YOUTH COMMISSION
MEETING MINUTES: March 2, 2011, 4:30 PM
1. CALL TO ORDER/ROLL CALL
Chairperson Haller called the meeting to order at 4:45 p.m.
Present: Chairperson Haller, Vice Chairperson Ferreirae, Commissioners Barth, Conger,
Dempster, Lawson, Maskiewicz, Marow, Morales, Lawson, and Sands

Present: Recreation Supervisor Rubenstein and Program Assistant Roff
Absent: Commissioner Eyl
2. PLEDGE OF ALLEGIANCE
Commissioner Marow led the pledge.
3. ORAL COMMUNICATIONS
San Dieguito Alliance and Smoke Free North County spoke to the Commission under
age smoking and tobacco retailer licensing.
4. CHANGES TO THE AGENDA
Correct Subcommittee members Haller and Lawson.
5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
Approval of Minutes for Meeting of February 2, 2011 Regular Meeting and the February
16, 2011 Special Meeting.
COMMISSIONER MAROW MOVED COMMISSIONER CONGER SECONDED TO
APPROVE THE MINUTES OF THE FEBRUARY 2, 2011 MEETING. MOTION
CARRIED 10-0 (COMMISSIONER EYL ABSENT). COMMISSIONER MASKIEWICZ
MOVED AND COMMISSIONER MAROW SECONDED TO APPROVE THE MINUTES
OF THE FEBRUARY 16, 2011 SPECIAL MEETING. MOTION CARRIED 10-0
(COMMISSIONER EYL ABSENT).
6. PRESENTATIONS
Recycling PowerPoint Presentation, Recycling Subcommittee
Commissioners Lawson & Barth presented the subcommittees All About Recycling
presentation and Commissioners provided suggestions.
7. OLD BUSINESS
Youth Summit follow up
Commissioners provided positive comments on the success of the North County Youth
Summit.
8. AD HOC SUBCOMMITTEE REPORTS
A. Subcommittee Reports
Recycling (Commissioners Barth, Conger and Lawson)
Commissioner Barth reported the subcommittee will make the suggested changes
and present the PowerPoint presentation at the April meeting.
Homeless Teens (Commissioners Eyl, Dempster, Morales, Sands and Lawson)
Commissioner Dempster reported the subcommittee is in the planning stages for
promoting the teen backpacks program.
Environment (Commissioners Conger, Barth and Haller)

B. Other Representative Reports
CGPU (Commissioner Marow)
Commissioner Ferreirae reported the CGPUC is preparing for the Public
Workshop.
9. COMMISSIONER’S CORNER
Commissioner Lawson reported on spring sports tryouts and MORP at LCC.
Commissioner Barth reported on the Envision Show and the Nest Café at CCA.
Commissioner Dempster reported on the talent show and field trip to LUX Art Museum
and Swami’s Tide pool at Diegueno.
Commissioner Marow reported on winter formal and March contests at SDA.
Commissioner Marow also requested teen tobacco use be placed on the April agenda.
Commissioner Conger reported on the second semester at Diegueno.
Commissioner Morales reported on Math Field Day and the Academic Decathlon at St.
John’s.
Commissioner Sands reported SDA is hosting exchange students from Japan.
Vice Chair Ferreirae reported on SDA’s Cabaret Night fundraiser and that the Robotics
Team will compete in San Diego.
Chair Haller reported Exhibition Day at SDA.
Recreation Supervisor Rubenstein requested the Chair and Vice-Chair MC the
Intergenerational Recital at the Community Center.
Commissioner Marow expressed interest in Encinitas hosting the next North County
Youth Summit.
