2001-06-04 CITY OF ENCINITAS ARTS COMMISSION MEETING MINUTES MEETING DATE: June 4, 2001 1. CALL TO ORDER/ROLL CALL Chairperson Hicks called meeting to order at 5:34 p.m. Present: Commissioners Hicks, Cope, De Soto, Nee, Rincon and St. Pierre Absent: Charnow Also Present: Arts Coordinator Hippert 2. PLEDGE OF ALLEGIANCE 3. PRESENTATIONS None 4. CHANGES TO THE AGENDA Commissioner Cope requested that Item 7Ciii be taken immediately after Oral Communications. There was consensus to make this change. 5.CLOSING AND ADOPTION OF THE CONSENT CALENDAR A.Approval of minutes for meeting on May 7, 2001 Hicks noted one change to the minutes for May 7, 2001. Minutes should read that Hicks was appointed to the Surf Art Committee. Note – Charnow arrived at 5:40 p.m. COPE MOVED, RINCON SECONDED, TO APPROVE MINUTES OF THE MAY 7, 2001 MEETING AS AMENDED. MOTION CARRIED 7-0. 6.ORAL COMMUNICATIONS Scott Gregory spoke to the Commission regarding the holiday opera program tentatively approved by City Council for FY 2001/2002. PIERRE MOVED, SECONDED BY COPE, TO AGENDIZE A DISCUSSION OF THE BORDER VOICES POETRY PROJECT AT THE NEXT COMMISSION FOR THE ARTS MEETING. MOTION CARRIED 7-0. 7.OLD BUSINESS C.iii. Capital Projects Cope provided information regarding a marble sculpture, entitled “Beginnings” that may be available for long-term loan to the City. COMMISSIONER CHARNOW MOVED, SECONDED BY COPE, TO CREATE A WORK PROJECT TO INVESTIGATE THE PROCESS AND COSTS ASSOCIATED WITH POTENTIALLY ACCEPTING THE LONG-TERM LOAN OF THE SCULPTURE “BEGINNINGS” TO THE CITY OF ENCINTAS. MOTION CARRIED 7-0. Cope volunteered to be the lead on this work project. Hicks requested that agenda item 8A be taken next, out of order. There was no consensus to do so. COMMISSIONER CHARNOW MOVED, SECONDED BY DE SOTO, TO TAKE AGENDA ITEM 8A NEXT, OUT OF ORDER. MOTION CARRIED 6-1 (COPE NO). 8.NEW BUSINESS A. Discussion of City Council action regarding new project and program recommendations for FY 01/02 and FY 02/03 Hippert reviewed the agenda report. There was no action taken by the Commission regarding this issue. 7.OLD BUSINESS A.Appointment of subcommittee chairs and members Hippert reviewed the agenda report. The following appointments were made by Chairperson Hicks. Technology Committee – Charnow is to be point of contact for Commissioners regarding placing items on the City’s web page. Charnow will forward all requests to the Community Services Department’s Web Site representative. Capital Projects – No members were appointed to this committee. Arts Master Plan – Commissioners Charnow, Hicks and Nee appointed Policy & Procedure – Cope requested to be removed from this committee. Rincon requested to be added to this committee. Commissioners Charnow, Hicks and Rincon appointed. Education – No members were appointed to this committee Recess from 6:58 p.m. to 7:07 p.m. Bylaws – Rincon requested to be added to this committee. Commissioners Charnow, Hicks and Rincon appointed. Rincon to serve as chair. B.Appointment of project/program team members Hippert reviewed the agenda report. The following appointments were made by Chairperson Hicks: Music in the Classroom – Nee Surf Art – Hicks, Cope Student Art Gallery – St. Pierre Encinitas Day Celebration – Cope, Rincon, De Soto Cardiff Art Banners – Cope, St. Pierre LAEP – Nee Encinitas Community/Senior Center – No members Japan Society of San Diego and Tijuana Sculpture – Cope, Hicks Downtown Streetscape – Cope, De Soto, Rincon Civic Center Art Gallery – Cope, Rincon Staff will continue to monitor the Independent Film Society, picART, and the Poinsettia Theatre Performing Arts in the Classroom project. 3 T:\Admin\Commissions\Arts Commission\Minutes\2001\2001-06-04.doc D.i. Arts Mentorship/Student Art Gallery COMMISSIONER COPE MOVED, SECONDED BY ST. PIERRE, TO ENSURE THAT ALL FUNDS COLLECTED AT THE STUDENT ART GALLERY FOR THE SALE OF POST CARDS BE RETURNED TO THE SCHOOL RESPONSIBLE FOR THE CREATION OF THE CARDS. MOTION CARRIED 7-0. D.ii. Music in the Classroom Nee provided brief oral report that the program will provide classroom services during the summer months to the middle schools, and elementary schools during the regular school year. D.viii. Poinsettia Theatre Performing Arts in the Classroom Project Commissioners reviewed written report provided by project administrator Lund. Commissioners Rincon and Charnow were appointed to work with Lund regarding administrative changes in the project, and were directed to report back to the Commission at their July meeting. D.xiii. Downtown Streetscape Project Rincon reviewed the committee’s report. After discussion of the committee’s recommendations, there was Commission consensus to forward the following designs for the medallions to the City Council: 1.As drawn, but incorporate gray whales in design 2.As drawn 3.As drawn, but modify surfing pose 6.As drawn 8.As drawn 9.As drawn, but delete structures and add lagoon 10.As drawn 14.As drawn 15.As drawn, but add palm trees/bougainvilleas 16.As drawn, but change train to Coaster 17.As drawn The recommended designs will be taken to the City Council, along with the funding request from the Arts Trust Fund, on Wednesday, June 27, 2001. NEW BUSINESS B.Discussion of whether to cancel the regular Commission for the Arts meeting scheduled for July 2, 2001 Hippert reviewed the agenda report. There was consensus to hold the regular Commission meeting on July 2, 2001, but limit the agenda to the discussion of the following items: Initiatives for Arts Master Plan Poinsettia Theatre Performing Arts in the Classroom Project Review of findings regarding the “Beginnings” sculpture C.Discussion of providing letter of recommendation to the City’s Community Services Department regarding featuring the “Three Doves” sculpture in the 2001 Holiday Parade Hippert reviewed the staff report. COMMISSIONER COPE MOVED, SECONDED BY DE SOTO, TO DIRECT THE COMMISSION CHAIR TO WRITE A LETTER TO THE CITY’S COMMUNITY SERVICES DEPARTMENT RECOMMENDING THAT THE “THREE DOVES” SCULPTURE BE PLACED IN A POSITION OF HONOR IN THE ENCINITAS HOLIDAY PARADE, SCHEDULED FOR DECEMBER 1, 2001. MOTION CARRIED 7-0. D.Discussion of potential policy and procedure to recognize local businesses and organizations that support the arts in Encinitas Hippert reviewed the agenda report. There was Commission consensus to table this item to the Commission’s September, 2001 meeting. E.Discussion of whether to solicit financial support from local businesses for the medallions that will be recommended to City Council to be installed along Coast Highway 101 as part of the Downtown Streetscape project Hippert reviewed agenda report, and advised Commissioners that any solicitation of financial sponsorship, and modification of streetscape design to include sponsor recognition, will need City Council approval. COPE MOVED, SECONDED BY CHARNOW, TO RECOMMEND TO CITY COUNCIL THAT COMMUNITY SPONSORSHIPS FOR THE MEDALLIONS, IN THE AMOUNT OF $1,000 FOR EACH MEDALLION, BE SOLICITED BY THE 5 T:\Admin\Commissions\Arts Commission\Minutes\2001\2001-06-04.doc COMMISSION FOR THE ARTS. MOTION CARRIED 5-2 (CHARNOW, NEE NO) F.Discussion regarding hosting the “Children of Chernobyl” art exhibit St. Pierre reported that the Encinitas Art Center and 101 Artists’ Colony will host the Children of Chernobyl art show at the Student Art Gallery beginning June 16, 2001. There will be a reception scheduled for July 6, 2001 from 5:00 p.m. to 7:00 p.m. There was no action taken on this item by the Commission. 9. GENERAL INFORMATION/STAFF STATUS REPORTS None 10. COMMISSIONERS CORNER A. Commissioners Rincon Reported on an article in the San Diego Union Tribune regarding dance in the County. The article featured her dance company. St. Pierre Reported that Scripps Hospital, Encinitas, has requested her assistance in locating student art for the hospital. Reported that the Flora Vista School will have their student show at the Student Art Gallery beginning this Saturday, June 9, 2001. Reported that there will be an student “Open Show” at the Student Art Gallery beginning Saturday, July 21. Students may sign up at the Encinitas Art Center at 25 East E Street. Reported that San Diego Home and Garden magazine will be doing an article for a future issue about gardens in Encinitas. Cope Reported on the results of the Arts Alive banner auction. Reported on the Encinitas Floral Celebration, scheduled for Saturday and Sunday, June 9 and 10. Reported that Lux Art Institute has requested that Commissioners attend the June 13, 2001 City Council meeting in support of certifying the Final Environmental Impact Report, amending Zoning Ordinance and Local Coastal Program to establish a Museum Overlay Zone on four areas within the RR-1 and R-3 residential zones subject to a Major 6 T:\Admin\Commissions\Arts Commission\Minutes\2001\2001-06-04.doc Use Permit located within the southern portion of El Camino Real; and approving a Major Use Permit, Design Review Permit and Coastal Development Permit for the Lux Art Institute project. Nee Reported that he has recently visited three of the Performing Arts in the Classroom Project programs, and is pleased with the results. Hicks Reported that Mayor Holz chose two paintings for purchase by the City as part of the Endangered Spaces Exhibit. Reported that the visit to Sacramento by City Manager Miller, Council members Guerin and Houlihan, Commissioners Hicks and Charnow, DEMA Director Norby and Arts Coordinator Hippert has been postponed. It will be rescheduled as soon as possible. Reported that Reggie Smith of the San Diego Commission for Arts and Culture will meet with her regarding grass roots development efforts. B. Staff None 11.
