MEETING MINUTES
MEETING DATE: April 5, 2004
1. CALL TO ORDER/ROLL CALL
Chair Rincon called the meeting to order at 5:35pm
Present: Commissioners Rincon, Gould, Ranson, Van Haitsma, Nee, Slevinske,
and Gagliardo
Absent: None
Also Present: Management Services Coordinator Hazeltine, Management Analyst
Stauffer, and Arts Coordinator Chacon
2. PLEDGE OF ALLEGIANCE
Chair Rincon welcomed Commissioner Gagliardo. Commissioner Gagliardo introduced
himself. He previously worked for the City of San Diego for 20 years and is now a
consultant.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting on March 1, 2004
COMMISSIONER RANSON MOTIONED AND COMMISSIONER NEE SECONDED TO
APPROVE THE MINUTES FOR THE MEETING ON MARCH 1, 2004. MOTION WAS
APPROVED 7-0.
6. ORAL COMMUNICATIONS
Jennifer Kraus spoke on behalf of Moxi Theater. Moxi is a non-profit theater group and
is looking for space in Encinitas.
7. OLD BUSINESS
None
8. NEW BUSINESS
A. Discussion and Approval of FY 04 Arts Grant Program Funding
Recommendations
Chair Rincon provided background information. Arts Coordinator Chacon reviewed the
grants program and panel review process. Thirteen grants were received. Seven
organizations were recommended for $10,800 in grant funding. Commissioner Gould
clarified that there are no matching fund requirements for individual artists.
Commissioner Ranson suggested a workshop prior to the next grant funding cycle.
Rankings were discussed. Arts Coordinator Chacon reviewed the grant requirements.
COMMISSIONER RANSON MOTIONED AND COMMISSIONER GOULD SECONDED
TO APPROVE THE ROUND TWO GRANTS AND FUNDING. MOTION WAS
APPROVED 7-0.
9. SUB-COMMITTEE REPORTS
A. Funding (Rincon, Ranson, Van Haitsma)
Reported on under Agenda Item 8A.
B. Policy (Gould, Nee)
No report.
C. Facilities (Ranson, Rincon)
Commissioner Ranson reported that he is working on a survey and that the 101 Artists
Colony will be out of their space on April 15, 2004.
D. Public Art (Van Haitsma and Ranson)
Commissioner Van Haitsma reported that she met with City staff to discuss art
involvement in projects. A policy is being developed. Commissioner Slevinske
expressed her concern over public input in the policy. Commissioner Gagliardo was
appointed to the subcommittee.
E. Marketing (Slevinske, Hord, Van Haitsma)
Commissioner Van Haitsma reported that the City newsletter is under development and
that an Arts Commission programming spot will be included.
F. Cultural Tourism (Gould)
Commissioner Gould reported on the NEA Grant. A symbol that represents Encinitas is
being developed. A “Taste of Leucadia” will be on April 29, 2004 from 6-9pm. A 6-page
article on Encinitas was published in San Diego Magazine.
10. PROJECT/PROGRAM REPORTS
Management Services Coordinator Hazeltine provided a summary of Arts Program
funding.
11. INFORMATION/STAFF STATUS REPORTS
The North Coast Repertory Theater cancelled negotiations with the City. The Mayor,
City Manager, and City Attorney will make a presentation to the Commission at the next
regular meeting. The amphitheater will also be discussed at the May meeting.
12. COMMISSIONER’S CORNER
A. Commissioners
Commissioner Gagliardo reported that he will be going to Brazil. Commissioner Van
Haitsma is working on her house. Commissioner Gould is working on costumes.
Commissioner Nee made a list of his LP’s. Commissioner Slevinske spoke on the art
shows to be held at Scripps Hospital and will have an open house for her new home.
Commissioner Rincon is working on a new production.
B. Staff
Arts Coordinator Chacon provided information on the Americans for the Arts national
conference to be held in Washington DC from July 17-20, 2004.
