MINUTES
SPECIAL MEETING DATE: May 18, 2000
6:00 P.M.
1. CALL TO ORDER/ROLL CALL
Chairperson Charnow called meeting to order at 6:05 P.M.
Present: Chairperson Charnow, Commissioners Cope, Duff, Kaczorowski, St.
Pierre, Hicks, and Mayne
Absent: None
Also Present: Management Analyst Hippert and Management Assistant Stauffer

3. WORKSHOP ON THE ENCINITAS ARTS MASTER PLAN
All participants introduced themselves. Felicia Filer from the City of Los Angeles’ Cultural Arts
Department briefly discussed the master plan process. Commissioner Duff led the icebreaker
exercise. Chairperson Charnow and Commissioner Hicks briefly discussed the overall process.
Ms. Filer was brought in to help facilitate the first meeting. She has worked on master plans
before. The community members were brought in for their input. Chairperson Charnow
believes that the master plan will take approximately 15-18 months to complete. Once
completed, the master plan will go to the full commission for approval, then to the City Council
for final approval.
Ms. Filer presented her information.
WHAT IS A CULTURAL MASTER PLAN?
It is based on basic social, political, economic, and cultural principles.
Cultural-informs our value system; culture is assessed through the arts.
A. Sets a comprehensive policy agenda or program for the City.
B. Defines the funding structures for the cultural future of the City (public/private support).
C. Guides expenditure policies.
D. Contents: mission statement, goals, objectives, communication, technology, and staff.

Process
A. Create steering committee and master plan subcommittee work groups.
Identify task groups, name them. Group should be geared towards getting the work done.
No support staff; you are it. Gather and disseminate information; focus groups,
facilitated. Surveys focused on specific issues. Retreats, Communication-Reports,
meetings, emails, web page.
B. Meetings; Develop time line and work backwards. Identify a number of meetings over a
twelve-month period. How many times does the subcommittee meet individually?
Collectively? How many emergency meetings? How many meetings with the
community? Who, what, when, where, and why? Bring in City Council and Staff.
Communication: Keep Council in the loop.
Prepare written reports for every meeting. What did you accomplish? What is the next
step?
C. Communication committee; needs to get back to the community frequently. Keep
communication going. Identify the method of communication; web, flyers, email,
telephones. Remember the big picture. The cultural master plan should include
everything. Prioritize the big things; Things that pop up the most. You will do
everything, but will do so incrementally (access, equity-LBO, small/midsize groups,
individual artists). Leave open starting list. Did we miss anything?

The question arose that: Subcommittee members would like to involve the press. They
would also like to increase community awareness.
D. Consensus building
Recurring themes are the priorities. Fundraising needs to be kept in mind.
The draft group norms were handed out. This establishes acceptable group behavior.
Committee members were asked to review them and bring thoughts and comments to the
next meeting.
The next subcommittee meeting will be Monday, June 19 at 6:00 p.m., in the Poinsettia
Room. By consensus, the subcommittee determined that all subsequent meetings of the
subcommittee will be held on the third Thursday of each month.
Linda Luisi discussed the vision statements, and requested that committee members
review them and bring thoughts and comments to the next meeting.
The Arts Open House will be at the Lumberyard from 3-7, on June 1.
