MEETING MINUTES
MEETING DATE: September 15, 2003
1. CALL TO ORDER/ROLL CALL
Chair Rincon called the meeting to order at 3:33pm
Present: Commissioners Rincon, Slevinske, Gould, Ranson, Van Haitsma, Nee,
and Hord
Absent: None
Also Present: Senior Management Analyst Hazeltine, Management Analyst II Stauffer,
and Arts Program Coordinator Chacon
2. PLEDGE OF ALLEGIANCE
3. PRESENTATIONS
Connie Beardsley and Alber De Matteis provided a presentation on the Coastal Rail
Trail project. The art aspect of the project will include the rail corridors of Oceanside,
Carlsbad, and Encinitas. The entire Coastal Rail Trail will begin in north Oceanside and
end at the US/Mexico International Border. Public art will be included throughout the
project and cost approximately $100,000. Commission approval is need before the
project can move forward. Commissioners agreed to agendize this item for discussion
and approval at the next regular Commission meeting.
Commissioner Slevinske arrived at 3:50PM.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting on July 7, 2003
COMMISSIONER RANSON MOTIONED AND COMMISSIONER GOULD SECONDED
TO APPROVE THE MINUTES FOR THE REGULAR MEETING ON JULY 7, 2003.
MOTION WAS APPROVED 6-0. (COMMISSIONER VAN HAITSMA HAD NOT YET
ARRIVED).

Commissioner Gould reported that this is on hold pending review of the proposed
changes.
D. Facilities (Ranson, Rincon)

F. Marketing (Gould, Hord, Van Haitsma)
Commissioner Slevinske reported that the Arts Master Plan unveiling will be held
October 2, 2003 from 5-8PM at the 101 Artists Colony. Invitations have been mailed
and a press release will be sent Wednesday. A copy of the Proclamation declaring
October National Arts and Humanities month was distributed. The Proclamation will be
read at the October 8, 2003 City Council meeting. Consensus was reached on approval
of the draft of the Proclamation.
Commissioner Van Haitsma arrived at 4:29PM.

11. INFORMATION/STAFF STATUS REPORTS
Senior Management Analyst Hazeltine reported that grant guidelines will be discussed
at the next Commission meeting. $20,000 in Continuing Appropriations was approved
for the Commission by City Council for FY 2004.
12. COMMISSIONER’S CORNER
A. Commissioners
Commissioner Van Haitsma reported that she started a new job with a publisher in Del
Mar. Commissioner Slevinske commented on the need for an Encinitas writer’s
resource center. Commissioner Nee reported that he has been in New Hampshire for 2
months. Commissioner Hord reported that his work will be in 2 new galleries.
Commissioner Gould reported that she will be leaving for New York and Philadelphia.
Commissioner Ranson commented on the Commission breakfast. Chair Rincon
reported that she has been traveling in Europe.
