YOUTH COMMISSION
MEETING MINUTES
MEETING DATE: May 5, 2010
4:30 P.M.
1. CALL TO ORDER/ROLL CALL
Commissioner Ogden called the meeting to order at 4:35 p.m.
Present: Commissioners Ferreirae, Conger, Lawson, Barth, Ogden, Haller,
Kelly and Vice Chairperson Marow (4:45 p.m.).
Also
Present: Recreation Supervisor Rubenstein and Administrative Coordinator
Jacklyn Dakovich.
Absent: Chairperson Novack and Commissioner Jolly.

4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of March 3, 2010.
COMMISSIONER LAWSON MOVED, COMMISSIONER BARTH SECONDED
TO APPROVE THE MINUTES OF THE MARCH 3, 2010 MEETING. MOTION
CARRIED 8-0.
5. PRESENTATION
A. Summer 2010 Sister City Amakusa Student Exchange.
Commissioner Ogden reviewed the staff report and introduced Senior
Management Analyst Stauffer who will provide information on the program and
the Student Exchange.
Senior Management Analyst Stauffer noted the Sister City Program began in
1988, and continues today with a Student Exchange program that involves
Japanese students coming here one year and Encinitas resident students visiting
Japan the next. Currently Encinitas will be hosting six students and one
chaperone beginning July 23 through August 1. He reviewed the tentative
itinerary for the visit and requested sight-seeing suggestions. He also noted that
there was a need for one more host family for the upcoming student visit.
The Commission thanked him for the presentation.
6. NEW BUSINESS
A. Appoint Commission Member to serve on Community Grant Program
Evaluation Panel.
Commissioner Ogden reviewed the staff report and asked for a volunteer to
participate on this Panel.
Several Commissioners responded that they would be on vacation during the
time frame of the panel.
Vice Chairperson Marow noted he had been on the panel two years ago and
found it very informative and rewarding. He suggested it was an opportunity for a
Youth Commissioner to have input in this process.
Commissioner Ogden suggested that Chairperson Novack or Commissioner Jolly
may be interested and should be contacted regarding this opportunity.
Vice Chairperson Marow will contact Chairperson Novack and Commissioner
Jolly and advise staff.
B. Tour of the City of Encinitas Community & Senior Center.
Commissioner Ogden reviewed the staff report and introduced Recreation
Supervisor Rundle who will conduct the tour.
Recreation Supervisor Rundle thanked the Commission for this opportunity, gave
a brief background on the history of the building and its current uses, and invited
everyone to join his tour. The Commission took a 20 minute tour, returned to the
meeting and thanked Recreation Supervisor Rundle for an informative view of
the Center.
7. OLD BUSINESS
A. Comprehensive General Plan Update Report – Vice Chairperson Derrik
Marow
Commissioner Ogden reviewed the staff report and requested the report.
Vice Chairperson Marow reported on the importance of the current neighborhood
Workshops and the emphasis on receiving community input. He noted the
recent General Plan Update meeting held Saturday, May 1 at the Community
Center was well attended and provided an opportunity for additional community
input. He advised that from the information received at the various meetings, an
interest list has been created, and is available on the Web at Encinitas2035.com.
The Commission thanked Vice Chairperson Marow for his report.
B. Report from Ad Hoc Sub Committee on Recycling Project.
Commissioner Ogden reviewed the staff report and requested a report from the
Ad Hoc Sub Committee.
Commissioner Lawson reported on the recent Ad Hoc Sub Committee meeting
attended by Commissioners Conger, Barth and Lawson and the progress made
creating a Power Point presentation on recycling. Commissioner Lawson invited
the Commission to review the presentation and make any comments.
After reviewing the presentation, the Commission made several suggestions to
the Ad Hoc Sub Committee, including simpler graphics, emphasis on redemption
value and reducing the use (use plastic water bottle twice, etc.), background on
some pages needs to be lighter for ease in reading, and site information on
where items not recyclable in Encinitas could be taken.
8. COMMISSIONER CORNER
Commissioner Haller noted upcoming San Dieguito Academy prom May 22 will
be held at the San Dlego Zoo.
Commissioner Kelly noted the La Costa Canyon High School prom will be held
May 15 at the Children’s Art Museum in San Diego.
Commissioner Ferreirae noted San Dieguito Academy is currently holding a shoe
drive.
Commissioner Conger noted Diegueno Middle School selling year books as a
fund raiser to support earthquake victims in Mexico.
Commissioner Ogden noted the La Costa Canyon High School Senior Dance
will be held May 28 at San Diego Harbor.
Vice Chairperson Marow noted San Dieguito Academy held their Spring
Assembly last Friday. He also noted a recent and very successful Teen EXPO at
San Dieguito Academy.
Commissioner Barth noted Canyon Crest will hold their prom May 16 with the
theme “Welcome to the Emerald City”.
Commissioner Ogden distributed Youth Commission applications for the
upcoming year 2010-2011 and also noted the Upcoming Teen EXPO on May 19
at La Costa Canyon High School.
Recreation Supervisor Rubenstein noted there would be refreshments at the
June 2 meeting and asked for suggestions. Commissioners responded with
several ideas that will be addressed.
