2010-04-20 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: April 20, 2010; 2:00 p.m. 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 2:00 p.m. Present: Chairperson Finch, Vice-Chairperson Campbell, Commissioners Drielsma and Harp. Absent: Commissioners Larson, Pollock, and Vance Also Present: Senior Center Manager Goodsell and Administrative Coordinator Dakovich 2. PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Commissioner Harp. 3. ORAL COMMUNICATIONS None 4. CHANGES TO AGENDA None. 5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for the regular meeting March 16, 2010. COMMISSIONER HARP MOVED, COMMISSIONER DRIELSMA SECONDED TO APPROVE THE MINUTES OF THE MARCH 16, 2010 MEETING. MOTION CARRIED 4-0. (COMMISSIONERS VANCE, LARSON AND POLLACK WERE ABSENT). 6. PRESENTATION None 7. OLD BUSINESS A. Status Report on the Senior Center Senior Center Manager Goodsell provided information on the following: 3 th 8 Annual Intergenerational Performing Arts Recital , June 4, 6-8 p.m. – Commissioner Harp will MC program. 2010 Aging Summit , June 3, 9 a.m.-2:30 p.m., Town & Country Resort, San Diego. Vice Chairperson Campbell suggested the possibility of using exhibitors from this event at our Senior Information Fair. He asked that the record reflect the Senior Citizen Commission strongly recommended Ken Rundle contact exhibitors from the Summit and invite them to participate in the Senior Information Fair. Out and About Program - Currently Program has 84 passengers, 64 drivers, and a wait list of 12. Commissioner Harp noted the upcoming Senior Walk Senior Center Manager Goodsell advised the Walk will be held May 26 at 9:45am at the Encinitas Senior Center, and is free, although participants must register. The first 24 to register receive a free pedometer. Healthy snacks will be provided. Chairperson Finch suggested that next year the Senior Walk be overseen by the Commission under the Special Events Ad Hoc Subcommittee. B. Update Report on Ad Hoc Subcommittees Outreach – Commissioner Campbell reported there would only be 2-3 military personnel at the Senior Information Fair to assist with the senior outreach surveys. He had hoped for assistance from the Rotary Club, but members are not available. After determining that Center staff would be involved with other aspects of the Fair, and not able to assist with the survey, it was suggested that Chairperson Finch contact the Parks & Recreation Commission and/or the Parks & Recreation Department for assistance with the surveys. nd Chairperson Finch reported the 2 Senior Focus Group meeting will be held June 29, 10 a.m. at Belmont Village in Cardiff. There will be 12 participants including Belinda Hunter, Belmont Village; Marty Dare, Aging & Independent Services; Joanne Price, Fall Prevention (former Senior Commissioner); Filipa Rios, Community Resource Center; Gail Dupler, Senior Center Out & About Coordinator; David Witkowski, Cognition Ignition (Cognitive Therapy); Charlotte Fan, Meals on Wheels; Patrick Davis, Over 50 advocate; Bobbi Jordan, Real estate agent; Dona VanHoughton, Senior HOA Secretary & Social Committee Chairman; Al Redsun, High Country Villas former President; and Sandy Shapiro, Parks & Recreation Commission Chairperson Special Events/Senior Information Fair – Chairperson Finch reported that Belmont Village and Jimbo’s will provide food, McDonald’s will provide coffee, the Soup Plantation will provide muffins and Target will provide 500 recycled bags for the Senior Fair. She noted a Senior Fair ad was placed in the High Country Villas 4 newsletter as well as the Coast News. She also advised there would be a variety of informational handouts available including the Senior Directory and Senior Citizen Commission meeting calendar. Chairperson Finch suggested the Special Events Ad Hoc Subcommittee needed to review and set new goals. Commissioner Drielsma requested and received a copy of the current goals. Chairperson Finch noted the current special events that involve the Senior Citizen Commission include the Holiday Parade, Senior Fair and the Spaghetti Dinner. With regard to the Holiday Parade, she had researched Commission members riding Segway’s in the Parade, but determined it was cost prohibitive. Commissioner Campbell offered to research further. Chairperson Finch noted Commissioner Larson will represent the Commission at the upcoming Volunteer Appreciation Party, April 26. Representative Reports Council Update – No report Comprehensive General Plan Update Steering Committee – Chairperson Finch reported that transportation, maintaining current physical City attributes and cleaner beaches were issues at the recent General Plan Update meeting. She encouraged Commission members to attend the upcoming June 7 meeting on Transportation and July 5 on Alternative Transportation. Meetings are held at the City Library 6:30 to 8:30 p.m. Senior Center Manager Goodsell noted the upcoming “Encinitas 2035 Visioning Festival” to be held at the Community Center, May 1, hosted by the City Planning Department. The Festival includes organizations that provide service for residents of Encinitas, games for all ages, and safety vehicles on display. Senior Foundation – Commissioner Harp reported the Foundation is closing its doors and any remaining funds would be donated to the Out & About Program. 8. NEW BUSINESS A. Publicity/Press Releases Chairperson Finch reviewed the staff report and requested a motion from the Commission. VICE CHAIRPERSON CAMPBELL MOVED, COMMISSIONER HARP SECONDED TO APPROVE THE SENIOR CITIZEN COMMISSION MEETINGS PUBLICITY/PRESS RELEASE FOR PUBLICATION. MOTION CARRIED 4-0. 5 B. Volunteer for Community Arts Grant Panel Chairperson Finch reviewed the staff report and requested an interested Commissioner volunteer for this panel. Commissioner Drielsma offered to participate on the Community Arts Grant Panel. C. Off-Site Tour and Lunch Senior Center Manager Goodsell reviewed the staff report and suggested a discussion on the proposed off-site tour of Aging & Independence Services. She also requested Commissioners suggest alternate sites they would prefer to visit. IN CONSENSUS After a brief discussion, , the Commission agreed to a tour and lunch at the Carlsbad Senior Center. Senior Center Manager Goodsell will confirm date, time and lunch. 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Harp commented on the election of Chair. Commissioner Drielsma noted that Commissioner Larson married recently. Vice Chairperson Campbell commented on a movie he had recently seen. Chairperson Finch thanked the Commission for their comments. B. Staff Senior Center Manager Goodsell thanked the Commission for their upcoming participation in the Senior Fair. 10.
