WHEREAS, pursuant to the Cortese-Knox Local Government Reorganization 6 ,
Act of 1985 (Gov. Code, § 56000 et seq.) preliminary proceedings were
commenced by resolution of application by this Board on March 18, 1986 as

described, which description has been modified pursuant to the directions of ®"
