MINUTES OF REGULAR MEETING
ENCINITAS CIVIC CENTER

MONDAY, SEPTEMBER 28, 2010 at 4:00 p.m.
CALL TO ORDER/ROLL CALL
Chairman Dean called the meeting to order at 4:00 P.M.
DIRECTORS PRESENT: Peter Cota-Robles, Phil Cotton, Bill Dean, Chris Hazeltine, and
Cindy Jacob.
DIRECTORS ABSENT: None.
ALSO PRESENT: Rod Linville, Kent Graff and John McNair from JC Resorts; Chris
Callcins, Carltas; Greg Lusitana, Board Attorney Representative, Jay
Lembach and Nancy Sullivan, City Staff, and Joan Woods, Board
Secretary.
There being a quorum present, the meeting was in order.
AGENDIZED BUSINESS ITEMS
1. Brown Act Review. Contact Person: Board Attorney Representative Greg Lusitana.
Board Attorney Representative Greg Lusitana presented a review of the Brown Act to the
Board.
2. Approve Minutes Regular Meeting of 8-24-10. Contact Person: Board Secretary Woods.
ACTION:
Hazeltine moved, Cotton seconded to approve the 8-24-10 Regular Meeting minutes. Motion
carried. Ayes: Cotton, Dean, Hazeltine. Nays: None. Abstain: Cota-Robles, Jacob.
3. Review Summarv of Revenues and Expenditures/Financial Statement/update on Capital
Reserves for August. Contact Person: JC Resorts; Rod Linville/John McNair.
Mr. Linville presented the summary of revenues and expenditures for August. Mr. Graff
presented the Capital Reserves for August.
4. Marketing report - Board discussion on:
1) New franchisee of "Golftec" which was an indoor teaching center expressed an interest
in opening a location at the course.
2) Report on National TaylorMade demo event on 10/9.
3) Centralized call reservation center monthly update.
Contact Person: JCResorts, John McNair/Rod Linville.
Mr. McNair reported that he had discussions regarding a proposal from Golftec and
requested this be agendized for the October meeting. Mr. McNair updated the Board on the
TaylorMade demo event to be held on October 9"" he invited everyone to attend, and
provided an update on the centralized call reservation center.
5. Report on Course Enhancements. Contact Person: JC Resorts; Kent Graff.
Mr. Graff stated he would be receiving proposals from three golf course landscape architects on the
turf reduction project by the end of the week. Mr. Graff stated the aerification of the second half of
the course would start next week and he was in the middle of the overseeding process of the tees
and fairways project.
6. Incidents and Accidents. Contact Person: JC Resorts; Rod Linville.
Mr. Linville reported on one incident for the month.
REPORTS FROM DIRECTORS AND/OR MANAGER REPORTS
Chairman Dean reported he had met with the Encinitas Taxpayer Association. He also reported he
had received a' call from a neighbor of the course and was informed there was an odor from the
pond at hole #13 and requested this be agendized for the next meeting.

Chairman Dean adjourned the meeting at 4:55 P.M.
