2009-03-09 MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Meetireg Date: Monday; March 9, 2009 : 5:30 p.m. City Hall, Poinsettia Room , , 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Gagliardo at 5:34 p.m. PRESENT: Chair Gagliardo, Commissioners Buxbaum, Cope, Lemen (arrived at 5:41 p.m.), Thum, Tucker, and Zimdars ABSENT: None ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns , 2. PLEDGE OF ALLEGIANCE Chair Gagliardo led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None. 4. WELCOME TO NEWLY APPOINTED COMMISSIONERS Chair Gagliardo welcomed newly appointed commissioners Carolyn Cope and Terry Zimdars. Commissioners Cope and Zimdars introduced themselves. 5. APPROVAL OF FEBRUARY 2, 2009 MEETING MINUTES ACTION: COMMISSIONERS THUM MOVED AND BUXBAUM SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF FEBRUARY 2 2009. MOTION CARRIED: AYES: BUXBAUM, GAGLIARDO, THUM AND TUCKER• NAYS: NONE• ABSENT: LEMEN; ABSTAIN: COPE AND ZIMDARS. 6. SELECT COMMISSION FOR THE ARTS VICE-CHAIR Chair Gagliardo opened the floor to nominations for the seat of Vice-Chair to fill the position for the remainder of the year. Discussion ensued. ACTION: COMMISSIONERS THUM MOVED AND COPE SECONDED TO APPOINT COMMISSIONER BUXBAUM TO THE POSITION OF COMMISSION FOR THE ARTS VICE-CHAIR. Appoint new Chairs for the Commission for the Arts Strateaic Priorities I, Advocacy II. Arts Education III. Performing Arts IV. Visual Art V. Public Art VI. Arts Venues Chair Gagliardo and Arts Administrator Gilliam provided a background on the Commission for the Arts . Strategic Priorities.and indicated the need to reappoint Chairs to the Ad Hoc Committees. Discussion ensued. Ad Hoc Committee Chairs would review the goals and objectives and report back to the full commission with a plan of action at the April 2009 meeting. Ad Hoc Committee Re ort: Tem ora Installation Pro ram on Hw . 101 Summer, 2009 in partnership with the San Dieqo Fine Art Societv Chair Gagliardo reported on the Temporary Installation Program on Hwy. 101. The Commission was working in partnership with April Game, Director of the San Diego Fine Art Society, who was seeking program donations. The project was planned for the summer, 2009 in conjunction with the Hwy 101 Shuttle Pilot Project, the Coast Cruiser. D. Report• NEA economic stimulus arants for arts orqanizations Arts Administrator Gilliam reported on potential national funding for arts organizations through the economic stimulus grant. Funding would be administered through the National Endowment for the Arts with limits on eligibility. E. OPEN DISCUSSION Commissioner,Thum reported that the Coastal Communities Concert Band received a$5,000 grant from Supervisor Slater-Price that would provide musical instruments demonstrations and hands-on workshops to elementary school students within the City. Arts Administrator Gilliam reported that the theme of the San Diego County Fair would be "Music Mania.° 50 Banners portraying professional Encinitas musicians would be displayed along Hwy 101 during the summer. Commissioner Lemen indicated his wife, Vanessa, recently read an article on improving blight from vacant storefronts by dressing the window displays with visual art. The next meeting will take place on Monday, April 13, 2009 in the Poinsettia Room (instead of April 6`n> Commissioner Cope also noted the following: Thursday, March 12, will be a poetry reading in memory of Bob Nanninga. The Garden Tour would take - place on April 25, 2009. The Women's Invitational Longboard event was cancelled. Arts Administrator Gilliam reported on the following: ■ On Monday, March 30 at 7:00 PM, Encinitas Library Theatre will present the play, ELEEMOSYNARY, directed by Delicia Turner Sonnenberg of MOXIE. ■ The Library of Congress has expressed an interest in partnering with the Encinitas Theatre Consortium on a fall, 2009 Mary Pickford Silent Film FestivaL ■ A Recycled Art Exhibit will be in the Encinitas Library during J.une and July. ■ The Opera Ensemble of San Diego Opera performed, COSI FAN TUTTI at the Encinitas Library, it was very well attended. ■ The Patricia Rincon Dance Collective performances at the Encinitas Library were well attended; 25 people were turned away at the door.due to the capacity crowd. 10.
