-provided glass jars 6970 Flanders Drive ■ San Diego, California 92121-2974 ■ Telephone (858) 558-6100 ■ Fax(858)558-8437 sealed with Teflon-lined lids, labeled, and relinquished to the laboratory for analyses following chain- of-custody procedures. LABORATORY ANALYSIS Geocon retained Advanced Technology Laboratories (ATL), a California Department of Health Services (CDOHS)-certified laboratory, to perform analyses of soil samples collected from the excavations OCPs by EPA method 8081. None of the post-excavation soil samples exhibited concentrations of OCPs at or above their respective PRG. A summary of detected OCPs is provided as Table 1. A copy of the laboratory analytical reports are also attached. SOIL DISPOSITION AND SITE RESTORATION Offsite disposal activities were conducted by Interwest Pacific. Copies of the waste manifests were not provided to Geocon. Geocon understands that remaining alluvium will be over-excavated and recompacted and additional imported soil will be used to achieve final grade. This process would likely further reduce residual OCP concentrations in onsite soil. CONCLUSIONS Based on the field observations and the results of the laboratory analyses, soils containing residual concentrations of OCPs in the eastern portion of the site have been removed such that remaining residual concentrations of OCPs in the soil would not pose a risk to human health or the environment and do not warrant additional mitigative action. LIMITATIONS The limited soil sampling and analyses at the Site was conducted by Geocon expressly and solely for A.W. Development.The conclusions presented in this report are based upon reasonable observations made at the site and limited analytical laboratory analyses within the scope and budget of the contract. The opinions expressed herein are based on our experience with similar studies and information obtained during our effort. (Geocon) has provided soil sampling and laboratory analysis during the excavation and disposal of soil containing organochlorine pesticides (OCPs) at 201 Quail Drive, Encinitas, California (the Site). The Site consists of an approximately 2.3- acre property south of the southerly terminus of Pacific View Lane. This interim report addresses the west portion of the Site. A complete report containing the results of soil sampling from the entire site will be prepared when they are available. BACKGROUND In March 2003, Geocon performed a Phase I1 Environmental Site Assessment (ESA) of the Site. The findings of the Phase II ESA indicated that the upper 1 to 1.5 feet of soil at the site exhibited concentrations of toxaphene in excess of United States Environmental Protection Agency (EPA) Region IX Preliminary Remediation Goals (PRGs) for residential settings. Based on these findings, the City of Encinitas indicated that mitigative measures should be perforn-ied including excavation and offsite disposal of soil exhibiting concentrations of OCPs above the referenced PRGs. LIMITED SOIL SAMPLING h1 February and March 2005 Interwest Pacific excavated and stockpiled the upper one foot of soil throughout the western portion of the Site. Upon completion of the excavation, Geocon perforned limited soil sampling and analysis to assess concentrations of residual OCPs. Geocon obtained soil samples from each of fourteen 40 x 80 feet grid locations. Because initial analytical results indicated elevated toxaphene concentrations were still present in soil in the southwest portion of the site, an additional one to two feet of soil was excavated and additional soil samples were collected and 6970 Flanders Drive ■ San Diego, California 92121-2974 ■ Telephone(858) 558-6100 ■ Fax (858) 558-8437 analyzed by Geocon. The approximate locations of final excavation soil samples are depicted on Figure 1. The soil samples were collected directly into laboratory-provided glass jars sealed with Teflon-lined lids, labeled, and relinquished to the laboratory for analyses following chain-of-custody procedures. LABORATORY ANALYSIS Geocon retained Advanced Technology Laboratories (ATL), a California Department of Health Services (CDOHS)-certified laboratory, to perform analyses of soil samples collected from the excavations OCPs by EPA method 8081. None of the post-excavation soil samples exhibited concentrations of OCPs at or above their respective PRG. A summary of detected OCPs is provided as Table 1. A copy of the laboratory analytical reports are also attached. SOIL DISPOSITION AND SITE RESTORATION Offsite disposal activities were conducted by Interwest Pacific. Copies of the waste manifests were not provided to Geocon. Geocon understands that remaining alluvium will be over-excavated and recompacted and additional imported soil will be used to achieve final grade. This process would likely further reduce residual OCP concentrations in onsite soil. CONCLUSIONS Based on the field observations and the results of the laboratory analyses, soils containing residual 1/ concentrations of OCPs in the western portion of the site have been removed such that remaining (� residual concentrations of OCPs in the soil would not pose a risk to human health or the environment and do not warrant additional mitigative action. LIMITATIONS The limited soil sampling and analyses at the Site was conducted by Geocon expressly and solely for A.W. Development.The conclusions presented in this report are based upon reasonable observations made at the site and limited analytical laboratory analyses within the scope and budget of the contract. The opinions expressed herein are based on our experience with similar studies and information obtained during our effort.
