2011-09-20 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date September 20, 2011 2:00 PM 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 2:01 PM Present: Chair Finch, Vice Chair Campbell, Commissioners Drielsma, Harp, King, Vance and VanHoughton Also Present: Senior Center Manager Goodsell and Administrative Support Coordinator Roff Absent: None 2. PLEDGE OF ALLEGIANCE Commissioner King led the Senior Citizen Commission in the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None 4. CHANGES TO AGENDA None 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR Approval of Minutes for the Regular Meeting on June 21, 2011. COMMISSIONER H ARP MOTIONED, COMMISSIONER DRIELSMA SECONDED TO APPROVE THE MINUTES FROM THE JUNE 21, 2011 MEETING. MINUTES WERE UNANIMOUSLY APPROVED 5-2 (VICE-CHAIR CAMPBELL AND COMMISSION VANCE ABSTAINED). 6. PRESENTATION None 7. OLD BUSINESS st A. Review of June 21 Tour Commissioner Drielsma stated he was very impressed by staff and the fire truck. Commissioner VanHoughton commented on the training required before joining the Fire Department. Commissioner King commented on the Fire Department’s high level of community service. Chair Finch commented on the knowledge and experience of Chief Muir. Senior Center Manager Goodsell reported an Open House is scheduled on October 1, 2011 at Fire Station 5. Commissioner Vance commented on services provided by the Fire Department to the senior community. Senior Center Manager Goodsell commented on regular inspections on senior facilities. Interim Director O’Grady provided information on the Y.A.N.A. program. 3 B. Senior Center Manager Goodsell provided an update on the following programs:  Flu Vaccination on September 26  Spaghetti Dinner Fundraiser Commissioner Vance requested recruiting of Spaghetti Dinner sponsors be a future agenda item. Vice Chair Campbell commented there is room to improve the distribution of dinner meals and the introduction and acknowledgements portion of the evening was too long.  Senior Center program statistics 8. NEW BUSINESS A. Introduction of new City Manager, Gus Vina City Manager Gus Vina introduced himself and thanked the Senior Citizen Commission for their work. Vice Chair Campbell requested the City Manager keep seniors in mind during the decision making process and asked if he had been updated on current Senior Citizen Commission projects. City Manager Vina reported he has been updated on Commission projects. th B. 25 Anniversary Celebration Senior Center Manager Goodsell reported October 1 at the San Dieguito Heritage Museum th is the City’s 25 Anniversary celebration from noon to 4:00 PM. Commissioners VanHoughton, Drielsma, King and Chair Finch volunteered to work at the City’s information booth. C. Senior Directory Inclusion Request Chair Finch requested Commissioners input on the request to include A Place for Mom, Inc. in the Senior Information Directory. Commission consensus was to increase the size of the directory to include A Place for Mom, Inc. providing, the size increase is not cost prohibitive. 9. AD-HOC SUBCOMMITTEE REPORTS Outreach- Vice Chair Campbell reviewed the Transportation Report that concluded the Out- and-About program is the most cost effective senior transportation program and the research information is ready to present to Council with a request for additional program funding. Commissioner VanHoughton motioned to forward the report to Council with a request for additional funding, Chair Finch seconded, motion carried 7-0. Interim Director O’Grady explained a report will be presented to Council, and stated Council has been very good stewards of City tax dollars and will be concerned with funding. Web Based Marketing- Chair Finch reported the subcommittee is meeting with the IT Department on the completion of the website and will have additional information at the October meeting. Chair Finch also reported a Senior Citizen button has been added to the website home page. Transportation- Commissioners Drielsma and VanHoughton completed a transportation loop with a Transit Buddy and riding on the Coaster, Sprinter, and Bus 309. Commissioners Drielsma and VanHoughton reported public transportation was widely used, clean, timely, and the operators were friendly. 4 Representative Reports  Council Contact Update- Chair Finch reported Council members were present at the Spaghetti Dinner Fundraiser and Council Member Gaspar was at the General Plan Community Workshop.  Comprehensive General Plan Update Steering Committee- Commissioner Vance reported on the unveiling of the draft general plan and the input from residents on the El Camino Real Corridor. Vice-Chair Campbell commented the first draft is available on CD’s. 10. COMMISSIONERS CORNER/ANNOUNCEMENTS Commissioner Vance reported he is working again. Commissioner King stated he was sad to hear of Council Member Houlihan’s passing. Commissioner Harp shared stories about Council Member Houlihan. Commissioner Drielsma shared stories about Council Member Houlihan. Vice Chair Campbell stated, Council Member Houlihan’s strength during adversity was impressive. Chair Finch stated Council Member Houlihan was well respected. Commissioner Drielsma reported an October 1, 2011 Book Festival will be held at the Encinitas Library. Senior Center Manager Goodsell stated Council Member Houlihan’s energy, enthusiasm and participation will be missed. 11.
