Ad- Upon a motion by Director McChesney, seconded by, Director Hunter and unanimously carried, the Manager was instructed to make arrangements if possible for the storage of 1,000 Acre Feet of water in San Vicente Reservoir, starting in the month of November, 1951 A letter dated July 23, 1951 from William R. Raney and Art- hur T. Sruoginis regarding transfer of a Surplus Water Con- tract from Charles M. Finger, previous owner, to the peti- tioner, was read. Upon a motion by Director Barnes, seconded by Director Hun- ter and unanimously carried, the transfer of this Surplus Water Contract to the new owner was authorized. The Manager stated that Mr. T.E. Koons had requested that the District grant an Easement on District owned property in the Northeast Quarter of the Southeast Quarter of Sec- tion 15, Township 13 South, Range 4 West, for ingress and egress to Mr. Koon°s property. The Board was advised by the Manager that the District, which was formerly the own- er of the entire Forty (40) Acres, had subsequently sold ) this property to private ownership but had reserved certain strips of land, presumably for road purposes and the Dis- trict now held title to these strips of land and that the County Building Department would not issue building permits unless the property owner had means of ingress and egress. Upon a motion by Director Barnes, seconded by Director Hun- ter and unanimously carried, the following Easement was ap- proved in favor of T.E. Koons: EASEMENT SAN DIEGUITO IRRIGATION DISTRICT, a Corporation or- ganized under the laws of the State of Caifornia for a valuable consideration does hereby GRANT to T.E. Upon a motion by Director Barnes, seconded by Director Hunter and unanimously carried, the Manager was authorized to have new floor covering installed in the Treasurer's office to match the existing floor coverings in the remainder of the District office. The Manager stated that the property owners along Second Street, between "E" and "F" Streets were attempting to have the existing unpaved shoulders of the street surface oiled by the County Road Department and that Mr. Carsten Volquart- zen had advised the Manager that a contribution of $10.00 by cost of the the District would take care of the/ District's portion of the oiling, all other material and labor and equipment to be furnished by the County Road Department. A motion was made by Director McChesney, seconded by Direc- tor Barnes and unanimously carried, that the District bear its part of the expense of oiling Second Street between "E" and "Ft' Streets, in the amount of $10.00. A motion to set the budget for the 1952 calendar year at an amount of $1809000 was made by Director Barnes but was lost for lack of a second. ~l r The Secretary presented a draft of an analysis of the propos.-
