1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Gagliardo at 5:35 p.m.
PRESENT: Chair Gagliardo, Commissioners Buxbaum, Cope, Lemen, Thum,
and Zimdars
ABSENT: Commissioner Tucker
ALSO PRESENT: Arts Adminisfrator Gilliam and Commission Secretary Lewis

Chair Gagliardo led the Pledge of Allegiance.

4. APPROVAL OF JUNE 1, 2009 MEETFNG MINUTES
ACTION:
COMMISSIONER COPE NOTED ONE CHANGE TO THE MEETING MINUTES. ON PAGE 3 OF i
3, LINE THREE. REMOVE THE WORD "AND" BETWEEN SONG AND PHOTOGRAPHY. LINE

5. OLD BUSINESS
A. Report on the Strategic Priorities
L Advocacv (Lead: Commissioner Zimdars): Commissioner Zimdars
reported that she attended a meeting for the California Alliance for Arts
Education (CAAE). An Encinitas chapter of CAAE has been formed.
II. Arts Education (Lead: CommissionerBuxbaurn): Commissioner
Buxbaum reported that she also attended the Encinitas Chapter meeting
for CAAE. Arts Administrator Gilliam reported that the City is now a
member of the CAAE. Commissioner Buxbaum also reported on the
educational art workshops with Rodney McCoubrey at the Encinitas
Library as part of the Environmental Art Exhibit.

IIL Performinq Arts (Lead: Commissioner Thum):
No report. _
Commissioner Thum reported that she participated in both of the
Environmental Art children's workshops at the Library with Rodney
McCoubrey. She also attended the CAAE meeting.
IV. Visual Art (Lead: Commissioner Tucker): Commissioner Tucker was
absent. Arts Administrator Gilliam reported on the Environmental Art
Exhibition on display at the Encinitas Library through July 17.
Commissioner Lemen suggested doing an entire environmental month,
there was too much to do in one weekend. Discussion ensued regarding
the film festival and other events that took place during the June 6-8
- weekend.
V. Public Art (Lead Chair Gaqliardo):
Art s Administrator Gilliam reported that the Del Mar Fair musician banners
were on display along Highway 101.
Commissioner Gagliardo reported that the Magic Carpet Ride repairs were
completed. Arts Administrator Gilliam reported that the Public Works
department recommended changing the light fixtures at the sides of the
statue to underground fixtures. ,
Arts Administrator Gilliam provided an update on the Encinitas Child
sculpture project. DEMA is seeking additional funds for the project.
Arts Administrator Gilliam reported that the library art program won a Best
Practices Award from the National Association of Counties and in the
category of arts, it won the top award. There would be a National
Conference in July and County Supervisor Slater-Price would receive that
award.
VI. Arts Venues (Lead: Commissioner Cope): Commissioner Cope
reported on the Rob Machado Surf Classic taking place on September 26
and 27 at Seaside's new parking lot. The contest would be in conjunction
with the Gree,n Expo. Discussion ensued regarding potential events and
activities to coincide with these events.
6. NEW BUSINESS
A. Report: Proposa( for Temporarv Installation of Public Art, Encinitas
Environment Dav Committee, John Gjata, Chair.
John Gjata and Rodney McCoubrey discussed the three Flowers, made from recycled materials at
the 2009 Encinitas Environment Day. They requested the Flowers be on temporary exhibit in the -
flower beds on the north side of the Encinitas Library at D Street.

B. Report: Development of a Phantom Galleries Proqram
Arts Administrator Gilliam reported on the Phantom Gallery concept which places artwork in vacant
storefronts in an,effort to keep the property vibrant and active and alleviate blight. Issues sach as
access to the space, security, and insurance would need to be addressed.

C. Report: Encinitas Artist Recipients, 2009 Artist Outreach Project Grants,
Kenneth A. Picerne Foundation
Arts Administrator Gilliam reported on the Picerne Foundation Senior Artist Grant Program
whereby artists age 55 or older can apply for a grant to fund arts based programs for an
underserved segment of the community. Five Encinitas based artists have been selected. Chair
Gagliardo reported that there were 80 - 90 applicants and only 18 were approved.
D. Report: Formation of an Encinitas Friends of the Arts Support
Orqanization for the Commission for the Arts
Commissioner Buxbaum presented the idea of forming an Encinitas Friends of the Arts support
organization to assist with workshops, programs and possible fundraising events. The objective
would be to establish a body of volunteers which would support and facilitate arts programs for the
community in collaboration with the Commission for the Arts.

7. OPEN DISCUSSION
Commissioner Thum discussed the Coastal Communities Concert Band concert on August 30,
2009.
Commissioner Buxbaum reported that the Arts Education Sub-Committee met to discuss the Fish
for Thought workshops at the library and future workshops.
Arts Administrator Gilliam reported that #he City would host a regional public art meeting for San
Diego artists to inform them of upcoming opportunities in the field. Participants would include the
San Diego Airport Authority, Cities of San Diego, Oceanside, Vista, and Solana Beach, and John
DeWald and Pacific Station.
Arts Administrator Gilliam announced thaf the funding allocations for the Community Grant
Program would be made by the City Council on Wednesday, July 8.
