1. CALL TO ORDER/ROLL CALL
The meeting was called to order at 2:01 PM
Present: Chairperson Vance, Vice-Chairperson Finch, Commissioners
Campbell, Harp, Drielsma, Larson and Pollack (arriving at 2:06 PM)

5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for the regular meeting January 19, 2010
VICE-CHAIRPERSON FINCH REQUESTED CLARIFICATION OF ITEM 9A TO
INDICATE CLASSES BE HELD AT THE SENIOR CENTER.
COMMISSIONER HARP MOVED VICE-CHAIRPERSON FINCH SECONDED
TO APPROVE THE MINUTES OF THE JANUARY 19, 2010 MEETING WITH
CHANGES. MOTION CARRIED 6-0. (COMMISSIONER POLLACK NOT
PRESENT).
6. PRESENTATION
A. Parks and Recreation Director Hazeltine
Director Hazeltine provided Commissioners with a handout of the Parks and
Recreation Department’s two-year approved budget. Director Hazeltine reviewed
the nine divisions within Parks and Recreation, and explained the budget figures for
the 101 General Fund and the 146 Enterprise Fund. Commissioners asked
questions for clarifications and Director Hazeltine provided clarification.
Following the budget review Chair Vance suggested using outside groups for input
on funding. Commissioner Campbell requested a review of expenses to provide
complimentary coffee to seniors. Vice-Chair Finch suggested utilizing senior
volunteers for routine office tasks. Senior Center Manager Goodsell reported the
Senior Center has 130 volunteers working in various capacities.
7. OLD BUSINESS
A. Status Report on the Senior Center
Senior Center Manager Goodsell provided information on the following:

AARP Tax Assistance
New Senior Center Computer Instructor, Ralph Selle
B. Update Report on Ad Hoc Subcommittees
Outreach – Commissioner Campbell provided Commissioners with a Report of
Findings from the January 26, 2010 Focus Group and a Draft Quantitative Survey of
Senior Issues. Commissioners discussed the report and agreed to continue
discussion at the March meeting as well as provide input on the draft survey to be
used at the April Senior Information Fair.
Commissioner Harp reported that accessibility to the Encinitas Library is a problem
for many seniors due to the bus stop location at the bottom of the hill and there is no
transportation up the hill. Commissioner Harp suggested a call system with a golf
cart for transportation.
Commissioner Drielsma commented the lack of senior transportation is a main
concern in the Report.
Vice-Chair Finch commented on communication of information to seniors as an area
of concern and the Senior Information Fair Subcommittee will work on the draft
survey.
Chair Vance commented on the importance of aging in place in Encinitas and
suggested meeting with Managers of Assisted Living and Senior Communities for
additional information. In addition, the lack of transportation appears to contribute to
Encinitas not being senior friendly, and to look at how other communities fund senior
transportation services for solutions.
Senior Information Fair – Vice-Chair Finch reported there will be no major changes
to the Senior Information Fair this year that has 65-75 booths and the subcommittee
will pursue the draft survey.
Representative Reports
Council Update – Commissioners up for reappointment made presentations to
Council.
Comprehensive General Plan Update Steering Committee – Planning provided
Commissioners with a handout on the CGPU. Chair Vance reported policy changes
are the focus of the Committee, and public workshops will be held beginning in
March. Senior Center Manager Goodsell recommended Commissioners review the
Blue Print for Action report provided at the January meeting and provide Chair
Vance with the information from the report they think is most relevant for him to
present at the next CGPU Meeting. Immediately following the Commission meeting
Commissioners will be assembling pictures in the Poinsettia Room.
Senior Foundation- Commissioner Harp reported work is going forward on the new
Senior Video and the Foundation is doing a direct mailing to 7,000 Encinitas
residents in an effort to raise money and recruit volunteer drivers for the Out and
About Program.
8. NEW BUSINESS
A. Senior Services Directory- Senior Center Manager Goodsell provided
Commissioners with a copy of the current Senior Services Directory with
recommended updates, requested Commissioners review it, and provide
suggestions at the March meeting.
9. COMMISSIONER’S CORNER/ANNOUNCEMENTS
A. Commissioners-
Commissioner Drielsma reported his drivers license is up for renewal on his
birthday.
Vice-Chair Finch commented the Commission needs to follow through on the
serious issues that seniors have brought up at the January Focus Group.
Commissioner Larson commented a fitness room at the Senior Center is a
needed addition.
B. Staff-
Senior Center Manager Goodsell commented on the playground for seniors in
England.
