MEETING MINUTES
MEETING DATE: April 2, 2001
1. CALL TO ORDER/ROLL CALL
Chairperson Hicks called meeting to order at 5:35 p.m.

Chair Hicks requested that items 8C, 7A and 8D be taken immediately after the consent
calendar. There was consensus to make this change.
5.CLOSING AND ADOPTION OF THE CONSENT CALENDAR

6.ORAL COMMUNICATIONS
Carole Mayne reported on the student art section of the Endangered Spaces exhibit. She
also provided information to the Commission regarding the San Diego Regional Arts and
Culture Coalition.
Warren Gref spoke to the Commission about Seagate Concerts, presented in Encinitas.

C. Review of Arts Grants and selection of grantees
Arts Coordinator Hippert reviewed the staff report.
The Commission reviewed the applications and the recommendations of the application
review panel.

Commissioner Cope wished it to go on record that she was disappointed that the
Commission was unwilling to take a stand regarding funding of art of a religious nature.
Commissioner De Soto wished to go on record in support of Commissioner Cope’s
statement.
7. OLD BUSINESS
A. Discussion of medallions or other art for Downtown Streetscape project.
Commissioner De Soto introduced Terry Weaver. Mr. Weaver provided the Commission
with concept drawings for possible medallions to be installed at various locations along
Coast Highway 101 as part of the Downtown Streetscape project. Mr. Weaver offered to
design and create sixteen (16) unique and individual medallions, measuring 36” in

diameter, of high quality tile for a cost of $1,000 per medallion. He stated that this
amount will cover only the cost of the materials. De Soto recommended that the
Commission also include a fee for the design as well.
Management Analyst Dave de Cordova, of the City’s Community Development
Department, informed the Commission that the cost for the pre-cast medallions as
specified in the plans is $350 each. He said that this will reduce the amount the
Commission will need to recommend to the City Council, should the Commission choose
to do so, to $650 each.
CHARNOW MOVED, HICKS SECONDED, TO RECOMMEND TO THE CITY
COUNCIL THAT THE COUNCIL APPROPRIATE $10,400 FOR MATERIALS
FOR SIXTEEN (16) MEDALLIONS FOR THE DOWNTOWN STREETSCAPE
PROJECT, AND $2,500 AS AN ARTIST’S FEE FOR TERRY WEAVER, FOR
THE DESIGN AND CREATION OF SIXTEEN (16) MEDALLIONS, FOR A
TOTAL OF $12,900, FROM THE ARTS TRUST FUND.
MOTION CARRIED 7-0
Hicks appointed De Soto, Cope and Rincon to work with City staff from the Community
Development Department to ensure that the medallions were designed and created to
meet the needs of the project and the City. Hippert advised the Commission that any
design(s) submitted by Weaver will require final approval by the City Council, prior to
creation and installation of the medallions.
Hicks directed the subcommittee to work towards the submittal of the designs to the City
Council no later than the last City Council meeting of May, 2001.
Hicks called a recess at 8:00 p.m.
Hicks returned the meeting to order at 8:21 p.m.
8. NEW BUSINESS
D. Review of Downtown Streetscape project tree grate submissions and selection of
winning design
Hippert reviewed staff report. Commissioners reviewed submissions and took public
input.

7. OLD BUSINESS
D. Discussion of Commission for the Arts budget proposals for Fiscal Years 01/02 and
02/03
Hippert informed the Commission that City Manager Miller would be unable to address
the Commission regarding this issue, due to an illness.
The Commission reviewed information provided by staff, and discussed information
provided by Chair Hicks regarding the Commission’s budget proposals for Fiscal Years
2001/2002 and 2002/2003.

There was consensus to continue Agenda Items 8A, 8B and 8F to the next regular
meeting of the Commission.
Chair Hicks informed Commissioners that as discussed at the March, 2001 meeting,
committee and project reports must be submitted in writing to the Arts Coordinator, to be
included with the next month’s agenda packet. Oral reports from committees or project
chairs will not be accepted at regular meetings without the written report submitted,
unless there is urgent action which needs to be take by the Commission.
E. Discussion of participation in Valley Center Art and Jazz Festival on May 5, 2001
After a brief discussion, Commissioner Nee volunteered to take the lead on this event.
Commissioner St. Pierre will assist.
9. GENERAL INFORMATION/STAFF STATUS REPORTS

10. COMMISSIONERS CORNER
A. Commissioners
Charnow reported that the City’s Planning Commission will review the Lux Art Institute
project at it’s next meeting on Thursday, April 6, 2001. He urged Commissioners to be
present to support the project.

Charnow also reported that the Commission will have a table at the Encinitas Street Fair
on Saturday, April 8, 2001. He requested that Commissioners volunteer to staff the table
by calling him at home.
St. Pierre reported that the grand opening for the 101 Artists’ Colony will be held on
Friday, April 20, 2001 at 5:30 p.m.
Rincon reported that she will attend the meeting of the San Diego Regional Arts and
Culture Coalition in San Diego.
