1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Vice-Chair Buxbaum at 5:01. p.m.
PRESENT: Chair Buxbaum, Commissioners Cope, Lemen (arrived at 5:14
pm), Thum, Tucker and Zimdars (arrived at 5:15 pm)
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam and Commission Secretary Zenns

There was no flag present; therefore, the pledge of allegiance was not administered.

6. NEW BUSINESS
A. Review and Update 2009/10 Arts Goals Proiects and Programs
1. Arts Education (4 hands-on workshops)
IL Performing Arts (3 concerts, 2 readers theatre)
IIL Visual Art (37 Civic Art Gallery exhibits in 2010)
IV. Public Art (Encinitas Child; percent for art policy)
V. Arts Venues (theater, Encinitas Ranch Town Center)
VI. Advocacy (theater; public art)
VIL Encinitas Friends of the Arts (develop a volunteer support group)
Chair Buxbaum discussed the means to expose and sponsor Arts Commission events.
There are three ways for the Commission for the Arts to fund or propose sponsorship of
community activities: 1) Recommendations through the Community Grant Program; 2)
Recommendations made during the annual City Council Goal setting session (this option is
best for larger events or activities requiring funding not available through the Arts
Administration budget wherein Council buy-in and approval is required; and, 3) Requests
made from the public through Oral Communications or by a Commissioner during. a
Commission me`eting. Once a request is made from the public or a Commissioner, it would
be placed on a future agenda for discussion and approval; and if approved, the item would
then go to the appropriate ad hoc committee for follow through as a Commission for the Arts
sponsored event or activity.
Next, the role of the ad hoc committee members was discussed. Chair Buxbaum indicated
that the ad hoc committee members would assume the responsibility of organizing their
activities rather than relying on the Arts Administrator. As a change to the regular agenda
format, ad hoc committee updafes would no longer be standing agenda items. If an update is
desired, the ad hoc committee chair would need to request that the item be placed on the
next agenda. The request would need to be received by the Commission Secretary prior to
the posting of the agenda.
Lastly, Arts Administrator Gilliam reviewed the FY09/10 Arts Administration budget for
Commission sponsored events and activities.

Arts Administrator Gilliam presented a proposal of the Encinitas Chamber of Commerce
Communication Committee. Commissioner Cope volunteered to represent the Commission.

E Encinitas Arts & Events Calendar for November, 2009
Arts Administrator Gilliam reviewed the Encinitas Arts & Events Calendar for November 2009.
Vice-Chair Thum noted that the North Coast Singers held their concert at the Community
Room at the Encinitas Library to a very large audience.
7. DISCUSSION: AGENDA ITEMS FOR NEXT MEETING
1) Presentation of a Proposal for Public Art at- the Hall Property by
Commissioner Lemen
