MEETING MINUTES
MEETING DATE: February 24, 2003

Chair Rincon called the meeting to order at 6:00pm
Present: Commissioners Rincon, Gould, Ranson, and Nee

1. DISCUSSION ON ISSUES RELATED TO THE ARTS MASTER PLAN
CELEBRATION, FINANCES, AND ARTS PROGRAMS SUBCOMMITTEES
Commissioners discussed the Master Plan unveiling. The celebration is tentatively
scheduled to be held April 12, 2003 from 4-6PM. Chair Rincon commented that she
had not heard back from the City Council in regards to the Commissions request for a
part-time staff member. Commission consensus was reached to have Chair Rincon talk
with the mayor in regards to staffing. The City Council is currently working on their
goals and objectives.
Commissioners discussed the keynote speaker and entertainment for the celebration.
Neils Lund and Ann Chase were suggested for musical performances. Poetry readings
and a mini art gallery were also discussed. Staff will check on different dates available
for the entire banquet hall.
Senior Management Analyst Hazeltine announced that Patricia Rincon, Thomas Nee,
Sally Van Haitsma, and Bob Hord have all recently been appointed to serve on the Arts
Commission.
Chair Rincon provided examples of a process for reviewing and assessing programs.
Handouts were reviewed. Commissioners discussed developing criteria for program
funding requests. The Arts Programs budget for FY2003 was passed out.
Commissioners discussed different funding that could be available for programming.
Commissioner Ronson reviewed the floor plans for Keith Harrison’s arts spaces on
downtown Encinitas. Parking is an issue with the site. The 101 Artists Colony may
manage the site. The meeting was adjourned at 7:13PM.
