MEETING MINUTES
MEETING DATE: February 9, 2004
1. CALL TO ORDER/ROLL CALL
Chair Rincon called the meeting to order at 5:34pm
Present: Commissioners Rincon, Gould, Ranson, Van Haitsma, Nee, and Slevinske
Absent: None
Also Present: Senior Management Analyst Hazeltine, Management Analyst Stauffer, and
Arts Coordinator Chacon

A. Approval of Minutes for Meeting on January 12, 2004
COMMISSIONER RANSON MOTIONED AND COMMISSIONER GOULD SECONDED
TO APPROVE THE MINUTES FOR THE MEETING ON JANUARY 12, 2004.
MOTION WAS APPROVED 6-0.

8. NEW BUSINESS
A. Review Arts Grants Program Guidelines
1. FY 2004 Special Projects Guidelines
Chair Rincon discussed clarifications to the Mini-Grants Program. Commissioners
reviewed the guidelines and application packet for Special Projects. Reference to the
display case under Monitoring Site Visits was taken out. Applicants are expected to
promote programs.
COMMISSIONER RANSON MOTIONED AND COMMISSIONER SLEVINSKE
SECONDED TO APPROVE THE SPECIAL PROJECTS GUIDELINES AND
APPLICATION WITH MINOR CHANGES. MOTION WAS APPROVED 6-0.
2. FY 2004 Individual Artist Support Guidelines
Commissioners reviewed the guidelines and application packet for Individual Artists. Up
to 10% administrative costs was added in. It was clarified that there are no matching
requirements. Reference to the display case under Monitoring Site Visits was taken
out. Applicants are expected to promote programs.
COMMISSIONER RANSON MOTIONED AND COMMISSIONER SLEVINSKE
SECONDED TO APPROVE THE INDIVIDUAL ARTIST PROJECT GUIDELINES AND
APPLICATION WITH MINOR CHANGES. MOTION WAS APPROVED 6-0.
Commissioners discussed the application timeframe for next year. Grants will be
available in the fall and will have a longer turn around time.
9. SUB-COMMITTEE REPORTS
A. Funding (Rincon, Ranson, Van Haitsma)
This item was discussed under Agenda Item 8.
B. Policy (Gould, Nee)
Commissioner Nee reported that the subcommittee has not met and will meet once the
grant program is under way.
C. Facilities (Ranson, Rincon)
Commissioner Ranson reported that the 101 Artists Colony is losing their lease. It was
clarified that the City entered into an exclusive negotiating agreement with North Coast
Repertoire and that no contract has been made. The community use site would be
shared.
D. Public Art (Van Haitsma and Ranson)
Commissioner Van Haitsma reported that the subcommittee will be making a
presentation to City Council in the near future on public art.
E. Marketing (Slevinske, Hord, Van Haitsma)
Commissioner Slevinske reported that the subcommittee has not met and expressed
her concern that there is not enough staff time to implement the Arts Master Plan.
Commissioners discussed increasing staff hours. Senior Analyst Hazeltine clarified that
the current hours are based on available funding spread out over 12-18 months.
F. Cultural Tourism (Gould)
Commissioner Gould reported that the Tourism Subcommittee is looking to enhance the
entrance to the City with art. There is a meeting next week. Arts Alive banners will be
coming soon.
10. PROJECT/PROGRAM REPORTS

11. INFORMATION/STAFF STATUS REPORTS
Senior Management Analyst Hazeltine reported that the City Council Hall property
discussion for February 25, 2004 has been postponed. Commissioner interviews will be
February 11, 2004. It was recommended that the Commission Chair and Vice-Chair be
appointed after the new Commission is seated.
12. COMMISSIONER’S CORNER
A. Commissioners
Commissioner Gould commented on her costumes. Commissioner Van Haitsma
announced that she will be hosting a house concert on February 25, 2004 and that the
cost will be $25. Commissioner Slevinske announced that she will be moving to a new
house in Encinitas and that she will be going to Atlanta for a book proposal.
Commissioner Nee commented on the Hall Property buildings and suggested that they
have a green house theme. Commissioner Ranson announced that the coast rail trail
project has begun in Solana Beach and Oceanside. Chair Rincon announced that her
show will be February 20, 2004 at UCSD.
