REGULAR MEETING MINUTES
MEETING DATE: October 2, 2000
1. CALL TO ORDER/ROLL CALL
Chairperson Charnow called meeting to order at 6:30 p.m.
Present: Commissioners Cope, Duff, Kaczorowski, Charnow, and St. Pierre
Absent: Commissioners Mayne and Hicks
Also Present: Management Analyst Hippert and Management Assistant Stauffer

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
Commissioner Cope motioned and Commissioner Kaczorowski seconded to close
and adopt the consent calendar. Motion was approved 5-0-2. Mayne and Hicks
absent.
6. ORAL COMMUNICATIONS
None
7. OLD BUSINESS
A. Discussion of public sculpture at the Encinitas Sanitary District Park Site
Management Analyst Hippert reviewed the staff report. Commissioner Cope stated that
the San Dieguito Heritage Museum will no longer be located on the E.S.D. park site.
Hippert recommended that Commissioners contact E.S.D. Project Manager Pat Murphy
regarding changes to the Site Plan. The Policies and Procedures Subcommittee will
review the issue regarding public art at the park site. Consensus was reached to continue
this item to the next Commission meeting, so more research and review could be
accomplished.

B. Discussion of Poinsettia Center for the Performing Arts property in Encinitas
Ranch Town Center
Representatives from the Poinsettia Center were not able to attend the meeting.
Consensus was reached to table this item to the Commission’s November meeting.
C. Subcommittee Reports
i. Technology – Chairperson Charnow reported that he is moving the web
site to a different server and will get the Arts Touring Mobile information
on the site.
ii. Marketing and Public Relations – Commissioner St. Pierre reported that
she would like to put together a monthly newsletter on Commission events
and programs. Commissioner Kaczorowski then recommended
coordinating the newsletter to come out at the same time as the Carlsbad
arts newsletter. Commissioner Cope requested agendizing discussion of a
proposed newsletter for the next Commission meeting.
iii. Capital Projects – No report
iv.Arts Master Plan – Chairperson Charnow reported that the kickoff event is
set for Sunday October 15 from 1-4 p.m. James Hubbell will be the guest
speaker.
v. Joint Projects – No report
vi. Policy and Procedure – No report
vii. LAEP Steering Committee – Commissioner St. Pierre reported that a grant
was awarded to E.U.S.D. for $29,000. She also stated that the Carlsbad
Arts Office is to serve as a mentor to the Commission for this project.

D. Project/Program Reports
Surf Art
- Commissioner Cope reported that she had helped with the booth at the surf
contest. She stated that the Cardiff Chamber would like the Commission to participate in
the event on an annual basis.
Art Touring Mobile
– Niels Lund provided a program update. The event at Quail
Botanical Gardens was a big success. Photographs of the event and participants were
shared. Lund emphasized that the A.T.M. is designed for people of all ages. A budget
analysis for the program will be provided at the next meeting. The budget is $300 short
and Lund recommended cutting back on two of the events to save the money.
Commissioner Cope recommended putting a jar out for donations at the event. Analyst
Hippert will need to look into this before donations can be asked for. Consensus was
reached for the Commission to decide in December on how to reallocate funds to cover
the extra money needed, rather than cutting back on the program.

Community Concert Series –
Management Analyst Hippert reported that Community
Services Director Wigginton would like a few items clarified regarding the Bluegrass
event. Analyst Hippert asked that Commissioners confirm field reservations with
Community Services staff members Manny Quijada and Phil Cotton and that the
Commission decides who will market the event. Commissioner Cope will provide a
marketing plan for Director Wigginton.
Arts Mentorship
– No report
Encinitas Day Celebration
– Commissioner Cope reported that the photo contest
winners have been selected and will be announced at the Encinitas Day Celebration.
Chalk Encinitas will be part of the celebration. Commissioner Cope asked for help from
fellow Commissioners in making signs for the sculpture garden and for Commissioners to
help out with the booth at the celebration.
Independent Film Society
– Management Analyst Hippert announced that the next
screening will be October 15, at 7:00 p.m. at La Paloma Theatre. The film “Burning
Down the House” will be viewed. Dan Hare will have his 501(c)3 paperwork filed by the
end of the month. Dan Hare will also provide an oral report at the next Commission
meeting.
8. NEW BUSINESS
A. Discussion of arts implementation in capital projects
Management Analyst Hippert reviewed the staff report. Chairperson Charnow reported
that he attended a meeting with city officials regarding incorporation of art into capital
projects. Commissioner Kaczorowski recommended focusing on the small areas of the
downtown streetscape plan for incorporation of art, so as to not delay the project.
Consensus was reached to make incorporation of art into the streetscape a project. The
issue of selecting and hiring a consultant was brought up. Hippert reminded
Commissioners that they cannot hire anyone, but only make recommendations to the City
Council for their review and direction.
Break 8:10p.m.-8:25p.m.
Chairperson Charnow asked Nansy Phleger from the 101 Artist’s Colony to make a
presentation at next months Commission meeting. Consensus was reached to agendize a
presentation from the 101 Artist’s Colony and to discuss potential volunteer projects to
help assist in reviewing potential Capital Projects. Chairperson Charnow suggested that
the Capital Projects Subcommittee look out more for potential projects. Consensus was
reached on this suggestion. Chairperson Charnow would like to continue discussion of
this item at the next Commission meeting.

9. GENERAL INFORMATION/STAFF STATUS REPORTS
A. Report on fund balance in Arts Trust Fund
This agenda item was for information only. No action was taken.
10. COMMISSIONER’S CORNER
A. Commissioners
Commissioner Cope reported that she is putting together an article for the DEMA
newsletter and that the historic Encinitas sign will be formally dedicated at the Encinitas
Day Celebration.
Commissioner Kaczorowski reported that the COVA Art Studio has toured Encinitas and
recommended that Commissioners to go see the show at the Cannon Art Gallery.
Chairperson Charnow passed out a flyer for a concert by Ravi and Anushka Shankar at
Copley Symphony Hall on Sunday, November 12.
Commissioner Duff had no report.
Commissioner St. Pierre reported that Nansy Phleger, Judith Josephsen, and James
Aitchison have been chosen for the arts grant review panel. She also stated that she has
some concerns with the type of projects the Commission recommends to the City Council
for funding. Charnow recommended to discuss this during the budget process.
