MEETING MINUTES
MEETING DATE: July 2, 2001
1. CALL TO ORDER/ROLL CALL
Chairperson Hicks called meeting to order at 5:37 p.m.

Commissioner Rincon requested that Item 8B be taken before 8A . There was consensus
to make this change.
5.CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A.Approval of minutes for meeting on June 4, 2001
COPE MOVED, CHARNOW SECONDED, TO APPROVE MINUTES OF THE
JUNE 4, 2001 MEETING. MOTION CARRIED 6-0-1 (NEE ABSENT).
6.ORAL COMMUNICATIONS
Todd Pyke addressed the Commission regarding the Encinitas School of Music. He
requested that the Commission agendize a presentation of the school’s programs at their
August 6 meeting.
Cope requested that the Commission agendize a presentation regarding the Encinitas
School of Music. There was consensus to do so.
7.OLD BUSINESS
A.
Review and discussion of information regarding the “Beginnings” sculpture

Artist David Campbell, creator of the “Beginnings” sculpture, gave a presentation on the
sculpture and his desire to see it placed in Encinitas. Commissioner Cope was appointed
by Chair Hicks to continue to work with Campbell regarding an appropriate site within
the City, and to keep the Commission informed of progress on the project.
8.NEW BUSINESS
B. Discussion of issues and initiatives related to the Encinitas Arts Master Plan
Hippert reviewed the agenda report. There was Commission consensus to have staff
create draft initiatives for Commission review at the August 2001 meeting. These
initiatives are to be reviewed and recommended to the full Commission by the Arts
Master Plan Subcommittee.
A. Discussion regarding administrative issues of the Poinsettia Theatre Performing
Arts in the Classroom Project
Hippert reviewed the agenda report and distributed information provided by
Commissioner Rincon regarding the City of San Diego’s conflict of interest policy.
Note: Due to a potential conflict if interest regarding this issue, Commissioner
Rincon left the meeting at this point.
COPE MOVED THAT THE COMMISSION SUPPORT THE CONCEPT THAT
NIELS LUND WORK WITH THE PATRICIA RINCON GROUP AS A
TEMPORARY SPONSOR FOR THE PERFORMING ARTS IN THE
CLASSROOM PROJECT.
MOTION DIED FOR LACK OF SECOND.
There was Commission consensus to have the organization responsible for the
administration of the Performing Arts in the Classroom Project be an Encinitas-based
organization.
There was no additional action taken by the Commission, but there was consensus to
direct the Chair to investigate additional possibilities regarding this issue, and report back
to the Commission at the August 6 meeting.
C. Discussion regarding holding a goal-setting meeting for the Commission for the
Arts
There was consensus to hold a goal-setting meeting in August, with City Manager Miller
as Facilitator. Staff was directed to investigate holding the goal setting meeting on any
Tuesday in August, between the hours of 10:00 a.m. and 2:00 p.m., and to include a
working lunch.

9. GENERAL INFORMATION/STAFF STATUS REPORTS

10. COMMISSIONERS CORNER
A. Commissioners
Cope
Reported that the Encinitas Floral Celebration was a huge success. Floral growers wish
to hold the event in 2002. Growers requested that there be more floral art displayed at the
venues.
Reported that she is now President of the Encinitas Rotary Club.
Reported that Micaiah Hardison will hold a reception for his work at the Martini Ranch
on July 3 from 6:00 p.m. to 10:00 p.m.
Reported that she will be Master of Ceremonies at the DEMA Officer Installation Dinner
on Friday, July 27.
St. Pierre
Reported that there will be a reception for the Children of Chernobyl art exhibit at the
101 Artists’ Colony on Friday, July 6 from 5:00 p.m. to 7:00 p.m.
Reported that “Stories for a Summer Moon” will be held at the 101 Artists’ Colony as the
st
first “1 Saturday” event on Saturday, August 4.
Reported that she is working on an art show, through the Community Resource Center,
for the children in the Encinitas safe house. This will also include art lessons provided by
the 101 Artists’ Colony.
Reported that August issue of San Diego Home and Garden magazine will feature Soul
Temple Productions.
De Soto
Reported that he recently completed a nationally syndicated television show for Planet X.
De Soto brought a copy of the piece, which he will show to Commissioners after the
meeting.
Hicks
Distributed written list of Chair’s activities since the June Commission meeting. She also
reported that she attended the IFS showing at the Weigand Plaza.
Reported that she spoke with artist Richard Hinger regarding tile art for the bollards in
front of City Hall.

Showed post card from the Del Mar Sculpture Garden.
Attended poetry slam meeting.
Distributed copies of City Council-approved tile medallions for the Downtown
Streetscape project.
Reported that Micaiah Hardison will participate in the Surf Art Exhibit associated with
the Rob Machado Surf Classic in September.
B. Staff
Hippert reported on the start up of the Encinitas Civic Center Art Gallery, and gave brief
report on the July meeting of the Solana Beach Public Art Advisory Committee meeting.
