MEETING MINUTES
MEETING DATE: February 3, 2003
1. CALL TO ORDER/ROLL CALL
Chair Rincon called meeting to order at 5:32pm
Present: Commissioners Rincon, Gould, Ranson, Nee, and Slevinske
Absent: Commissioner Hicks

4. CHANGES TO THE AGENDA
Commission consensus was reached to hear Agenda Item 10 prior to discussion
of Agenda Item 7.
5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Regular Meeting on January 6, 2003
COMMISSIONER RANSON MOTIONED AND COMMISSIONER NEE
SECONDED TO APPROVE THE MINUTES FOR THE MEETING OF JANUARY
6, 2003 WITH THE CORRECTION UNDER 3A TO REFLECT THAT ONE IDEA
IS TO RENNOVATE THE BUILDING WITH ART SPACES. MOTION WAS
APPROVED 5-0.
6. ORAL COMMUNICATIONS
Carolyn Cope addressed the Commission on behalf of the Full Moon Poets
Society and requested $6,000 in funding for the program during FY04 and FY05.
The Commission has previously approved $1,000 in funding from the Arts Trust
Fund for this program. The program consists of two Poetry Slams during the
year, held at the La Paloma Theatre.
Chair Rincon asked that this item be presented to the Commission at the next
regular meeting for discussion.
Ann Chase addressed the Commission on her desire to form a women’s chorus
in Encinitas. The chorus would need practice space, publicity, and support for
funding. She would donate her time to the program.

10. PROJECT/PROGRAM REPORTS
Neils Lund provided a brief presentation on the Class ACT program. The
program has been serving local schools for 5 years. Financial information and
other program status information was passed out. Commissioners viewed a
Power Point presentation. Neils asked that funding be continued despite State
budget cutbacks and City fiscal constraints.
7. OLD BUSINESS
A. Continued Discussion on Implementation of the Arts Master Plan (Next
Steps)
Chair Rincon announced that the “Foreword” has been prepared and will be
distributed to Council for final review. Commission consensus was reached to
host the Arts Master Plan celebration Saturday April 12, 2003 from 4-6pm in the
Banquet Hall at the Encinitas Community Center.
Consensus was reached to discuss Agenda Item 8B at this time.
8. New Business
B. Review of Budgeted Arts Programs
Commissioners discussed budget issues for the upcoming fiscal year. Individual
Commissioners introduced past Arts Programs to the Commission. The following
Subcommittees were formed:

Commissioner Ranson
It was discussed that positions will rotate once new Commissioners are
appointed and once the Commission is back to its original size. Consensus was
reached to hold a Special Meeting on Monday February 24, 2003 at 6pm to
discuss the Arts Master Plan Celebration, Commission Finances, and Arts
Programs.
8. NEW BUSINESS
A. Discussion on Art Spaces as Presented by Keith Harrison
Commissioner Ranson reviewed the project for Arts Spaces in the old Union
Tribune distribution warehouse on Second Street in downtown Encinitas.
Commissioner Ranson visited the site and provided the Commission with floor
plans and pictures. Commission consensus was reached to write a letter of
support for the project but to provide no financial assistance at this time.
9. SUB-COMMITTEE REPORTS
None
11. INFORMATION/STAFF STATUS REPORTS
Chair Rincon reported that Council will be nearing a decision on the requested
part-time staffing position soon and that it seemed positive. This position will be
funded from the Arts Trust Fund.
12. COMMISSIONER’S CORNER
A. Commissioners
Commissioner Slevinske reported that she attended the unveiling of a sculpture
at the Desert Cities “Path of the Bighorn”. Commissioner Gould reported that
she is on the Tourism Board and that DEMA is looking into a grant that would be
used to improve the railway bridge in Encinitas.
B. Staff
Management Analyst Stauffer reported that the City has solicited bids for the
construction of Cottonwood Creek Park and that construction is anticipated to
begin in April 2003.
