Commissioner Harp led the Senior Citizen Commission in the Pledge of Allegiance.

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
Approval of Minutes for the Regular Meeting on September 20, 2011.
COMMISSIONER H ARP MOTIONED, COMMISSIONER CAMPBELL SECONDED TO
APPROVE THE MINUTES FROM THE OCTOBER 20, 2011 MEETING. MINUTES
WERE UNANIMOUSLY APPROVED.
6. PRESENTATION
Chair Finch presented a plaque to volunteer Bill Thompson in recognition of his commitment
to the Encinitas Senior Center Out and About Transportation Program. Chair Finch
commented that transportation is the biggest need for seniors, and his work as a volunteer
driver is greatly appreciated.
In the attached report titled “The Last Act,” Commissioner Harp stated that the Encinitas
Senior Foundation will donate their final book balance of $3,823.06 to the Senior Center Out
and About Program on October 19 at 2:00 pm. Commissioner Harp recommended adding
the “The Last Act” to the Senior Citizen section of the new City of Encinitas website.
7. OLD BUSINESS
A. Review of the City 25th Anniversary Celebration
Commissioner VanHoughton volunteered at the Parks & Recreation Information Booth. She
commented that she and the other attendees enjoyed the event. Interim Director O’Grady

reported that members of the original incorporation committee attended, and the San
Dieguito Heritage Museum and San Diego Botanic Garden were open and free to the public.
B. Interim Director O’Grady provided an update on the following Senior Center programs:
Halloween Costume Party - Monday, October 31, check-in between 11 and 11:30 am.
Eye Education Presentation - Wednesday, November 16 at 10:30 am, no charge.
8. NEW BUSINESS
A. Senior Directory Inclusion Request
Business owner Lauren Reynolds requested that At Home Care Solution, Inc. be included in
the Senior Information Directory. Commissioner Campbell motioned to include At Home Care
Solution in the Senior Information Directory, Commissioner Harp seconded, motion carried 7-
0. Interim Director O’Grady explained that the Senior Directory will be changing format to a
legal-size, four-panel, double-sided brochure printed in-house--allowing for more listings,
smaller print runs, and more frequent updates.

9. AD-HOC SUBCOMMITTEE REPORTS
Outreach – Vice Chair Campbell reported that the Transportation Report will be presented to
Council on Wednesday, November 9, during the regular business portion of the meeting. He
encouraged all commissioners to attend if possible. Chair Finch provided an update on the
2012 Senior Fair; the subcommittee met with Interim Director O’Grady and Recreation
Supervisor Ken Rundle. The subcommittee is considering ways to find sponsors, encourage
new exhibitors, and reach a broader audience.
Web Based Marketing – Vice Chair Campbell reported that the new City website design will
make it easier for Seniors to find information. The commission previewed features of the new
site, including a prominent quick link to Find Senior Services, and a section spotlighting the
Out and About program—linking to information on becoming a volunteer driver. The site also
allows users to increase the font size, improving readability.
Transportation – Commissioner Drielsma stated that SANDAG is planning 20-25 years in the
future.
Representative Reports
Council Contact Update – Commissioner King reported that he attended the memorial for
Council Member Houlihan. He said it was a wonderful goodbye and we will all miss her.
Comprehensive General Plan Update Steering Committee - Commissioner Vance
reported that the Public Review of the Draft Plan process might be extended. Since the
City is required to add an estimated 2,500 dwelling units to the plan, consultants and staff
will need to demonstrate how to accommodate the additional density.
10. COMMISSIONERS CORNER/ANNOUNCEMENTS
Commissioner Vance reported that the state legislative bill AB 138 [Elder Economic Planning
Act of 2011] passed and went into law. He said that 4 out of 10 seniors (approximately

31,000) in San Diego County are struggling to make ends meet. This act establishes area
agencies to assess the needs and delivery of services.
Commissioner King stated that he was amazed at all Council Member Houlihan contributed
to the community.
Commissioner Harp hit a hole in one.
Commissioner Drielsma submitted an application for the City Council vacancy.
Commissioners King and Vice Chair Campbell also applied, and all will briefly present to the
Council on October 26.
Vice Chair Campbell stated that he would like to see the seat filled by someone that
represents the senior population.
Chair Finch announced that Solana Beach Presbyterian Community Church has volunteers
available to assist community members with service projects, such as window cleaning. She
recommended passing their contact information along to Senior Center Manager Goodsell,
as a possible sponsor. Chair Finch gave a DVD about safety to the Transportation
Subcommittee.
Interim Director O’Grady welcomed Kelly Sanderson as the new Program Assistant for the
Parks and Recreation Department who will be assisting with the Senior Commission. Crystal
Roff has been promoted to Administrative Support Coordinator. Next week is the quarterly
breakfast with the Chair and Vice Chair. The new City Manager, Gus Vina, appreciated
meeting the Commission and wishes you well. The Senior Center is working with IT to select
a model for the printer to be donated to the computer lab. The City is in the later stages of
selecting a new Parks and Recreation Director who most likely will start around
Thanksgiving.
Commissioner Drielsma announced that MiraCosta College’s musical production of Dirty
Rotten Scoundrels opens on November 12.
Commissioner King announced that the Community Resource Center is holding a holiday
food drive, seeking donations of canned goods.

The last act
The Encinitas Senior Foundation, producers of the successful Encinitas
Follies fund raising efforts for eleven years has finally closed its
doors. Their final act was to contribute the balance of their remaining
funds to their ongoing support of the “Out and About” program. On

Wednesday, October 19 at the Senior Center they presented the city
with a check for $3,823.06. The foundation was established in 1997 to
initially promote the construction of the Encinitas Senior Center. Once
completed, their goal was revised to support senior activities at the
Center. They succeeded in contributing equipment and in kind
contributions in excess of $140,000 toward that goal. In October 2010,
the final curtain came down.
