2011-06-01 CITY OF ENCINITAS YOUTH COMMISSION MEETING MINUTES: June 1, 2011, 4:30 PM 1. CALL TO ORDER/ROLL CALL Chairperson Haller called the meeting to order at 4:35 PM Present: Chairperson Haller, Vice Chairperson Ferreirae, Commissioners Barth, Conger, Dempster, Eyl, Lawson, Marow, Maskiewicz and Sands Also Present: Recreation Supervisor Rubenstein and Senior Management Analyst Stauffer Absent: None 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None 4. CHANGES TO THE AGENDA Item 7B will be heard before 7A. 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR Approval of the Minutes for the May 4, 2011 Regular Meeting. COMMISSIONER EYL MOTIONED AND COMMISSIONER BARTH SECONDED TO APPROVE THE MINUTES OF THE MAY 4, 2011 MEETING. MOTION CARRIED 10-0. 6. AWARDS Vice Chairperson Ferreirae thanked the graduating senior Commission member Chairperson Haller for her participation, enthusiasm and support and presented her with a Certificate of Appreciation. 7. PRESENTATIONS B. Explorers Program, Explorer Advisor, Encinitas Sheriff Station Deputy Stilfield and Explorer Sherm provided information on the Sheriff’s Explorer program. The academy is approximately 9 weeks. Explorers volunteer approximately 20 hours per month. A. Comprehensive General Plan Update, Michael Strong, Planner Michael Strong gave a presentation update on the Comprehensive General Plan. During the next few months the city will conduct a series of public workshops asking residents to provide feedback on health related issues and address key topics which will help create a healthy Encinitas. Michael invited and encouraged commissioners to th participate and attend the Tuesday June 14 Public Health Element Workshop. 8. OLD BUSINESS None 9. NEW BUSINESS Review of Summer Meeting Schedule The Youth Commission agreed to go dark in July and August 2011 10. AD HOC SUBCOMMITTEE REPORTS A. Subcommittee Reports Recycling (Commissioners Barth, Conger and Lawson)  Commissioner Lawson presented the subcommittee draft memo to council. Commissioners had additions to the memo. Subcommittee will make changes to memo and represent to commission. Homeless Teens (Commissioners Eyl, Dempster, Morales, Sands and Lawson)  Commissioner Eyl reported the sub committee had met and would like to schedule sub committee meetings during the summer and then meet with the Community Resource staff person. Environment (Commissioners Conger, Barth and Haller)  Chair Haller asked if anyone attended the May beach clean up and reminded everyone the next beach clean up is June 18. B. Other Representative Reports CGPU (Commissioner Marow)  Commissioner Marow provided updates from the last meeting which focused on public safety, road ways, transportation and traffic. Prior meetings focused more on land use, etc. 11. COMMISSIONER’S CORNER Commissioner Maskiewicz reported on school carnival with food, games and starting a dance unit at Oak Crest Commissioner Lawson reported on finals and sports all wrapping up at LCC. Commissioner Eyl reported on a service held for a student at ST John’s. Commissioner Conger reported on finals and school year wrapping up at Diegueno. Commissioner Sands reported on report cards coming out at SDA. Commissioner Barth reported on senior week and prom this Saturday at CCA. th Commissioner Dempster reported 8 grade students have an upcoming trip to Disneyland and for their P.E. final have to run five laps in 15 minutes or less at Diegueno. Commissioner Marow read a letter he drafted for the commission thanking Jackie Dakovich for her service on the commission and wishing her the best in her retirement. Commissioner Ferreirae reported on finals and testing at SDA. Commissioner Haller reported on upcoming Grad Night and yearbook signing for seniors at SDA. Recreation Supervisor Rubenstein thanked Commission members for their efforts this past year and asked commissioners their availability to attend a CPR training this summer offered by San Diego Medical Services and passed out flyers for upcoming summer teen programs. 12.
