2010-01-06 CITY OF ENCINITAS YOUTH COMMISSION MEETING MINUTES MEETING DATE: January 3, 2010 4:30 P.M. 1. CALL TO ORDER/ROLL CALL Present: Vice Chairperson Marow, Commissioners Ferreirae, Conger, Jolly, Haller, Lawson, Barth, Ogden and Kelly. Also Present: Recreation Supervisor Rubenstein and Administrative Coordinator Dakovich. Absent: Chairperson Novack and Commissioner Templin. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Meeting of December 2, 2009. COMMISSIONER FERREIRAE MOVED, COMMISSIONER OGDEN SECONDED TO APPROVE THE MINUTES OF THE DECEMBER 2, 2009 MEETING. MOTION CARRIED 9-0. 5. OLD BUSINESS A. Comprehensive General Plan Update Photo Project. Vice Chairperson Marow reviewed the staff report and welcomed Planner Michael Strong to the meeting. Planner Strong presented the concept plan and distributed photo project packets to each Commission member. He noted the packets contained an information page, a release form, a small note pad and a camera. He advised the release form should be signed and turned into the Park & Recreation Department along with the photographs and written comments on or before January 27, 2010. The pictures will be developed and returned to Commissioners at their February 3, 2010 meeting. At this time photographs will be mounted along with comments for a presentation to City Council last meeting in February. He also suggested that each Commission member’s name should be on their camera. Vice Chairperson Marow noted that a special meeting mid-February could be scheduled in the event the photographs were not ready for the February 3 meeting. Planner Strong suggested that representatives from the Youth Commission attend the City Council meeting for the presentation of the photograph boards. Vice Chairperson Marow suggested that all Youth Commissioners attend the meeting. The Commission members thanked Planner Strong for the packets and information. B. Report on Saving the Environment/Recycling Opportunities. Vice Chairperson Marow reviewed the staff report and invited Commissioner Lawson to present her information. Commissioner Lawson reported that she had contacted Solana Recyclers and City of Encinitas Environmental Specialist Bolden for recycling and environmental ideas that could be implemented by the Youth Commission as a group or as individuals. She noted that to date no one had responded to her inquiries. Vice Chairperson Marow asked the Commission for ideas. Commissioner Ogden suggested reusable water bottles. Commissioner Haller noted big City events need to provide recycling bins. Vice Chairperson Marow noted there are many ways to save energy, including unplugging cell phone chargers when not in use. He also suggested the possibility of an information/fact sheet on saving energy. Commissioner Conger suggested creating an awareness flyer on ways to be energy smart. Commissioner Ogden suggested holding an earth day at the elementary schools. Commissioner Lawson noted the importance of sharing recycling information with elementary age children. Vice Chairperson Marow asked if Commission member schools provided recycling bins Commission members responded that there were recycling bins available at their schools. Commissioner Haller suggested creating a video on recycling to be shown at local schools. Commissioner Conger suggested a canned food drive, and recycling water bottles at the various schools. Commissioner Jolly suggested school environment clubs could participate in various activities that could involve the entire campus, such as no lights for a day (an energy saver). Vice Chairperson Marow suggested speaking to campus video classes to determine their interest and the possibility of creating a recycling video. He requested Commissioners bring video suggestions and ideas to the February meeting. COMMISSIONER OGDEN MOVED, COMMISSIONER JOLLY SECONDED TO AGENDIZE FURTHER DISCUSSION/SUGGESTIONS ON RECYCLING NCLUDING THE POSSIBLE CREATION OF A VIDEO PRESENTATION. MOTION CARRIED 9-0. 6. COMMISSIONER CORNER Vice Chairperson Marow distributed Planner Strong’s business cards, upcoming Teen Trip flyers, Commissioner Notebook update, and Cox scholarship application. Commissioner Barth noted Canyon Crest Academy winter formal, theme – “Up in Lights,” will be held in downtown San Diego, January 23. Commissioner Kelly advised La Costa Canyon High School Battle of the Bands ended with a great show. Commissioner Ferreirae noted upcoming San Dieguito Academy winter formal will be held on the Midway in San Diego. Commissioner Ogden advised La Costa Canyon High School winter formal will be held at Camp Pendleton, February 2, theme – “Happily Ever After”. Commissioner Conger noted there are no events planned at Diegueno during the next couple of months. Commissioner Lawson advised La Costa Canyon High School has Gold Cards for distribution to students, offering discounts at local stores. Commissioner Jolly noted upcoming Exhibition Night at High Tech High, where students exhibit their current projects. Commissioner Haller advised the San Dieguito Academy Honor Society assisted with recent activities at San Diego Botanical Gardens. Recreation Supervisor Rubenstein thanked Commissioners for their participation in the Holiday Parade, December 5, 2009. 7. ADJOURNMENT Meeting adjourned at 5:35 p.m. NEXT MEETING: FEBRUARY 3, 2010
