2011-04-15 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date April 19, 2011 2:00 PM 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 1:58 PM Present: Chair Finch, Vice-Chair Campbell, Commissioners Drielsma, Harp, Vance and VanHoughton Also Present: Senior Center Manager Goodsell and Administrative Support Coordinator Roff Absent: Commissioner King 2. PLEDGE OF ALLEGIANCE Commissioner Harp led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS Interim Parks and Recreation Director O’Grady introduced himself to the Commission and provided the Commission with his professional experience. 4. CHANGES TO AGENDA None 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR Approval of Minutes for the Regular Meeting on March 15, 2011. COMMISSIONER CAMPBELL MOTIONED, COMMISSIONER VANHOUGHTON SECONDED TO APPROVE THE MINUTES FROM THE MARCH 15, 2011 MEETING. MINUTES WERE UNANIMOUSLY APPROVED 6-0 (COMMISSION KING ABSENT). 6. PRESENTATIONS City of Encinitas Planning & Building, General Plan Update Associate Planner, Michael Strong provided the Commission with a report on the General Plan Update and requested the Commission participate in the policy development process. A copy of the March 17 Planning Commission Agenda Report was presented to the Commissioners. 7. OLD BUSINESS Status Report on the Senior Center Senior Center Manager Goodsell provided the following updates: New Senior Services Directory o Encinitas Rotary Free Handyman Service for Seniors o Donation by the American Legion Post 416 o 3 8. NEW BUSINESS A. Senior Information Fair Vice-Chair Campbell reminded Commissioners the Senior Information is April 28. Chair Finch requested Commissioners volunteer for time slots, 9 AM to 11 AM or 11 AM to 12:30 PM to meet and greet seniors attending the fair. Commissioner Harp requested Commissioners introduce themselves to vendors and thank them for participating in the fair. Commissioner VanHoughton provided a draft transportation survey and requested input from the Commission. Commissioners unanimously agreed to include questions 7, 10, 11, 12 and 18 on the transportation survey and to distribute the survey at the Senior Information Fair. B. Senior Citizen Commission Letter of Support to NCTD Senior Center Manager Goodsell requested comments from Commissioners on the letter of support. Commissioners provided unanimous support and Chair Finch signed the letter to be sent to NCTD. C. Formation of a Transportation Ad-Hoc Subcommittee Chair Finch nominated Commissioner Drielsma as Chair of the subcommittee, Vice-Chair Campbell seconded the nomination, no other nominations were made and Commissioner Drielsma accepted the nomination. Chair Finch volunteered Commissioner King per his request to serve as a subcommittee member and Commissioner VanHoughton volunteered to serve on the subcommittee. Center Manager Goodsell reported staff is working on the transportation report and will meet with Commissioners to discuss the results and receive input. D. Off-Site Tour and Lunch Chair Finch requested Commissioners provide suggestions on what they would like to tour. Senior Center Manager Goodsell suggested senior living facilities or visiting another Senior Center. Commissioner Harp requested to tour an Encinitas Fire Station. Senior Center Manager Goodsell will provide research and report to the Commission at the May 17 meeting. 9. AD-HOC SUBCOMMITTEE REPORTS Update Report on Ad Hoc Subcommittees and Representative Reports Outreach (Commissioners Campbell, Harp and Finch) o No additional report Web Based Marketing (Commissioners Campbell and Finch) o Chair Finch reported the subcommittee met with the IT Department and the request for a senior friendly button will be accommodated on the home page. Senior Center Manager Goodsell reported the IT Department will have an update to the senior friendly web content soon for the Commission to view. Grants (Commissioners Harp) o Commissioner Harp reported he joined the Grants Subcommittee to assist former Commissioner Pollack, and no longer wishes to serve on the Grants Subcommittee. Commissioners discussed this subcommittee and unanimously agreed to disband the Grants Subcommittee at this time. 4 Representative Reports o Council Contact Update-  None Comprehensive General Plan Update Steering Committee-  No additional report to the presentation 10. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Harp announced Mac Hartley passed away last week and a Memorial Service will be held Saturday, April 23 at the Encinitas Community Senior Center at 3 PM. Mac was fundamental in working with the City to establish a Senior Center and he was a founding member of the Encinitas Senior Foundation. Commissioner Drielsma reported the San Diego County Libraries do not have plans to reduce the hours they are open to the public and provided the Commissioners with articles from the LA Times. Chair Finch reviewed the handouts that will be provided at the Senior Information Fair. B. Staff Senior Center Manager Goodsell congratulated Crystal Roff on being selected as the new Department Administrative Support Coordinator. 11.
