2010-02-03 CITY OF ENCINITAS YOUTH COMMISSION MEETING MINUTES MEETING DATE: February 3, 2010 4:30 P.M. 1. CALL TO ORDER/ROLL CALL Present: Chairperson Novack, Vice Chairperson Marow, Commissioners Ferreirae, Conger, Jolly, Lawson, Barth, Ogden and Kelly. Also Present: Recreation Supervisor Rubenstein and Administrative Coordinator Dakovich. Absent: Commissioner Haller. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Meeting of January 6, 2009. VICE CHAIRPERSON MAROW MOVED, COMMISSIONER OGDEN SECONDED TO APPROVE THE MINUTES OF THE JANUARY 6, 2010 MEETING. MOTION CARRIED 9-0. 5. NEW BUSINESS A. San Diego County Sheriff’s Explorer Program – Deputy Abbott Chairperson Novack reviewed the staff report and welcomed Deputy Abbott to the meeting. Deputy Abbott, representing the Youth Explorer Program, thanked the Commission for the opportunity to provide information. He noted the program involves twenty hours or more per month, a monthly meeting, ride along with a Deputy, learning people skills, and interacting with the public. He also noted the San Diego County Sheriff’s Department contracts services with smaller cities, staffs jails and courthouses. He asked for questions. Chairperson Novack asked if Explorers ride along on all calls. Deputy Abbott advised the Youth Explorer would ride on all calls except reported shootings. He also noted Explorers wear same Sheriff’s outfit, however, do not carry a gun. Commissioner Barth asked if the program was considered an internship and was career exploration available. Deputy Abbott advised career exploration is possible as knowledge of the job increases. Vice Chairperson Marow asked how many training hours are required. Deputy Abbott noted requirement is forty hours including academy and on the job training. Commissioner Ogden asked if the Academy training was similar to Sheriff’s training. Deputy Abbott advised the Explorer training was a simpler version of the Sheriff’s training. Commissioner Jolly asked if this training would increase opportunities for employment with the Sheriff’s Department. Deputy Abbott noted this program and training look good on a resume and would definitely be helpful. Vice Chairperson Marow asked what costs are involved. Deputy Abbott advised there was a fee for the basic academy, with uniform and basic equipment provided by the Sheriff’s Department. Chairperson Novack noted the program includes ride a-longs, public assistance during disasters, learning to drive patrol car and assisting other staff at various Sheriff’s sub-stations. Male and female applicants are encouraged. Vice Chairperson Marow asked if schedules were flexible around school hours and homework. Deputy Abbott responded that the schedule was completely flexible. Commissioner Ogden asked if there had been any safety concerns regarding the Youth Explorer ride a-long program. Deputy Abbott advised there have been no safety issues with the ride-along program. Commission members thanked Deputy Abbott for the information. 6. OLD BUSINESS A. Comprehensive General Plan Update Report – Vice Chairperson Derrik Marow Vice Chairperson Marow reported on the General Plan Update meeting he attended on January 11. He noted all members of the General Plan Action Committee (GPAC) were in attendance and received information from MIG (Project Consultant) on how the process would be implemented. Chairperson Novack asked if any conclusions were reached and were there any particular concerns or ideas regarding the process. Vice Chairperson Marow advised the process was in the brainstorming stage and there were concerns regarding property values as well as need for teen activities. B. Discussion on Creation of a Video Presentation on Recycling Chairperson Novack reviewed the staff report and asked for Commissioner comments. Commissioner Lawson suggested creating information posters on the various recyclable items and posting them around the community. Chairperson Novack reminded the Commission that there was currently no budget for Commission use. He suggested forming an Ad Hoc Sub Committee to research ideas and possible resources and report back to the Commission their findings. Vice Chairperson Marow noted the best idea he had heard was encouraging the school districts to have a green day periodically where classroom lights would be turned off for one hour. Commissioner Ogden suggested the entire Youth Commission attend the upcoming Earth Day. Chairperson Novack referred back to forming an Ad Hoc Sub Committee to research ideas and possible resources and requested Commission members that had a real interest, ability to commit and motivation to pursue to be part of this Sub Committee. He appointed Commissioners Lawson, Barth, Ogden and Conger. IN CONSENSUS, COMMISSION VOTED TO APPROVE THE APPOINTED AD HOC SUBCOMMITTEE MEMBERS. 7. COMMISSIONER CORNER Commissioner Ferreirae noted new semester started at San Dieguito Academy and upcoming winter formal February 19. Commissioner Lawson noted La Costa Canyon High School winter formal will be held February 6. Commissioner Kelly noted the upcoming La Costa Canyon High School “Win a Date for Valentine’s Day”. Chairperson Novak noted the upcoming San Diego Academy winter formal in San Diego on the Midway. Recreation Supervisor Rubenstein distributed flyers on the upcoming Mountain High Ski/Snowboard trip and Teen EXPO and advised she had Pancake Breakfast tickets for sale. 7. ADJOURNMENT Meeting adjourned at 5:16 p.m. The Youth Commission adjourned to the Carnation Room where they assembled General Plan Update photo boards (50 minutes) for presentation to City Council at a later date.
