2009-06-01 MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS ~ Meeting Date: Monday, June 1, 2009 5:30 p.m. City Hall, Poinsettia Room 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Vice-Chair Buxbaum at 5:40 p.m. PRESENT: Commissioners Buxbaum, Cope, Lemen, Tucker, and Zimdars ABSENT: Chair Gagliardo and Commissioner Thum ALSO PRESENT: Arts Administrator Gilliam and Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Vice-Chair Buxbaum led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None. 4. OLD BUSINESS A. Report on the Strategic Priorities ' 1. Advocacv (Lead• Commissioner Zimdars): Commissioner Zimdars met with the Arts Administrator to compile a report on Arts Programming in the Encinitas Library Community Room which will be forthcoming. II. Arts Education (Lead• Commissioner Buxbaum): Commissioner Buxbaum reported that a survey had been completed on the various providers of arts education. III, Performina Arts (Lead• Commfies Con ert Administrator IperFormance Gilliam reported on the Coasta Communi Sunday, June 7 at the Encinitas Community Center. IV. Visual Art (Lead• Commissioner Tucker): Commissioner Tucker reported that there would be several activities offered by DEMA this week beginning with the Summertime Art Stroll on June 3; the Cottonwood Creek Environmental Film Festival June 5-7; and, the Coast Cruiser Bus Kick-off June 6& 7th. VL Arts Venues (Lead• Commissioner Cope): No report. B. Ad Hoc Committee Report: Encinitas Public Art Tour on Hwy. 101, Summer, 2009 in partnership with the San Diego Fine Arf Society Arts Administrator Gilliam reported that the Encinitas Public Art Tour on Hwy 101 did not meet the necessary timeline for installation. However, the sculpture exhibit would be displayed at Quail Botanical Gardens for an eight-month term. 6. NEW BUSINESS A. Re ort: Public Access Channel Pr)rammin Tom Reeser Executive Director. KOCT Tom Reeser, Executive Director of KOCT Public Access Channel Programming, presented an informational discussion on Community Television opportunities. Television programming was currently accessible through Cox Communications in Oceanside. New efforts included programming on-demand on KOCT's website. Currently KOCT contracts with Oceanside, Carlsbad, San Marcos, Vista and Tri-City MedicaL Encinitas may have similar programming opportunities through the public access television channel; however, Encinitas may wish to consider a joint State Franchise agreement with Solana Beach and Del Mar to provide programming. In June, 2011 the City's current contract expires and cannot be renewed due to recent state franchising legislation. However, potential Federal funding may be available to Encinitas in the upcoming years. Community access channels could be used for arts, emergency programming, and public events. Mr. Reeser suggested that if the Arts Commission was interested in developing a Community Access Channel and programming, they should begin researching now to find out what would be needed in order to create a community channel and a Telecommunications Ordinance, if one was not already in place through a State Franchise Agreement. The City could use 1-3% of gross revenues for community television programming. Currently this funding source cannot be used for other purposes and is currently going nowhere. The Buske Group's website may be of value for obtaining information. B. Encinitas Sonq Photoqraphv Contest Commissioner Cope reported that, in the past, the Photography Contest had taken place during the Encinitas Birthday celebration which no longer takes place. Cope suggested that the Commission develop an Encinitas community song and photography contest that would involve school children in the five communities and would tie in with the 4th grade history curriculum. Commissioner Zimdars suggested that the issue be presented to Kathie Jenuine, Visual and Performing Arts Coordinator, at Encinitas Union School Disfrict. D. Communitv Grant Proqram Funded Proiects, June, 2009 Arts Administrator Gilliam provided an update on the FY09/10 Community Grant Program applications. OPEN DISCUSSION Commissioner Cope reported that the Rotary Wine Festival was sold out for this weekend. Commissioner Zimdars reported that the Lux Art Institute's free Family Day would take place this Saturday. Arts Administrator Gilliam reported that the "Fish for Thought" Workshop would take place Saturday, led by Rodney McCoubrey. Volunteers were still needed to assist with the various art stations. 8.
