P t SITE LOCATION AND PROPOSED PROJECT The subject project is located in Rainbow Ridge Lane, Urania Avenue,Private Street and Cap ri Elementary School in the City of Encinitas, California. It is planned to excavate between feet below the ground surface and install a 24 inch storm drain. Minor grading and pavin Sand 6 improvement of Rainbow Ridge Lane is also planned. g 3 0 6 0 INDUSTRY ST S U I T E 1 0 5 0 C E A N S I D E C A 9 2 0 5 4 TEL: 760.721.5488 FAX: 760.721.5539 y G E O i E C H N I C A E C O N S U L 7 A N i S SURFACE INVESTIGATION AND SOIL CONDITIONS _ Four(4)inch diameter hand auger borings were drilled to a depth of 6 feet.Relatively undisturbed samples were taken. The borings were logged and visually classified by an engineer from this company. The logs are presented as appendix A of this report. The borings were drilled on Rainbow Ridge Lane,Urania Avenue and Capri Elementary School. All four borings revealed Terrace Deposits(Lindavista Formation)to the depths(6 feet)explored. M All four borings encountered a reddish brown to light brown mixture of silty sand and clayey sand. The soil was moist,dense and exhibited good bearing and strength characteristics. no coheisionless sand was encountered,the soils observed did not have good cementation y y � Although could "slough"and cave in unsupported excavations over 10 feet in depth. Groundwater was ot encountered but layers of very moist sand were encountered. During rain wet weather it is possible that the sands encountered could transport water and c eate a temporary ly perched water condition. LABORATORY TESTING Samples obtained from the borings were tested for: • Maximum Density/Optimum moisture • R-Value The results of the Maximum Density/Optimum Moisture tested indicate Per cubic foot and 11.5 percent optimum moistu re. d a result The R-Value test indicated an R-Vague pounds of 22. CONCLUSIONS AND COMMENDATIONS Based upon the results of the four borings drilled along the proposed storm drain and street alignment, drilling in the area for other CIP projects immediate area the excavation and installation for the 24 inch storm drain in the proposed streets is feasible from a geotechnical standpoint if the conclusions and recommendations are read, understood and followed. The following is a summary of conditions to be anticipated: • The storm drain trenches can be excavated with conventional excavation equipment and no hard or difficult excavation or oversized rock is anticipated. Cemented zones may be encountered but will still be excavatable. Y • Poorly cemented, moist sands may be present in the sidewalls of the storm drain trench excavations. These soils may not hold a vertical side in excavations greater than 10 feet or sometimes less than 10 feet and may need shoring or other methods of support, • Groundwater is not anticipated to be encountered in the excavations, but may be a problem after extended periods of rainfall. _ G E O T E C H N I C A L 7 C O N $ U L 7 A N I $ • Bearing capacity of the bottom of the trench is expected to be adequate to support the storm drainpipe without any remedial grading. • The excavated soil is suitable for reuse as backfill.All fill soils should be brou Optimum moisture conditions and compacted in uniform lifts to ght to near at least 90 percent relative compaction based laboratory standard ASTM Test Method D 1557-96. The optimum lift thickness required to produce a uniformly compacted fill will depend on the type and size compaction equipment used. Placement and compaction of fill should be performed in of y general accordance with the current City of Encinitas grading ordinances, sound construction Practices and the recommendations contained in this report,the Improvement Plans and the Construction Specifications. • Pavement design based upon R-value and assumed Traffic Index of 5 is 4 inches AC over 6 inches Class II Base. w We would recommend that any contractor bidding on this project be aware of the weak soils that may be present in the trench sidewalls and be prepared to shore or support the lower portion of the deeper trench excavations. This condition can be encountered at any depth in the trench excavation. CONSTRUCTION INSPECTION AND LIMITATIONS The recommendations provided in this report are based on our observations. A representative of Geopacifca,Inc. should check the interpolated subsurface conditions in the field during construction. We recommend that a representative of this firm observe all excavations and grading operations so that construction is performed in accordance with the recommendations of this report. The recommendations contained in this report are based on our field study, laboratory tests,and our understanding of the proposed construction.If any soil conditions are encountered at the site which are different form those assumed in the preparation of this report, our firm should be contacted so that we may review the situation and make supplementary recommendations. This report has been prepared in accordance with generally accepted soil and foundation engineering Practices within the City of Encinitas area. Archibald, Director of Engineering Services SUBJECT: Adoption of Resolution No. 2001- 21, a Summary Vacation of Irrevocable Offers of Dedication for public roadway purposes over Parcel 1 of Parcel Map 3150, Burgundy Road and a portion of Lot 1 of Map 4308, with reservations for public sewer, storm drain, electric, gas, telephone, and cable television easements over the area to be vacated. BACKGROUND: On October 23, 1974, an Irrevocable Offer of Dedication (IOD) was granted to the County of San Diego on Burgundy Road just north of Sunrich Lane over Parcel 1 of Parcel Map 3150. Furthermore, on August 19, 1959 an Irrevocable Offer of Dedication (IOD) was granted to the County of San Diego on Burgundy Road just north of Sunrich Lane over Lot 1 of Map 4308 (as part of Map 4308). Since that time, the City of Encinitas has become the successor-in-interest to said IOD. The City received a vacation request from the owners of the property impacted by the IOD, and other property owners on Burgundy Road. City staff has reviewed the street vacation application pursuant to their request. Based on review of the application and City's adopted General Plan for this area, there appears to be no additional public right-of-way needed, thus no need to hold or accept the IOD or road dedication. DISCUSSION: On November 27, 2000 a notice was sent to the public, informing property owners within 300 feet of the subject IOD's of the City's intent to vacate the existing Irrevocable Offer of Dedication over the westerly portion of Parcel 1, Parcel Map 3150 and Lot 1 per Map 4308. No response was received from residents or property owners stating objection to the proposed vacation(s). Even though the Burgundy Road IOD is proposed to be vacated, easements for public water, sewer, storm drain, electric, gas, telephone, and cable television will be retained. FISCAL IMPACT Minor fiscal and staff impacts have resulted because of this project.
