MEETING MINUTES
MEETING DATE: March 3, 2010
4:30 P.M.
1. CALL TO ORDER/ROLL CALL
Present: Chairperson Novack, Vice Chairperson Marow, Commissioners
Ferreirae, Conger, Lawson, Barth, Ogden, Haller, Kelly and Jolly
(4:45 p.m.).

Dakovich.

4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of February 3, 2010.
VICE CHAIRPERSON MAROW MOVED, COMMISSIONER OGDEN
SECONDED TO APPROVE THE MINUTES OF THE FEBRUARY 3, 2010
MEETING. MOTION CARRIED 9-0.
5. NEW BUSINESS
A. Community Resource Center Volunteer Opportunities – Executive Director
Laurin Pause and Public Relations & Development Director Suzie Colby.
Chairperson Novack reviewed the staff report and welcomed Executive Director
Laurin Pause and Public Relations & Development Director Suzie Colby.
Executive Director Pause thanked the Commission for the opportunity to present
information on the various services and programs the Community Resource
Center provides and distributed a brochure. She noted local youth are the
Center’s largest volunteer group, participating in Holiday basket preparations,
food drives, sorters, etc. She noted that students have a requirement for
community hours and this can be accomplished with age appropriate activities on
weekends and during the summer. Students could assist with the food
distribution program, assist in the Thrift Store, and create sport activities for
children who are part of the Domestic Violence Program, another one of the
Center’s services.
Chairperson Novack asked how to volunteer for the Domestic Violence Program.
Executive Director Pause responded the Domestic Violence Program is a full-
fledged program and would require a long-term commitment.
Vice Chairperson Marow inquired what was the Center’s biggest challenge.
Executive Director Pause advised budgeting and sufficient funding to
continue the various programs and services. The Center plans a huge letter
campaign this Spring encouraging support for all their activities.
Chairperson Novack asked what volunteer ages were acceptable to participate
with children who are involved in the Domestic Violence Program.
Executive Director Pause advised high school Sophomores, Juniors and Seniors
could volunteer to plan activities for these children.
Commissioner Haller asked how to sigh up for volunteer opportunities.
Executive Director Pause advised a Community Resource Center volunteer form
was available on their Web site and noted children under 18 must have their
parent sign off on the form.
Chairperson Novack inquired if there were other volunteer opportunities.
Executive Director Pause advised there are various drives for food and clothing,
Holiday Basket assembly, special event set-ups, painting projects, repair
projects, etc.
Public Relations & Development Director Colby also noted the need for
volunteers at the Thrift Store, flyer distribution to promote various activities, assist
with bike drive (cleaning, minor repairs, display). She also advised there is a
need for a teen representative to attend Center committee meetings and share
information regarding Center needs with parents, friends and neighbors. This
awareness will help the Center provide even greater programs.
Chairperson Novack asked if a Commission member was interested in being a
Youth representative, who the contact person would be.
Public Relations & Development Director Colby suggested anyone who was
interested in the student representative should e-mail her directly.
The Commission thanked the Directors for their presentation.
6. OLD BUSINESS
A. Comprehensive General Plan Update Report – Vice Chairperson Derrik
Marow
Chairperson Novack reviewed the staff report and requested the report.
Vice Chairperson Marow reported that neighborhood Workshops would be
starting soon to receive Community input. He also noted the Photo Board
Project was a success.
Chairperson Novack asked what type of feedback the Committee was looking
for.
Vice Chairperson Marow advised the Committee wants to know what citizens
enjoy now, what they are unhappy with and what they would like to have
available in the community. He noted there is additional information on the City
website.
Chairperson Novack encouraged all Youth Commission members to attend these
workshops and provide input.
B. Report from Ad Hoc Sub Committee on Recycling.
Chairperson Novack reviewed the staff report and requested the Ad Hoc Sub
Committee report.
Commissioner Lawson reported on the recent Ad Hoc Sub Committee meeting
attended by Commissioners Conger,Barth and Lawson. Commission
member suggestions were reviewed and both pros and cons were discussed.
Each Ad Hoc Sub Committee member reported on the various suggestions and
determined that a Power Point presentation would be the most cost effective,
and efficient venue to share information on recycling.
IN CONSENSUS, COMMISSION MEMBERS VOTED TO APPROVE THE
CREATION OF A POWER POINT PRESENTATION ON RECYCLING BY THE
AD HOC SUBCOMMITTEE MEMBERS (10-0).
Chairperson Novack clarified that the final presentation would require approval
by the Youth Commission, submittal to the Environmental Commission for a fact
check and be presented to City Council for final approval.
Recreation Supervisor Rubenstein clarified the necessary steps from beginning
to finished Power Point presentation. (Ad Hoc Sub Committee finish project and
submit to the Youth Commission for approval. Upon Youth Commission approval,
the presentation is forwarded to the Environmental Commission for a fact check,
then presented to the Parks & Recreation Director for approval, and then a
presentation would be made to City Council for final approval).
7. COMMISSIONER CORNER
Commissioner Lawson noted upcoming La Costa Canyon High School dance
“MORP”.
Commissioner Ferreirae noted San Dieguito Academy promoting the Manly
Month of March. Students changing hairdos and growing face hair.
Commissioner Haller noted San Dieguito Academy currently playing Seniors Out
Tag.
Commissioner Kelly noted the upcoming La Costa Canyon High School “Mad
Fest”.
Commissioner Barth noted Canyon Crest Academy holding a talent show next
Friday.
Commissioner Conger noted Diegueno Middle School celebrating Friendship
Week which includes a talent show.
Commissioner Jolly noted High Tech International celebrating Spring Fling.
Commissioner Ogden noted La Costa Canyon High School and their
Environmental Club are preparing for the upcoming Earth Day.
Commissioner Marow noted San Dieguito Academy beginning Spring Sports and
the upcoming Academy Idol Talent Show.
Chairperson Novak noted the San Dieguito Academy winter formal on the USS
Midway was a success. He further noted that the April Youth Commission
meeting is scheduled during Spring Break and suggested going dark.
IN CONSENSUS, COMMISSION MEMBERS VOTED TO GO DARK IN APRIL
(DUE TO SPRING BREAK) (10-0).
Recreation Supervisor Rubenstein thanked the Youth Commission for the great
job assembling the photo boards as part of the General Plan Update Photo
Project. “YOUTH COMMISSION YOU DID GREAT!!!”
