YOUTH COMMISSION
MEETING MINUTES
MEETING DATE: June 2, 2010
4:30 P.M.
1. CALL TO ORDER/ROLL CALL
Chairperson Novack called the meeting to order at 4:36 p.m.
Present: Chairperson Novack, Vice Chairperson Marow, Commissioners
Ferreirae, Conger, Lawson, Barth, Ogden, Haller, Jolly and
Kelly.
Also
Present: Recreation Supervisor Rubenstein and Administrative Coordinator
Jacklyn Dakovich.
Absent: None

4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of May 5, 2010.
VICE CHAIRPERSON MAROW MOVED, COMMISSIONER OGDEN
SECONDED TO APPROVE THE MINUTES OF THE MAY 5, 2010 MEETING.
MOTION CARRIED 10-0.
5. PRESENTATION
None.
6. NEW BUSINESS
A. Appoint Commission Member to serve on Community Grant Program
Evaluation Panel.
Chairperson Novack reviewed the staff report and asked for a volunteer to
participate on this Panel.
Several Commissioners responded that they would not be available to participate
during the time frame of the panel.
Chairperson Novack advised he would represent the Youth Commission on the
Community Grant Program.
Vice Chairperson Marow thanked the four graduating senior Commission
members (Kelly, Jolly, Novack and Ogden) for their participation, enthusiasm and
support during the past year and presented them with Certificates of
Appreciation.
B. Review of Summer Meeting Schedule.
Chairperson Novack reviewed the staff report and requested comments from the
Commissioners on going dark in July and August and scheduling a meeting.

7. OLD BUSINESS
A. Ad Hoc Sub Committee Report on Revisions to Recycling Project Power
Point Presentation.
Chairperson Novack reviewed the staff report and requested a report from
the Ad Hoc Sub Committee.
Commissioner Lawson reported that the Ad Hoc Sub Committee (Commissioners
Lawson, Conger, and Barth) had met and addressed the changes discussed
during the last meeting. Commissioner Lawson proceeded to present the edited
Power Point information to the Commission.
After reviewing the presentation and a brief discussion, the Commission thanked
the Ad Hoc Sub Committee for a job well done.
Chairperson Novack gave a brief overview of the approval process for the Power
Point presentation, which includes Youth Commission approval, Parks &
Recreation Department Director approval, Environmental Commission fact
check, and presentation to City Council. The Ad Hoc Sub Committee goal is to
have the information available on the City Web site.
VICE CHAIRPERSON MAROW MOVED, COMMISSIONER OGDEN
SECONDED TO CONTINUE THE PROCESS FOR APPROVAL OF THE
POWER POINT PRESENTATION ON RECYCLING TO THE NEXT STEP,
PARK & RECREATION DEPARTMENT DIRECTOR APPROVAL. MOTION
CARRIED 10-0.
B. Comprehensive General Plan Update Report – Vice Chairperson Derrik
Marow
Chairperson Novack reviewed the staff report and requested an update on the
Comprehensive General Plan.
Vice Chairperson Marow reported on the importance of receiving community
input and noted that the recent Community Vision Festival was another
opportunity for citizens to share their issues and goals. He further noted that the
members were also working on a mission statement. He advised there will be a
brief presentation to City Council in June with the next official meeting in
September.
The Commission thanked Vice Chairperson Marow for his report.
C. Review Community and Senior Center Tour
Chairperson Novack reviewed the staff report and requested comments from
Commission members on the recent tour.
Commissioners enjoyed the tour, learning the variety of classes offered and
appreciated that the Center was open to all ages, with an emphasis on young
children and seniors.
8. COMMISSIONER CORNER
Commissioner Haller noted the upcoming San Dieguito Academy Help the
Homeless Club Concert.
Commissioner Lawson noted finals were held at La Costa Canyon High School
last week.
Commissioner Conger noted Diegueno Middle School wrapping up the school
year.
Commissioner Barth noted Canyon Crest will hold their Battle of the Bands next
week.
Commissioner Kelly noted La Costa Canyon High School has scheduled many
senior activities for the next few weeks. She also advised she will be attending
Chapman College in the Fall.
Commissioner Jolly noted High Tech High is wrapping up the school year. She
also advised she will be attending Berkeley in the Fall.
Commissioner Ogden noted La Costa Canyon High School will hold their
graduation ceremony June 18. She advised she will be attending the University
of Washington in the Fall.
Vice Chairperson Marow noted San Dieguito Academy held their Awards
Ceremony today, June 2.
Chairperson Novack noted the upcoming San Dieguito Academy graduation, and
he also advised that he will be participating in an upcoming National Debate
Tournament in Kansas City, Missouri. He further noted he will be attending the
University of Puget Sound, Washington in the Fall.
Recreation Supervisor Rubenstein thanked Commission members for their
efforts this past year, and also thanked those who applied or reapplied for
submitting their applications in a timely manner. She noted the upcoming events
being planned for the Japanese students, as part of the Sister City Program and
encouraged Commissioners to participate.
