2009-04-13 MEETING MINUTES CITY OF ENCINITAS ~ COMMISSION FOR THE ARTS Meeting Date: Monday, April 13, 2009 5:30 p.m: City Hall, Poinsettia Room 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Gagliardo at 5:36 p.m. PRESENT: Chair Gagliardo, Commissioners Cope, Lemen, Thum, Tucker, and Zimdars (arrived at 5:38 p.m.) ABSENT: Commissioner Buxbaum ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Chair Gagliardo led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS John Gjata, representing the Parks and Recreation Commission, spoke about the Encinitas Environment Day that was being hosted by the City of Encinitas. The event would be held on June 7, 2009 at Cottonwood Creek Park. The Parks and Recreation Commission would like a member of the Commission for the Arts to serve on the planning subcommittee. Weekly meetings are held on Mondays at 5:30 PM. Commissioner L.emen indicated that he was interested in participating. This issue would be agendized for the next meeting of the Commission for the Arts. 4. OLD BUSWESS Meeting recessed at 5:45 p.m, and reconvened at 5:53 PM. A. Report: An Update on the Strategic Priorities 2009 Goals 1. Advocacv: The Commission viewed the State of the Arts PowerPoint Presentation which was previously presented to the City Council. II. Arts Education: No report III. Performinq Arts: No report . Visual Art: Commissioner Tucker and Arts Administrator Gilliam updated the Commission on the Community Grant Program. V. Public Art: Chair Gagliardo indicated that an update would be provided under Agenda Item E. VL Arts Venues: Commissioner Cope presented an update on arts venues. Additionally, Cope suggested organizing a Miss Encinitas event much like Carlsbad's Miss Teen Contest. Chair Gagliardo requested the additional ~ information be brought back to the Commission for consideration. 6. NEW BUSINESS A. Report Development of the Civic Art Proaram (review documents) Item tabled until further notice. B. Ad Hoc Committee Report: Public Art Tour on Hwv. 101, Summer, 2009 in partnership with the San Dieqo Fine Art Societv Arts Administrator Gilliam presented an update'on the Encinitas Public Art Tour project and reported there have been no confirmed sponsors to date. Chair Gagliardo indicated that discussions were held with April Game of the San Diego Fine Art Society regarding her recommendation to obtain "seed° money. The Commissioners brainstormed on alternate art related activities to hold in conjunction with the Coast Cruiser shuttle bus project. C. Report: Shop Encinitas Baas, Commissioner Lemen Commissioner Lemen discussed the idea for a"Shop Encinitas" bag project. The environmentally friendly bags would replace the plastic bags currently being used in the Encinitas shops. Arts Administrator Gilliam mentioned that the Public Works Department had already created a City of Encinitas bag and suggested that Commissioner Lemen discuss the idea with the Environmental Commission staff liaison, Jacy Bolden. D. Re ort: Encinitas Book Commissioner Lemen Commissioner Lemen presented the idea of creating a"Past, Present, Future" book which would include a walking tour. E. Report Maaic Carpet Ride Calendar, Commissioner Gaaliardo Chair Gagliardo proposed the idea of creating a Magic Carpet Ride Calendar with numerous " images of the statue. F. OPEN DISCUSSION Commissioner Cope presented the idea of placing a clock at Moonlight Beach: She would discuss the idea with the Parks and Recreation Department. Commissioner Tucker discussed the possibility of using the local government public access channels to promote the arts. . Commissioner Thum reported on the Coastal Communities Concert Band arts education program. She noted that they recently presented musical demonstrations and hands-on workshops to third grade students at Capri Elementary School. Commissioner Cope noted that the Garden Festival and Rotary's Wine Festival would take place in the near future. Commissioner Lemen reported that a Taiwanese guest artist visited Studio 2"d Street for a series of workshops and that an article on the event would be published in American Artist magazine. 8. DfSCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS 1) Appoint a Commissioner to the Community Grant Evaluation PaneL 2) Encinitas Photography Contest. ~ 3) Appoint a Commissioner to the Encinitas Environment Day Planning Subcommittee. 4) Public Access Channel Programming. 9.
