I. Surveying and Mapping A. Right of Way Survey Nolte will conduct a record search and field discovery to establish the legal centerline for Hermes and Hymettus Avenues which are affected by the roundabout and the adjacent properties. We modified the hours to reflect the cost increase for our labor over time. II. The proposed improvements to Leucadia Boulevard will begin on the easterly side of Vulcan Avenue intersection and will continue east to a point located approximately 200 feet east of Hermes Avenue. One through lane, one left turn lane and a combined right turn and a through lane for the Leucadia Vulcan Avenue intersection. Traffic signal poles will be relocated as necessary and signal modifications will be included at this intersection. d. Truck turning template will be used to identify the necessary Vulcan Avenue southbound movement receiving lane width. e. Drainage modifications will be necessary at the intersection of Leucadia Boulevard and Vulcan Avenue. The OMP inlet located on the north east corner of Leucadia Boulevard will be converted to a curb inlet. No other drainage facilities will be designed as part of this scope. We will prepare five line profiles showing curbs, median curbs and centerline. If storm drains are needed, Nolte will prepare plans for the storm drain at an additional cost. Street Improvement plans will include the detail necessary to provide access to adjacent properties and curb returns and pavement improvements to provide transitions to Vulcan Avenue, Hermes Avenue, Hygeia Avenue Hymettus Avenue, Eolus Avenue and Orpheus Avenue. Necessary construction work details will be shown on the construction plans for the roundabout islands and retaining walls. Minor retaining walls will be necessary at various places along the right -of -way. Nolte will detail the wall profiles and will provide construction cost estimates for these walls. Nolte, our landscape architect, our soils engineer, the City and the community will address this walls and its treatment at the appropriate time. For the purposes of this proposal we assume the walls to be regional standard type walls. If they exceed the standard wall maximum height Nolte will provide structural design including stamped calculations and details. We will negotiate an additional fee at that time. Plan and profile drawings will include right -of -way, typical sections, construction limits, removals, existing utilities, and other details necessary for the proposed project. We will prepare a title sheet showing a vicinity map, index map, legend, and general notes as well as a detail sheet for street and wall sections, drainage structures, etc. B. Landscape and Irrigation Plans Marum Partnership (Greg Nowell) will prepare 20 scale landscape and irrigation plans in conjunction with the street improvement plans. Plans will show colored concrete sidewalk and lighting. These plans will include all of the necessary construction details for streetscape, irrigation and sound walls. These plans will conform to the landscape concept and plant list outlined on the approved Concept `B" prepared by M.W. Peltz and Associates. Services will include conceptual studies and sketches for review with the design team and the City, meetings with the City following each submittal and attendance at all community, design committee and City Council meetings. Marum Partnership anticipates preparing 24 plan sheets, eight detail sheets, and one title sheet for landscape and irrigation. Nolte will prepare the Special Provisions for construction work shown on the plans prepared for this project. These provisions will be included in the City's bid documents. Vulcan Avenue / Highway 101 Traffic Analysis Nolte will prepare the construction documents for the widening of Vulcan Avenue south and north of Leucadia to accommodate turning and through movement based on the study prepared by Linscott Law and Greenspan. Nolte will attempt to reduce the south and north side of Leucadia Blvd right -of -way impacts along Vulcan Avenue while maintaining Caltrans Standards for intersection design. The length of the turning pocket will be based on queue requirement for left turning movement on Vulcan Avenue provided by the City. All turn lanes will be designed to accommodate truck turning radius. The lane configuration on Vulcan will be based on the schematic design plans authorized by the City. No improvements will be proposed west of the intersection on Leucadia Boulevard. Signal poles will be designed for the new location along the curb returns. A path will be designed north of the intersection along Vulcan Avenue for the length of the improvements. To accomplish this task, along with design for the impacts of the driveways, Nolte will need to conduct topographic survey in order to realign the driveways. D. Reimbursables This section will cover the actual cost of reproducing plans for the various submittals to the affected agencies and consultants. Blueline prints will be submitted to the City for the 30, 60, and 90% submittals. Exhibits will include traffic analysis alternatives and landscape exhibits for community meetings. Original mylars will be submitted to the City for the 100% submittal. In addition, multiple copies of the Hydrology/Hydraulic, Acoustical, and Geotechnical Reports, cost estimates and special provisions will be submitted to the City. III. City Obligations A. A diskette in AutoCAD 2000 format of the Alignment Study as prepared by MW Peltz and Associates. The City will also provide aerial topo for Leucadia Boulevard from 101 to Orpheus Avenue. If additional topo is required the City will provide it at their cost. B. Originals of Road Surveys, Curb Grade and Grading plans. City is to run prints at their expense. C. Traffic analysis prepared by Michael Wallwork substantiating the proposed roundabouts. Traffic analysis covers west of Hermes to east of Hymettus. Based on the proposed design of south Vulcan Avenue, the existing street parking will not be accessible any more. The City has not decided yet if it will allow access to these parking spaces or not. If it does, a mountable ac dike will be proposed to allow access points to the parking behind the ac walkway. 4. Pending issues a. Bike ramps: Nolte and the City need to discuss the possibility of adding 2 more bike ramps at Hermes Avenue intersection and 4 at Hymettus Avenue intersection. b. Offsetting the sidewalk away from the curbs between Vulcan Avenue and Hermes Avenue to allow extra areas for landscaping. c. The addition of proposed storm drain pipe and curb inlet on the south curb of Leucadia Blvd east of Vulcan Avenue. d. Roundabouts: The City wants to conduct more research on the entry and exit widths of the proposed roundabouts. The current widths shown on the plans are a min. 16' per the fire department recommendations which might be more than what is recommended for vehicle safety at the roundabout. Insert new sheet for extra driveway profiles and revise cross references i. Move AC dikes past extended curbs and change their length to 50' j. Add six (6) bike ramps, two (2) at Hermes intersection and four (4) at Hymettus intersection. k. Redraw roadway template and rerun revised earthwork quantities I. Revise Typical sections to reflect above changes m. Add wall plan and profiles for each roundabout n. Revise wall profile on the south side of Leucadia Boulevard to reflect changes requested by the City at the southwesterly corner of Leucadia and Hymettus. Hymettus Avenue Improvements: i. Add three (3) concrete driveways, one (1) north of Leucadia Blvd and two (2) south of Leucadia Blvd Vulcan Avenue north of Leucadia i. Extend proposed curb, gutter, and concrete sidewalk on the east side of Vulcan Avenue north of Leucadia Boulevard from gas station driveway to existing bus stop location. The following changes to the plans will be required: a. Remove AC walkway b. Revise curb data tables C. Change labels and callouts on sheet files d. Redefine right curb alignment e. Revise right top of curb and edge of pavement profile f. Redraw template and rerun it for revised earthwork quantities g. Revise typical sections to reflect above changes ii. Remove proposed concrete sidewalk at the top of slope. To accomplish this task the following changes to the plans will be required: a. Remove concrete sidewalk b. Remove relevant retaining walls c. Regrade slopes to daylight at the back of sidewalk proposed under the task above d. Potential design of a new retaining wall which includes wall plan and profile D. Vulcan Avenue south of Leucadia Boulevard Demolition plan: To remove the sidewalk on the east side of Vulcan as requested by the City, the demolition plan will have to be modified. The modification includes adjustment to the hatched areas and labels associated with the item of work. Improvement plans: a. Modify and re -label driveway profiles for the east side of Vulcan Avenue. b. Modify roadway template to reflect a 2:1 slope behind proposed asphalt curb. C. Reassess the earthwork quantities taking into consideration the removal of sidewalk and the proposed 2:1 slope behind proposed asphalt curb. d. Relocate proposed curb for right turn lane south of Leucadia further to the west. 3. Signing & Striping Plans A. Revise the striping plan to reflect all curb and lane width changes requested by the City. This task also includes the prior preliminary striping plans prepared during discussions with the City during over the shoulder meetings. 4. Signal Plan A. Revise signal plan to reflect final revisions to improvement and striping plan. 5. Construction Cost Estimate A. Recalculate quantities to update cost estimate. B. Revise cost estimate to reflect all changes requested. 6. Meetings A. Additional meetings may be needed throughout the remaining design life of the project. Nolte will attend those meetings as directed by the City. 7. Reimbursable A. Additional blue print copies requested by the City provided during the 30% design review and authorized by the City for reimbursement.
