2010-11-03 CITY OF ENCINITAS YOUTH COMMISSION MEETING MINUTES MEETING DATE: November 3, 2010 4:30 P.M. 1. CALL TO ORDER/ROLL CALL Chairperson Haller called the meeting to order at 4:35 p.m. Present: Chairperson Haller, Vice Chairperson Ferreirae, Commissioners Marow, Conger, Eyl, Maskiewicz, Morales and Sands. Also Present: Recreation Supervisor Vicki Rubenstein and Administrative Coordinator Jacklyn Dakovich. Absent: Commissioners Lawson, Dempster and Barth. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Meeting of October 6, 2010. COMMISSIONER MAROW MOVED, VICE CHAIRPERSON FERREIRAE SECONDED TO APPROVE THE MINUTES OF THE OCTOBER 6, 2010 MEETING. MOTION CARRIED 8-0. 5. NEW BUSINESS A. City Hall Tour Chairperson Haller reviewed the staff report and introduced Senior Management Analyst Stauffer who will conduct the City Hall tour. Senior Management Analyst Stauffer gave a brief overview of City government, City Council functions, and the purpose of the tour. The tour began at 4:40 p.m. and the Commission returned to the Council Chambers at 5:05 p.m. The Commission thanked Senior Management Analyst Stauffer for conducting the tour. B. Discussion on Holiday Parade Participation Chairperson Haller reviewed the staff report and invited the Commission to discuss participation in the Holiday Parade. Recreation Supervisor Rubenstein distributed Holiday Parade flyers and Volunteer forms to be filled out and returned to Recreation Supervisor Moreno, who organizes the Parade volunteers. Vice Chairperson Ferreirae provided information on how the Youth Commission participates in the Parade and encouraged Commission members to attend. Commissioner Marow also shared information on the Parade and suggested the possibility of a Youth Commission banner to identify the group as they move along the Parade route. 6. OLD BUSINESS A. General Plan Update – Commissioner Marow Chairperson Haller reviewed the staff report and invited Commissioner Marow to share further information on the General Plan Update. Commissioner Marow noted the city-wide meetings that have been held to receive community input, the recent Vision Festival and the upcoming Public Workshop, November 16, 2010 from 6 to 8:30 p.m. He encouraged all Commission members to attend and share their ideas for the community. 7. COMMISSIONER’S CORNER Chairperson Haller opened the meeting to Commissioner’s Corner. Commissioner Conger advised Diegueno Middle School had started their annual canned food drive and the school band was rehearsing for the upcoming Holiday Parade. Commissioner Sands advised the San Dieguito Academy field hockey team was going to CIF playoffs and the school Japanese Club was prepping for the Holiday Parade. Commissioner Maskiewicz noted the canned food drive being held at Oakcrest Middle School. Commissioner Eyl noted the upcoming dance this Friday at St. John School, the th school newspaper ready for distribution in two weeks, and the upcoming 8 grade school play. Commissioner Morales advised St. John School is involved in a fund raising volunteer project creating food baskets for Brother Benno’s. Commissioner Marow noted San Dieguito Academy’s Battle of the Bands is in full swing and the upcoming blood drive. Chairperson Haller suggested the Commission plan a community service event such as a beach cleanup at Moonlight Beach. Commissioner Eyl suggested the Commission plan a community service event that would involve the homeless. Chairperson Haller requested that community service events, including beach THE COMMISSION, IN cleanups be agendized for the December meeting. CONSENSUS, AGREED. Recreation Supervisor Rubenstein distributed new Commission phone list, Winter teen activity information, and encouraged Commissioners to promote teen activities offered by the City. Chairperson Haller suggested an agenda item to discuss formation of an Ad Hoc THE COMMISSION, IN Subcommittee to discuss teen activity promotion. CONSENSUS, AGREED. 8.
