MEETING MINUTES
MEETING DATE: May 3, 2004
1. CALL TO ORDER/ROLL CALL
Chair Rincon called the meeting to order at 5:33pm
Present: Commissioners Gould, Ranson, Van Haitsma, Nee, Slevinske, and
Gagliardo
Absent: Chair Rincon
Also Present: Management Services Coordinator Hazeltine, Management Analyst
Stauffer, and Arts Coordinator Chacon

3. PRESENTATIONS
A. Presentation from the Cardiff Botanical Society on Proposed “Surf Sculpture”
Mike Clark from the Cardiff Botanical Society provided handouts and information on a
“Surf Sculpture” for Cardiff. Commissioners were invited to the fundraising event. The
Public Art Subcommittee will meet with Mike Clark to further discuss the project.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting on April 5, 2004
COMMISSIONER GAGLIARDO MOTIONED AND COMMISSIONER VAN HAITSMA
SECONDED TO APPROVE THE MINUTES FOR THE MEETING ON APRIL 5, 2004.
MOTION WAS APPROVED 6-0.

8. NEW BUSINESS
A. Presentation from RJM Design Group, Inc. on the Hall Property Concept Plan,
Specifically the Amphitheater and Art Element
Larry Ryan from RJM Design Group and Jennifer Smith, Assistant to the City Manager
provided an overview of the Hall Property concept plan and art element. City Council
has referred the amphitheater and art element to the Arts Commission for review and
recommendation. Jennifer Smith provided the City Council’s parameters for the
amphitheater. Larry Ryan discussed features of the amphitheater and other art
elements of the park. The amphitheater has been relocated to the mid-park buffer area.
The proposed concept included turf seating, low cobble walls, a dry creek bed, and an
arbor entrance. The feature is designed to blend in with the landscape.
Commissioners provided comments. Commissioner Gould expressed her appreciation
to RJM Design for their consideration of art into the park design. Concern over noise
from the fields and the creek bed through the area was discussed. Artist’s involvement
in similar projects was also reviewed. Commissioners discussed the use of an art
consultant on the project. Larry Ryan clarified that City Council had not directed the
consultant to hire an art consultant. The timetable for the project was discussed. The
Public Art Subcommittee will meet to review the plan and make recommendations to the
Commission on elements for the amphitheater and other art elements in the park. It
was clarified that recommendations from all Commissions will go before the City Council
this summer.
9. SUB-COMMITTEE REPORTS
A. Funding (Rincon, Ranson, Van Haitsma)
Commissioner Van Haitsma reported on the Taste of Leucadia event. A Certificate of
Appreciation was provided to the Commission from the Children’s Museum for grant
funding.
B. Policy (Gould, Nee)
No report.
C. Facilities (Ranson, Rincon)
No report.
D. Public Art (Van Haitsma and Ranson)
Commissioner Van Haitsma reported that she is working on a memo and that the
Executive Subcommittee will review the memo prior to the next Commission meeting.
E. Marketing (Slevinske, Hord, Van Haitsma)
Commissioner Slevinske reported on an article for the citywide newsletter. The article
will include the arts master plan, arts grant program, and cultural tourism grant.
F. Cultural Tourism (Gould)
Commissioner Gould provided information on a workshop to be held May 18, 2004 at
9am.
10. PROJECT/PROGRAM REPORTS

11. INFORMATION/STAFF STATUS REPORTS
The Cottonwood Creek Park dedication will be held on May 28, 2004 at 2pm.
12. COMMISSIONER’S CORNER
A. Commissioners
Commissioner Nee attended the Taste of Leucadia event. Commissioner Van Haitsma
attended a LA Times breakfast at UCLA Commissioner Slevinske will host an open
house on May 29, 2004. Commissioner Gagliardo introduced his daughter, Gabriella.
Commissioner Ranson attended an arts advocacy workshop and reported on art
funding in San Diego.
