DISTRICT, DECEMBER 20, 2010, 4: 00 P. M., 505 SOUTH VULCANAVENUE
CALL TO ORDER/ROLL CALL
Since this was a Joint Special Meeting between the City Council, Finance Authority, and the San
Dieguito Water District, Chairperson Bond chaired the meeting and called the meeting to order at 4:
P.M.
Present: Chairpersons Teresa Barth, James Bond, Kristin Gaspar, Maggie Houlihan, and
Jerome Stocks.
Absent: None.
Also Present: Board Manager Cotton, Board Attorney Sabine, Board Secretary Cervone, and
Deputy Board Secretary Bingham.
There being a quorum present, the meeting was in order.
PLEDGE OF ALLEGIANCE
ORAL COMMUNICATIONS
Julie Graboi expressed her disappointment with the selection of the new Mayor and Deputy Mayor.
AGENDA ITEMS
J1. Mayor to recommend appointments to various boards and regional committees.
Contact Person: City Manager Cotton.
STAFF RECOMMENDATION: Ratify or amend the Mayor's recommended
appointments.
Chairperson Bond announced that due to the Fair Political Practices Commission opinion which
restricted legislators from voting for themselves to sit on stipend positions, the Chairperson being
considered would need to recuse themselves from the vote. Each Chairperson left the Council
Chambers when their appointments were discussed and voted upon.
Chairperson Bond stated the committee appointments would be effective from December 2010 to
December 2011.

There were several corrections made to the spreadsheet:
SDWD, $100 per meeting per member; Encina Wastewater Authority, $182.00 per meeting; and
SFID/SDWD members are both representatives, not alternate.
The first vote pertained to Chairperson Bond's appointments.
Chairperson Bond left the Council Chambers.
ACTION:
Stocks moved, Houlihan seconded to appoint Chairperson Bond to the following committees:
Board Member, San Dieguito Water District; Chairperson, Housing Authority of the City of
Encinitas; Chairperson, Encinitas Financing Authority; Representative, Region 10 League of
CA Cities Executive Committee; Representative, League of CA Cities San Diego Division's
Legislative Committee; Voting Member, League of CA Cities Coastal Cities Issues Group;
Representative, San Diego County Water Authority; Advisory, SANDAG Shoreline
Committee. Motion carried. Ayes: Barth, Gaspar, Houlihan, Stocks. Nays: None. Absent:
Bond.
The following vote pertained to Chairperson Stocks' appointments.
Chairperson Stocks' left the Council Chambers.
Before Chairperson Stocks' appointments were voted on, Chairperson Barth requested that the
Board vote on the SANDAG and NCTD appointments separately.
BOARD CONSENSUS:
There was Board Consensus to vote on the SANDAG and North County Transit District
appointments for Chairperson Stocks' separately.
ACTION:
Houlihan moved, Barth seconded to appoint Chairperson Stocks' to the following
committees: Board President, San Dieguito Water District; Vice-Chair, Housing Authority of
the City of Encinitas; Vice-Chair, Encinitas Financing Authority; Alternate, CSA-17;
Representative, North County Dispatch JPA; Alternate, Region 10 League of CA Cities
Executive Committee; Alternate, League of CA Cities San Diego Division's Legislative
Committee. Motion carried. Ayes: Barth, Bond, Gaspar, Houlihan. Nays: None. Absent:
Stocks.
The following vote pertained to Chairperson Stocks' appointment to the North County Transit
District.

ACTION:
Gaspar moved, Bond seconded to appoint Chairperson Stocks' as Representative for North
County Transit District. Ayes: Bond, Gaspar. Nays: Barth, Houlihan. Absent: Stocks.
Board Attorney Sabine stated that because this was a tie vote, the incumbent, Chairperson Stocks,
would remain seated on the North County Transit District.
The following vote pertained to Chairperson Stocks' appointment as Representative to SANDAG.
ACTION:
Bond moved, Gaspar seconded to appoint Chairperson Stocks' as Representative to
SANDAG. Motion carried. Ayes: Bond, Gaspar, Houlihan. Nays: Barth. Absent: Stocks.
The following vote pertained to Chairperson Houlihan's appointments.
Chairperson Houlihan left the Council Chambers.
ACTION:
Barth moved, Gaspar seconded to appoint Chairperson Houlihan to the following
committees: Board Member, San Dieguito Water District; Board Member, Housing
Authority of the City of Encinitas; Board Member, Encinitas Financing Authority;
Representative, SFID/SDWD Badger Joint Facilities Advisory Committee; Representative,
SFID/SDWD R.E. Badger Water Facilities Financing Authority; Representative, Encina
Wastewater Authority; Representative, San Elijo JPA; Representative, Regional Solid Waste
Authority; Representative, CSA-17. Motion carried. Ayes: Barth, Bond, Gaspar, Stocks.
Nays: None. Absent: Houlihan.
