MEETING MINUTES
MEETING DATE: October 6, 2003
1. CALL TO ORDER/ROLL CALL
Chair Rincon called the meeting to order at 5:30pm
Present: Commissioners Rincon, Slevinske, Gould, Ranson, Van Haitsma, and Nee
Absent: Commissioner Hord
Also Present: Senior Management Analyst Hazeltine, Management Analyst II Stauffer,
and Arts Program Coordinator Chacon

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting on September 15, 2003
Commissioner Gould clarified that the Marketing Subcommittee consists of
Commissioners Van Haitsma, Hord, and Slevinske.
COMMISSIONER RANSON MOTIONED AND COMMISSIONER GOULD SECONDED
TO APPROVE THE MINUTES FOR THE REGULAR MEETING ON SEPTEMBER 15,
2003. MOTION WAS APPROVED 6-0.
6. ORAL COMMUNICATIONS
Carol Ashworth spoke on a tribute to Mac Hartley that will benefit her Story Art Program.
7. OLD BUSINESS
None
8. NEW BUSINESS
A. Discussion of the Public Art Element of the Coastal Rail Trail
Kip Heffner of the City’s Engineering Department provided information to the
Commission on the Coastal Rail Trail project. A pedestrian/bike trail will be located
along the railroad tracks in Encinitas. Plans should be completed by May 2004. No
funding has been allocated for this project. The project consists of an art element.
Commissioner Van Haitsma expressed her desire to have the barriers consistent with
the art element. Senior Management Analyst Hazeltine suggested that the Commission
approve the project in concept and review the final plan at a later date.
COMMISSIONER GOULD MOTIONED AND COMMISSIONER NEE SECONDED TO
APPROVE THE ART ELEMENT OF THE COASTAL RAIL TRAIL PROJECT IN
CONCEPT, AS PRESENTED BY CONNIE BEARDSLEY TO THE COMMISSION IN
SEPTEMBER. MOTION WAS APPROVED 6-0.
B. Discussion of the Arts Grant Program Guidelines
Chair Rincon reviewed the grant program guidelines. Special Projects up to $2,000 will
be advertised in November. Grants for Special Projects will be awarded in January.
The second category provides $2,000 to $5,000 in grant funding for projects. The next
subcommittee meeting will be October 16.
9. SUB-COMMITTEE REPORTS
A. Arts Master Plan (Rincon, Ranson, Staff: Chacon, Hazeltine)
Commissioners commented on the unveiling. The event went well and was well
attended. Commissioners discussed hosting an annual event.
B. Funding (Rincon, Ranson, Van Haitsma)
None
C. Policy (Gould, Nee)
The draft is being reviewed and will be brought back to the Commission.
D. Facilities (Ranson, Rincon)
None
E. Public Art (N/A)
No report.
F. Marketing (Slevinske, Hord, Van Haitsma)
Commissioner Slevinske thanked Commissioners for their help at the unveiling. Five
volunteer cards were received during the event. Commissioners asked that comments
from Peter Norby during the event be posted to the web site.
10. PROJECT/PROGRAM REPORTS
Commissioner Gould reported on the Cultural Tourism Subcommittee. Encinitas was
featured in the Coastal Living Magazine and the Coast Highway 101 brochure was
passed out.
11. INFORMATION/STAFF STATUS REPORTS
Senior Management Analyst Hazeltine reported that RJM Design Group will present
concepts for the art element of the Hall Property Community Park on November 3.
12. COMMISSIONER’S CORNER
A. Commissioners
Commissioner Ranson commented on the City of San Diego proposing an increase in
the Transient Occupancy Tax (TOT).
B. Staff
Senior Management Analyst Hazeltine congratulated Commissioners on a successful
Arts Master Plan unveiling event. Council goals are being updated.
