2001-01-08 CITY OF ENCINITAS ARTS COMMISSION REGULAR MEETING MINUTES MEETING DATE: January 8, 2001 1. CALL TO ORDER/ROLL CALL Chairperson Charnow called meeting to order at 6:31 p.m. Present: Commissioners Cope, Kaczorowski, Charnow, Mayne, Hicks, and St. Pierre Absent: None Also Present: Management Analyst Hippert and Management Assistant Stauffer 2. PLEDGE OF ALLEGIANCE 3. PRESENTATIONS None 4. CHANGES TO THE AGENDA Consensus was reached to move Agenda Item 8B after Agenda Item 6 and to move Agenda Item 7A after the Project Reports. 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR COMMISSIONER COPE MOTIONED AND COMMISSIONER KACZOROWSKI SECONDED TO CLOSE AND ADOPT THE CONSENT CALENDAR. Discussion of the motion: Commissioner Cope clarified that under Agenda Item 7Bvi, that the Community Concert Series had been cancelled and that Agenda Item 7C would be free to the public. MOTION WAS APPROVED 5-0-1 (COMMISSIONER HICKS ABSTAINED). 6. ORAL COMMUNICATIONS None G:\\Admin\\Mike\Commission\ArtsCommission\Minutes01\January 7. OLD BUSINESS C. Project/Program Reports iv. Downtown Streetscape Community Development Management Analyst Dave de Cordova reported that the project is moving forward with the final designs. Commissioner Kaczorowski mentioned that he would like to be able to notice artists for tree grate design. The project’s landscape architect stated that construction documents would be complete by the end of February. The project would then go to bid. Tree grates would need to be ready for installation by July. Management Analyst de Cordova advised the Commission that any tree grate designs would need to be approved by Council. COMMISSIONER CHARNOW MOTIONED AND COMMISSIONER HICKS SECONDED TO ALLOW COMMISSIONER KACZOROWSKI TO CONTINUE WITH THE TREE GRATE PROJECT. MOTION WAS APPROVED 5-0-1 (COMMISSIONER ST. PIERRE ABSTAINED). Management Analyst de Cordova reviewed the medallions on the streetscape design. There will be sixteen of them. COMMISSIONER COPE MOTIONED AND COMMISSIONER KACZOROWSKI SECONDED TO PUT TOGETHER A REQUEST FOR PROPOSAL FOR DESIGN CONCEPTS OF THE SIXTEEN THIRTY-SIX INCH MEDALLIONS. MOTION WAS APPROVED 6-0. xiv. Independent Film Society Dan Hare provided an oral report. Their non-profit status application has been submitted. Babbettes Feast will screen January 14 and The Port of Last Resort will screen February 18. Dan Hare then asked for guidance regarding La Paloma. Costs to rent the theatre have gone up and other locations are being sought. La Costa Canyon High School and Weigand Plaza’s AMC Theatres are two options. Council Member Christy Guerin commented on the struggles that they have incurred while attempting to make agreements with La Paloma. Dan Hare asked for a letter of support from the City to help find alternative sites. Council Member Christy Guerin volunteered to help him obtain this. Consensus was reached to allow Dan Hare to begin working with La Costa Canyon High School and to contact AMC Theatres of Weigand Plaza. Dan Hare will provide a report at the next Commission meeting. Arts Touring Mobile Nels Lund provided an oral report. Suggestions were made on ways to improve the program in the future. Nels Lund reported that the per person program cost is expected to go down. Commissioner St. Pierre will talk with the 101 Artists Colony about storing ATM supplies. Commissioner Cope volunteered her garage as an alternative storage space. Nels Lund is preparing a final report for the program. xiii. Performing Arts in the Classroom Nels Lund provided an oral report. Forty-one classrooms will have been served this school year. BREAK 8:52P.M. TO 9:12P.M. xii. 101 Leucadia Arts Banners Commissioner Cope reported that fifty-five banners will be on display January 29 from 4:30p.m. to 7p.m. at Martini Ranch. Consensus was reached for Commissioner Cope to spend up to $100 for the costs of appetizers for the event, and $850 for posters, from the project’s budget. Charles Milton spoke about his involvement in the banner project and recommended advertising on the flyers to help defer costs. Charnow directed Cope to work with Milton on this. Commissioner Mayne suggested budgeting money for advertising next year. COMMISSIONER KACZOROWSKI MOTIONED AND COMMISSIONER ST. PIERRE SECONDED TO EXTEND THE MEETING PAST THE ESTABLISHED 10P.M. ENDING TIME FOR AN ADDITIONAL THIRTY MINUTES. MOTION WAS APPROVED 4-1-1 (COMMISSIONER MAYNE VOTED NO AND COMMISSIONER HICKS ABSTAINED). 8.NEW BUSINESS A. Discussion of Encinitas Arts Center Chairperson Charnow reported that there is no new information on this item. B. Discussion of re-allocation of budgeted Arts Commission project funds from Community Concert Series to the Arts Mentorship Program Analyst Hippert presented the staff report. COMMISSIONER COPE MOTIONED AND COMMISSIONER ST. PIERRE SECONDED TO RE-ALLOCATE MONEY FROM THE COMMUNITY CONCERT SERIES TO THE ARTS MENTORSHIP PROGRAM. G:\\Admin\\Mike\Commission\ArtsCommission\Minutes01\January Discussion of motion: Commissioner St. Pierre stated that she will be able to secure appropriate matching funds for the project. MOTION WAS APPROVED 6-0. C. Discussion of presenting an Arts Grant Program workshop Management Analyst Hippert reviewed the Staff Report. Commissioners discussed the possibility of having an Arts Grant Program workshop. COMMISSIONER MAYNE MOTIONED AND COMMISSIONER COPE SECONDED TO ACCEPT THIS PROGRAM. COMMISSIONER COPE MOTIONED AND COMMISSIONER CHARNOW SECONDED TO EXTEND THE MEETING FOR AN ADDITIONAL THIRTY MINUTES. Discussion of motion: Commissioner Mayne recommended finishing discussions at the next meeting. MOTION WAS APPROVED 4-1-1 (COMMISSIONER MAYNE VOTED NO AND COMMISSIONER HICKS ABSTAINED). 7. Capital Projects No report iv. Arts Master Plan Chairperson Charnow reported that five work teams are working on the Arts Master Plan at this time. Encinitas Community/Senior Center Commissioner St. Pierre reported that she will meet with Community Services Recreation Superintendent Alexander in January to discuss this issue. vi. GENERAL INFORMATION/STAFF STATUS REPORTS None 7.OLD BUSINESS A.Discussion of proposed Commission for the Arts projects for FY 2001/2002 There was consensus to continue this item to a special meeting of the Commission. 10. COMMISSIONER’S CORNER A. Commissioners Chairperson Charnow reported that he would like agendized discussion of art in the lobby at City Hall. Commissioner Mayne reported that she would like agendized a request for an Envirocan at the library. This will be reviewed as part of the budget discussions. Commissioner Hicks reported that the VFW will be speaking at the high schools. B.Staff Management Analyst Hippert stated that the Commission needed to select a date and time for the special meeting to discuss the Commission’s proposed new projects. The Commission determined that the special meeting will be held on Monday, January 22, 2001 at 6:00 p.m. 11.
