2005-04-04 CITY OF ENCINITAS COMMISSION FOR THE ARTS MEETING MINUTES MEETING DATE: April 4, 2005 1. CALL TO ORDER/ROLL CALL Vice-Chair Gagliardo called the meeting to order at 5:30pm Present: Commissioners Ranson, Stamp, Van Haitsma, Slevinske, and Gagliardo Absent: Chair Rincon and Commissioner Gould Also Present: Assistant to the City Manager Smith and Management Analyst II Stauffer 2. PLEDGE OF ALLEGIANCE 3. PRESENTATIONS A.Introduction of New Commissioner Susan Stamp Commissioner Stamp introduced herself to the Commission. She is a mortgage broker by trade and was an art major in college. Commissioners introduced themselves to Commissioner Stamp and provided information on their background. 4.CHANGES TO THE AGENDA None 5.CLOSING AND ADOPTION OF THE CONSENT CALENDAR A.Approval of Minutes for the Regular Meeting on March 7, 2005 COMMISSIONER RANSON MOTIONED AND COMMISSIONER SLEVINSKE SECONDED TO APPROVE THE MINUTES FOR THE REGULAR MEETING ON MARCH 7, 2005. MOTION WAS APPROVED 5-0. 6.ORAL COMMUNICATIONS None 7. OLD BUSINESS None 8. NEW BUSINESS None 9. COMMITTEE REPORTS A. Funding (Chair Rincon, Gagliardo, van Haitsma) No report. B. Policy (Chair Gould, Nee) No report. C. Facilities (Chair Ranson, Rincon) No report. D. Public Art (Chair van Haitsma, Gagliardo, Ranson) No report. E. Marketing (Chair Slevinske, van Haitsma) No report. F. Cultural Tourism (Gould) No report. 10. PROJECT/PROGRAM REPORTS A.NEA Grant Update Stauffer reported that the RFQ’s are on hold until the Arts Administrator is hired. Commissioner Slevinske provided background information on the grant. Grant funding is to develop a cultural tourism brochure and web site. RFQ’s are available for review from Commissioner Slevinske. B.Arts Grant Program Update Commissioner Van Haitsma provided an overview of the grant program. Grant recipients must be non-profit and benefit Encinitas residents. Grants range from $500 to $5,000. Stauffer is working on putting together a master list of programs. 11. INFORMATION/STAFF STATUS REPORTS A.Update on Public Art Policy Presentation to City Council Chair Gagliardo commented that Council’s main concern was over the Commission having additional members of the public on the Public Art Committee. Stauffer commented that Council provided clear and constructive direction to the Commission on the public art policy and also reported that the Council is still very interested in adopting a public art policy. Council directed the Commission to wait until the Arts Administrator is on board and has had a chance to review the policy before bringing the policy back to Council for further consideration. The Arts Administrator will work on getting a revised public art policy approved by City Council and then implementing the policy. Commissioner Ranson expressed his concern over Council’s references to the Arts Grants Program during the meeting. Stauffer clarified that City Council would like Art Commission grant funding recommendations brought before Council for final approval. Commissioners clarified that Council appoints commissions and committees. Vice- Chair Gagliardo commented that once the Arts Administrator is hired, all arts programs and procedures should be reviewed. Commissioners then discussed prioritizing the workload of the new Arts Administrator. Commissioner Ranson discussed the need for continued informal communication with Council. B.Update on Commission Involvement in DEMA Street Fair Stauffer provided information on the street fair. A booth is available on Sunday April 24 from 9- 5pm. Commissioners discussed information to be provided at the booth and timeslots for hosting the booth. Stauffer will email commissioners to fill the time slots. C.Update on Arts Administrator Recruitment Smith reported that she had met with the Human Resources Division to outline the recruitment process and thanked commissioners for their patience. A timeline was provided and reviewed. To protect the integrity of the process and preserve confidentiality, only city staff will be able to review and screen the applications. The highest qualified applicants will be invited for first round interviews. Two commissioners will be invited to participate in the first round interviews. The Chair will be invited to sit in with the City Manager for the second and final round interviews. The City Manager will make the final decision. Vice-Chair Gagliardo commented that the commission’s level of involvement during the recruitment process is unprecedented. 12. COMMISSIONER’S CORNER A.Commissioners Commissioner Ranson announced that he is marketing his instructional videos to high school students and that the Off Track Gallery has relocated to the corner of Highway 101 and Leucadia Blvd. Commissioner Van Haitsma will be attending the Festival of Books at UCLA. Commissioner Stamp commented that she enjoyed her first meeting and can work at the street fair. Commissioner Gagliardo has been invited to speak in Scotland. B.Staff No report. 13.
