2009-09-01 MEETING MINUTES ~ CITY OF ENCINITAS - - COMMISSION FOR THE ARTS Tuesday, September 1, 2009 , 5:30 p.m. City Hall, Poinsettia Room 1. CALL TO ORDERIROLL CALL Meeting was called to order by Vice-Chair Buxbaum at 5:35 p.m. PRESENT: Commissioners Buxbaum, Cope, Thum, Tucker and Zimdars ~ ABSENT: Chair Gagliardo and Commissioner Lemen ALSO PRESENT: Arts Administrator Gilliam and Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Vice-Chair Buxbaum led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS I None. 4. APPROVAL OF JULY 6 2009 MEETING MINUTES _ I ACTION: COMMISSIONERS BUXBAUM MOVED AND TUCKER SECONDED TO APPROVE THE CARRIED: MINUTES OF THE REGULAR MEETING • MOTION BUXBAUM COPE THUM TUCKER AND ZIMDARS LEMEM• ABSTAIN: NONE. ~ 5. OLD BUSINESS A Report on the Strateaic Priorities L Advocacv (Lead• Commissioner Zimdars): Commissioner Zimdars reported that she'attended the Encinitas Chapter of the California Alliance for Arts Education meeting as well as several other community arts events. II. Arts Education (Lead• Commissioner Buxbaum): Commissioner Buxbaum reported that she also attended the Encinitas Chapter of the California Alliance for Arts Education meeting. It was a very small working group designed to develop a mission and goals. The group's focus was to advocate for arts education in public schools. The state organization is in the beginning phase of developing local chapters such as the Encinitas Chapter. Performinq Arts (Lead• Commissioner Thum): Commissioner Thum reported that she attended a school board sponsored meeting to welcome the new Superintendent of the Encinitas Union School District, Dr. Timothy Baird. During the meeting, she had a brief discussion with Dr. Baird regarding arts within the community. IV. Visual Art (Lead• Commissioner Tucker): Commissioner Tucker reported that the downtown Art Stroll was well attended. Based on the interest in the event, Encinitas has no shortage of artists and art venues. Tucker also indicated that the Downtown Encinitas Mainstreet Association's next art exhibit is September 5. Arts Administrator Gilliam reported on the September Civic Art Program exhibits: Cheryl Griffith and Nola Figen in the Community Room at the Encinitas Library and Laurie Switzer at the Civic Center Gallery. V. Public Art (Lead Chair Gaqliardo Arts Administrator Gilliam reported that the San Diego Fine Art Society was installing Sculpture in the Gardens at the San Diego Botanic Garden, a 7 month-long exhibit from Sept. 12, 2009 to March 1, 2010. Commissioner Tucker reported that fundraising efforts were continuing for the sculpture, Encinitas Child, by artist Manuelita Brown of Cardiff. VI. Arts Venues (Lead• Commissioner Cope): Commissioner Cope reported on the Rob Machado Surf Experience and Green Expo set for Sept. 26-27, 2009. She would be coordinating the arts related activities. The Encinitas Song Photography Contest would not take place due to lack of City funding and programming. Discussion ensued regarding the need for an orientation for new Commissioners to provide them with the strategic priorities established by the Commission for the Arts at the June 27, 2007 Goal Setting Workshop. B Ad Hoc Committee Report• Development of a Phantom Galleries Program Commissioner Zimdars reported that she had contacted leasing agencies to get an idea of the interest level of potential locations for the phantom galleries. She indicated that upon further review and consideration of the project, she determined that administration and coordination of this project would likely be cumbersome. Commissioner Zimdars recommended that this item be agendized for further discussion to determine how best to proceed with the project. . C. Re ort: Pro osal for Tem ora Installation of Public Art Encinitas Environment Dav Flowers Arts Administrator Gilliam reported that the City Council will consider the temporary installation of the Encinitas Environmental Day Flowers at the September 9, 2009 meeting. 09-01 2009 Arts Commission Meeting Minutes.doc Yage 2 Of 3 Meeting Notice and Agenda for the Con2mission for the Arts D Ad Hoc Committee Report• Formation of a Friends of the Arts Support Orqanization for the Commission for the Arts Arts Administrator Gilliam reported that he had researched the viability of the formation of a °Friends of the Arts" non-profit support organization. He talked with Peter Gordon, Arts Manager for the City of Carlsbad, who spoke about the challenges of the formation of a non-profit entity to perform fundraising activities and administer arts events. Mr. Gordon supported the concept for a volunteer arm of the Commission to draw volunteers to assist with projects as necessary. This item would be agendized for further discussion to determine how best to proceed with the project. 6. NEW BUSINESS A Report• Arts Cateqorv Funded Proqrams, FY09/10 Citv of Encinitas and Mizel Familv Foundation Communitv Grant Proqram Arts Administrator Gilliam reviewed the art projects funded by the City Council for the FY09/10 Community Grant Program. B Communitv Grant Proqram Funded Arts Proqrams, Auaust, 2009 Arts Administrator Gilliam presented the Community Grant Programs for August 2009. ■ Yoga For Seniors Wednesdays, 3:00-4:00pm, Cardiff Library Community Room, 2081 Newcastle Avenue, Free 7. OPEN DISCUSSION Commissioner Cope indicated that the Holiday Parade will take place Decernber 5, 2009. The focus of this year's parade is "green." She also reported that the San Dieguito Neritage Museum's Lima Bean Festival takes place the same weekend as the Rob Machado Surf Experience. Gommissioner Tucker noted that the ridership level of "Coaster Cruiser" was lower than desired. Commissioner Zimdars indicated that she appreciated all the individual volunteer work being done by the Cornmissioners. 8. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS 1.
