DECEMBER 16, 2009, 6: 00 P. M., 505 SOUTH VULCAN A VENUE
CALL TO ORDER/ROLL CALL
Since this was a joint special meeting between the City Council, San Dieguito Water District and
the Housing Authority, Chairperson Dalager chaired the meeting and called the meeting to order at
6:00 p.m.
Present: Chairperson Dan Dalager, Board Members Teresa Barth, James Bond, Lupita
Chavez, Maggie Houlihan, Lu Mohler and Jerome Stocks.
Absent: None.
Also Present: Executive Director Cotton, Board Attorney Sabine, Deputy Board Clerk Bingham,
and Records Coordinator Woods.
There being a quorum present, the meeting was in order.
PLEDGE OF ALLEGIANCE
PRESENTATIONS:
Presentation of Proclamation to Finance Manager Darlene Hill Karinen on the
occasion of her retirement from the City.
AGENDA ITEMS
J1. Mayor to recommend appointments to various boards and regional committees
Contact Person: City Manager Cotton.
Chairperson Dalager announced that due to the Fair Political Practices Commission opinion which
restricts legislators from voting for themselves to sit on stipend positions, the Board Member being
considered would need to recuse themselves from the vote. Each Board Member left the Council
Chambers when their appointments were discussed and voted upon.
Chairperson Dalager stated the committee assignments would be effective from December 2009 to
December 2010.

Bond moved, Barth seconded to appoint Board Member Stocks to the following committees:
Board Member, San Dieguito Water District; Board Member, Housing Authority of the City
of Encinitas; Board Member, Encinitas Financing Authority; Alternate, CSA-17
Representative; Representative, North County Dispatch JPA; Representative, North County
Transit District; and Representative, SANDAG Board of Directors. Motion carried. Ayes:
Barth, Bond, Dalager, Houlihan. Nays: None. Absent: Stocks.
