2000-08-07 CITY OF ENCINITAS ARTS COMMISSION MINUTES MEETING DATE: August 7, 2000 1. CALL TO ORDER/ROLL CALL Commissioner Duff called meeting to order at 6:30 P.M. Present: Commissioners Cope, Duff, Hicks, Kaczorowski, and Mayne Absent: Commissioners Charnow and St. Pierre Also Present: Management Analyst Hippert 2. PLEDGE OF ALLEGIANCE 3. PRESENTATIONS A. Presentation by Harry Duvall of picART Mr. Duvall provided information about the program to date. Thirty-four children have been enrolled in the picART program thus far. Consistent attendance during the summer is very difficult to attain. Most days the program has 15-20 students present. The “end of summer” project will be an art show and reception, known as the picART Pizza Party, at the Griset Branch of the Boys and Girls Club on Thursday, August 24, 2000 from 6:00 p.m. to 8:00 p.m. All commissioners are invited to attend. Mr. Duvall reminded the Commissioners that his original proposal was for one year of funding, but the Commission only provided partial funding for the summer session. He stated he may request additional funding for the fall term, which begins in October. Commissioners informed Mr. Duvall that pending City Council approval on August 16, 2000, picART may apply for an Arts Grant, up to a maximum of $2,000 per cycle. Commissioner Cope recommended that picART participate in the Encinitas Day Celebration on October 7, 2000, and provided him with an exhibitor’s application for the Artist’s Enclave. 4. CHANGES TO THE AGENDA None 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR G:\\Admin\\Mike\Commission\ArtsCommission\Minutes00\June Commissioner Hicks noted two changes to the Minutes of the July 10, 2000 meeting. She stated that the invitations for the Surf Art Exhibit were not completed. Minutes stated that they were completed. Also, she wanted included the list of organizations collaborating in presenting the event. These organizations are: Yerba Buena Arts Institute, documentary group from the Yerba Buena Arts Institute, California Surf Museum, Rob Machado Classic, Cardiff Chamber of Commerce, and local business people and artists. Chairperson Kaczorowski motioned and Commissioner Hicks seconded to close and adopt the consent calendar, with the changes made by Hicks. The motion was approved 5-0-2 (Charnow, St. Pierre absent). 6. ORAL COMMUNICATIONS Mr. Scott Gregory addressed the Commission regarding the need for a fine arts/studio building for Encinitas. 7. OLD BUSINESS A.Discussion regarding Olivenhain Town Council request for Commission for the Arts’ input on Rancho Santa Fe Rd. wall project Commissioner Hicks reported that Chairperson Charnow had spoken with a representative of the Olivenhain Town Council regarding this issue. The OTC requested names and phone numbers of local artists that may be interested in assisting in deciding what to do for the wall project. Charnow provided several names and phone numbers. There was no further request for assistance from the OTC. No further action was taken by the Commission. B. Subcommittee Reports i. Technology – No Report ii. Marketing and Public Relations – No Report iii. Capital Projects – Hicks reported that the plan she looked at has places designated for sculpture, but that it has not been finalized at this time. She requested that a discussion of this issue be agendized for the September, 2000 Commission meeting. There was consensus to place the item on the agenda. iv.Arts Master Plan – Commissioner Duff reported that the committee is working on a draft vision statement. It will be reviewed by the committee at the next meeting on August 17. Robert Mance and Robert D’Elia were selected to be liaisons from the committee to the Commission. Carol Skiljan volunteered to serve as the Vice-Chair of the committee. This will be discussed at the August 17 meeting. The kickoff meeting for designing the community questionnaire will be held on Sunday, September 24, 2000 at a location to be determined. A research work group has been formed to review other city’s master plans, and to research public art in Encinitas. v. Joint Projects – No Report vi. Policy and Procedure – No Report vii. LAEP Steering Committee – No Report viii.Education – No Report ix.Bylaws – Commissioner Hicks stated that the committee has met and will begin research soon. C. Project/Program Reports Independent Film Society – IFS founder Dan Hare gave a report regarding Society activities for July. “Captain Milkshake”, a Vietnam era film, was screened in July, with over 250 people in attendance. The next screening will be August 20, 2000. The film is entitled “The Basket”, starring Peter Coyote and Karen Allen. Mr. Hare will attend the Telluride Film Festival in September. Updates on Society activities are available on the Society’s web site: www.independentfilmsociety.org. Art Touring Mobile – Niels Lund provided a program update. The artist’s recruitment, held over two Sundays in July, is complete. He provided an overview of the artist selection process. Initial selection will be based upon availability to participate throughout the project dates. Artists will be matched up with the specific ATM themes, and will be required to submit program proposals to Lund and Mayne a minimum of two weeks prior to the date of presentation. Encinitas Day Celebration – Cope reported that there are only three spaces left in the cul-de-sac and two at the overlook for the Artist’s Enclave. She reported that planning is Chalk EncinitasPhoto Contest underway for by Barbara Miller. The will only have ten categories this year, rather than 22 like last year. The theme will be “Spirit of Encinitas – A Celebration of Our Unique Communities”. Rather than spending time and effort sending flyers for the event to local schools, she stated that the marketing focus will be on newspaper advertising. Surf Art Exhibit – Mayne reported that there are thirteen artists invited and committed to the event. Each artist will have space for two to four pieces for dislpay. Event invitations are ready to be printed. Endangered Spaces Exhibit – Mayne reported that she met with the San Diego Art Institute, and confirmed the date of the event for May, 2001. Mayne will provide the Institute with an Encinitas artist mailing list. She also reported that Sempra Energy may be a corporate sponsor of the event, to provide the matching funding requirement of $2,500. Moonlight Beach Picnic Table Tile Art – Cope reported that three tables have been completed as of this date. The cost to underwrite one table is $750. picART – See item 7A. G:\\Admin\\Mike\Commission\ArtsCommission\Minutes00\June 101 Leucadia Art Banners – Cope reported that supplies are being ordered by DEMA. Hicks recommended that someone from the 101 Artist Colony speak with the San Dieguito Art Guild to let them know how the project went last year. 8. NEW BUSINESS None 9. GENERAL INFORMATION/STAFF STATUS REPORTS None 10. COMMISSIONER’S CORNER A. Commissioners Commissioner Mayne – reported that she has heard many good comments about what the Commission is doing. Commissioner Cope – Reminded Commissioners that there are only three artist and two sculpture spaces available at the Artist’s Enclave for Encinitas Day Celebration. She requested that Duff contact North Coast Craftsmen’s Fellowship to see if they plan on participating. Reported that the Poinsettia Theater for the Performing Arts has submitted a $10,000 deposit for the rights to negotiate for thirty days for the purchase of the Star Theater in Oceanside. Because of this development, Cope requested that two items be agendized for the September meeting: 1.Discussion of the Performing Arts in the Classroom Project as it relates to the potential relocation of the Poinsettia Theater outside of Encinitas 2.Presentation on Encinitas Towne Center property on which the Poinsettia Theater may be built (Cope will attempt to have a representative from the Poinsettia Theater board address this issue). There was consensus to place these two items on the September, 2000 agenda. Cope reported that Dick Dale will appear in concert at the La Paloma Theater on September 16, 2000. She also reported that the City Council did not fund any of the Council’s Marketing and Tourism Committee’s recommendations for public art. Duff – No comments. Kaczorowski – No comments. Hicks – Reported that she will be working on the set design for the Dick Dale concert. She also reported that she is a founding member of the Dick Dale Music Scholarship Fund, along with Dick Dale, Lou of Lou’s Records and Dave Bruer of the Father’s Resource Center. This group will determine the most appropriate method of distributing the Fund’s resources. Consensus was reached to put this item on the agenda. Hicks also reported that the documentary group from the Yerba Buena Art Institute is attempting to raise funds to film the concert. They will then donate the film to the Father’s Resource Center or the Dick Dale Scholarship Fund as a motivational tool for youth. B. Staff Hippert provided Commissioners with an updated Arts Commission member directory. Commissioners put their e-mail addresses on the directory as well. Hippert reported that several community groups that had applied for the City Council’s Community Grants were referred to the Commission. He reminded commissioners that the Council will consider approval of the Arts Grant Program at their August 16, 2000 meeting. 11.
