1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Vice-Chair Buxbaum at 5:35 p.m.
PRESENT: Commissioners Buxbaum, Cope, Lemen (arrived at 5:41 p.m.),
Thum, Tucker and Zimdars

ALSO PRESENT: . Arts Administrator Gilliam and Commission Secretary Zenns

5. OLD BUSINESS
A. Report on the Installation of Public Art, E. E. Day Flowers at the Encinitas Library
Arts Administrator Gilliam provided a report on the E.E. Day Flowers public art installation at the Encinitas Community Library. The exhibit has been well received and will be in
place through March 31, 2010.

6. NEW BUSINESS A. Appoint a Chair and Vice-Chair of the Commission for the Arts.
This item is brought before the Commission as a result of former Chair Gagliardo's
resignation in September 2009: This results in a vacancy until March 2010.

Steering Committee.

C. Commission for the Arts Strategic Priorities
Arts Administrator Gilliam provided a summary review of the Strategic Priorities developed
at the June 27, 2007 Commission for the Arts goal setting workshop. Discussion ensued.
COMMISSION CONSENSUS: Commissioners agreed for the need to develop a process
to: 1) Initiate Commission for t he A r ts e v e n t s; 2) Obtain authority to sponsor or co-sponsor
events; and 3) Allow commissioner participation, in a formal capacity, in various
community events.
Strategic Priority Reports:
1. Advocacy: No report.
II. Arts Education: No report.
III. Performing Arts: No report.
IV. Visual Art: Commissioner Tucker reported that Jeremy Wright would be
- holding a show at the Downtown Encinitas Mainstreet Association Gallery
beginning October 15, 2009.
V. Public Art: Commissioner Tucker reported that a fundraiser was held for the
Encinitas Child public art project. An additional fundraiser could be
necessary.
VI. Arts Venues: No report.

D. Proposal: Encinitas Song Photography Contest.
Commissioner Cope would like the Commission to present an Encinitas Song Photography
Contest. Questions arose regarding what the proposed plan encompasses and what
resources are required.
Vice-Chair Thum moved to have Commissioner Cope put together a written proposal.
Motion was tabled.
COMMISSION CONSENSUS: The Cornmissioners agreed to bring this issue back as an ,
agenda item for Commissioner Gope to present a written plan of action with resource
requirements and a time frame.
E. Community GrantProgram Funded Arts Programs, October, 2009
■ Yoga For Seniors Wednesdays, 3:00-4:00pm, Cardiff Library Community Room,
2081 Newcastle Avenue, Free
7. OPEN DISCUSSION
Commissioner Tucker reported that the Downtown Encinitas Mainstreet Association is ~
offering three free booths to local artists for the November 27t" Street Fair. Arts
Administrator Gilliam indicated that he would notify local artists of the opportunity.
