MEETING MINUTES

CALL TO ORDER/ROLL CALL
Vice Chair Ranson called the meeting to order at 5:30pm
Present: Commissioners Slevinske, Gould, Ranson, Van Haitsma, Hord, and Nee
Absent: Chair Rincon
Also Present: Senior Management Analyst Hazeltine, Management Analyst II Stauffer,
and Arts Program Coordinator Chacon

Consensus was reached for Niels Lund to provide a Class ACT program report before
8A.
5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting on May 5, 2003
COMMISSIONER NEE MOTIONED AND COMMISSIONER HORD SECONDED TO
APPROVE THE MINUTES FOR THE REGULAR MEETING ON MAY 5, 2003.
MOTION WAS APPROVED 5-0. (COMMISSIONER VAN HAITSMA HAD NOT YET
ARRIVED).

10. PROJECT/PROGRAM REPORTS
Niels Lund provided a status report on the Class ACT program. Commissioner Van
Haitsma arrived at 5:34PM. A list of over 100 programs completed this school year was
passed out. Program accounting information was reviewed.
8. NEW BUSINESS
Discussion on Commission for the Arts Summer Meeting Calendar
Commission consensus was reached to hold a regular meeting on July 7, 2003, go dark
in August, and hold a special meeting for September on September 15, 2003.
9. SUB-COMMITTEE REPORTS
A. Arts Master Plan (Rincon, Ranson, Staff: Chacon, Hazeltine)
Chacon reported that she had applied for a grant and that the policy/procedures,
bylaws, and financing will all be worked on.
B. Funding (Rincon, Ranson, Van Haitsma)
No report.
C. Policy (Gould, Nee)
No report.
D. Facilities (Ranson, Rincon)
Commissioner Ranson reported that he is working on developing an inventory of
facilities.
E. Public Art (N/A)
No report.
F. Marketing (Gould, Hord, Van Haitsma)
Commissioner Slevinske discussed volunteer recruitment. The subcommittee will meet
the third Monday of the month.
11. INFORMATION/STAFF STATUS REPORTS
A. Master Plan Unveiling
Commissioner Hord reported that he is creating an invitation. Commissioner Slevinske
will meet with the 101 Artists Colony to secure a date for the event. Potential dates
were discussed and June 26 was selected. Chacon reported that printing of the master
plan will be done this week and that the document will be available on the City’s web
site soon.
B. NEA Grant
Chacon reported that a grant has been submitted to develop a brochure that promotes
Encinitas culture.
C. Cultural Tourism Presentation
Commissioner Gould reported that there has not yet been a meeting.
D. Coastal Rail Trail
Hazeltine reported that Commissioners will be informed of the next meeting.
12. COMMISSIONER’S CORNER
A. Commissioners
Commissioner Gould reported that she attended Chair Rincon’s dance performance and
invited Commissioners to the Arts Alive Banner auction on June 6 from 5-8PM at the
101 Artists Colony. Commissioner Van Haitsma commented on Chicago art and
architecture. Commissioner Nee reported that he sits on the San Diego Youth
Symphony Board. Commissioner Ranson commented on a CBS program that featured
the plight of American artists.
B. Staff
Hazeltine reported that Council’s budget workshop will be June 4 at 4PM in the Council
Chambers. Adoption of the budget is scheduled for June 11 at 6PM. Cottonwood
Creek Park is under construction.
