Meeting was called to order by Chair Gagliardo at 5:35 p.m.

at 5:43 p.m.), Thum, Tucker, and van Haitsma (arrived at 5:45 p.m.)

Chair Gagliardo led the Pledge of Allegiance.

4. APPROVAL OF JANUARY 5, 2009 MEETING MINUTES
ACTION:
COMMISSIONERS TUCKER MOVED' AND BUXBAUM SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF JANUARY 5, 2009. MOTION CARRIED: AYES:
BUXBAUM, FOLESCU, GAGLIARDO, THUM AND TUCKER; NAYS: NONE; ABSENT: LEMEN
AND VAN HAITSMA; ABSTAIN: NONE.

Visual Arts: Commissioner Tucker :
Commissioner Tucker reported on the success of current exhibits at the library and the civic center.
Venues: Commissioner Tucker
Commissioner Tucker reported that she attended the Ci#y Council Goal Setting Workshop and
requested funding for an AV system at the library.
Commissioner Thum reported that she also attended the City Council Goal Setting Workshop and
noted that AV equipment was also requested by others in attendance. Thum indicated that the
Friends of the Encinitas Library was in discussion with the City regarding AV equipment needs as
well as a contract person to attend after hours events at the library. Lastly, Thum reported that she
requested a band shell and a performing arts theater during the Council's Goal Setting Workshop.
6. NEW BUSINESS
A. Ad Hoc Committee Report: Temporary Installation Program on Hwy. 101, Summer,
2009 in partnership with the San Diego Fine Art Society
Staff Recommendation: Receive Report, Approve Recommendation
Administrator Gilliam indicated that April Game of the San Diego Fine Art Society was working on a
Temporary Art brochure. The brochure would serve as a tool to seek sponsors and promote an interest '
in funding.
B. Community Grant Program funded projects for February 2009
■ Exhibit: Academy of Fine Art, Russia, presented by Studio 2nd Street, Jan. - Feb. 2009,
Encinitas Library Community Room, 540 Cornish Drive, Free
Commissioner Lemen reported that the Academy of Fine Art Exhibit had been on display for the past
month at the Library Community Room and would continue throughout the month of February. Free
workshops were taking place in conjunction with the exhibit and they were well attended.
Commissioner Lemen also noted there would be an article on the exhibit in the next publication of
American Artist.

7. OPEN DISCUSSION
Commissioner Folescu announced that she did not re-apply for another term with the Commission
for the Arts and that she appreciated the time spent on the Commission.
Commissioner Lemen reported that a Chinese premiere artist would be giving a small performance
this month. He also reported that he was starting a company that distributes a device that cleans
heavy metals out of water.
Commissioner Thum reported that the Peter Sprague Trio performed yesterday to a standing room
only audience and that Peter would like to return for another performance: Also, the Coastal
Communities Concert Band is performing on Sunday, March 1, 2009.

Commissioner van Haitsma reported that she did not re-apply for another term on the Commission
for the Arts.
Administrator Gilliam reported that the level of arts in the community was increasing and that he
appreciated everyone's efforts. Gilliam also.indicated that the final art show at the library would be
"Artists by Artists," an exhibit with approximately 20 artists.
Administrator Gilliam reported that the next Commission for the Arts meeting would be re-
scheduled to March 9, 2009 to accommodate Commissioner Tucker's participation in a conference
that would take place during the regularly scheduled meeting date of March 2"d
Lastly, Gilliam indicated that the City Council would appoint new Commissioners during the
February 18th Council meeting.
8. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS
None.
9. ADJOURNMENT
