CALL TO ORDER - INTRODUCTIONS
Council member Dalager called the meeting to order at 8:04 am. Self-introductions were made.
APPROVAL OF MINUTES - OCTOBER 1, 2009 MEETING
Committee Consensus to approve the minutes of the October 1, meeting.

REGULAR AGENDA
l. PRESENTATION BY SAN DIEGO FILM COMMISSION ON
PROMOTING ENCINITAS AS A FILM FRIENDLY CITY. - C.
ANDERSON
Cathy Anderson with the San Diego Film Commission introduced herself to the committee and showed a
series of a video clips featuring movies filmed in various parts of San Diego. Cathy discussed the history
of film in California and the red tape associated with obtaining permits and approvals. She discussed the
financial benefits and potential impact in direct dollars to local businesses as well as the challenges and
pitfalls associated with having feature films, tv programs, and commercials in an area. Cathy distributed
several handouts and encouraged the group to submit pictures of local businesses and locations, including
blighted areas and background scenery, to the picture location library.
ACTION: Arts Administrator Gilliam to set meeting with City Manger and Director of Parks and
Recreation to discuss Film Friendly City goals.

2. WOMEN'S LONG BOARD SURFING CHAMPIONSHIP - L. BENSON
Linda Benson introduced herself to the committee. She distributed handouts and shared information
about her vision for the Women's World Longboard Championship (WWLC). She would like the event
to take place at Swami's with a festival at K Street. Linda discussed the history of the contest and the
history of surfing at Swami's. Linda stated that one of the goals for the event was to set up a Swami's
Foundation to lielp preserve the reef at Swami's. Linda discussed the opposition to the event and reported
that the event has not been approved by the City. The target dates for the event were October 14 through
17, 2010.
3. INFORMATION SHARING - ALL
Pat Reinhardt the Encinitas Visitors Center Manager distributed copies of Encinitas First and reported on
the website. Pat requested that event postcards be sent to her for display and distribution to visitors. The
next Chamber Sundowner would take place on November 17th at Positive Place Montessori School.
Arts Administrator Jim Gilliam distributed a 2009/2010 arts and events calendar and reported that the
Chamber and Visitors center has agreed to host the information on their website. Paula Kirpilani with Leucadia 101 reported on the Leucadia Nights event which took place on October
24th and featured a pet Halloween costume contest. She reported the next Leucadia 101 event would be
the annual Light up Leucadia contest in December. Paula also discussed the North Highway 101
Leucadia streetscape plans. I
John McIsaac with the Self-Realization Fellowship discussed the Downtown Mainstreet Halloween
events and the pumpkins on display.
Paul Davis with the Rotary and County Parks and Recreation Board reported that Dick Stevens would be
the Rotary District Governor for 2012. Paul distributed maps of recreation and campground facilities
located in San Diego County. .
Joe Koch discussed the Carlsbad Artwalk, the Leucadia Nights Howl-o-ween event and the Lima Bean
Festival at the Heritage Museum.
Teresa Barth reminded the group about the Mary Pickford Film Festival taking place over the weekend.
Teri Fazzio with the City of Encinitas Parks and Recreation department reported on the movie nights that
took place over the summer. She announced the Family Enrichment Program Garage Sale would take
place on Saturday from 8 a.m. to noon. The Annual Encinitas Holiday Parade was scheduled for
Saturday, December 5, 2009.
Julian Duval with San Diego Botanic Gardens announced the Garden of Lights annual holiday festival
would begin on Thursday, December 10, 2009. The garden was also set to host a Chamber Sundowner on
December 8, 2009 in the Hamilton Garden.
Nikki Schaper with Mira Costa College distributed flyers regarding the Dia De Los Muertos event taking
place that afternoon from 1:45 to 3:00 p.m. at the San Elijo Campus. Nikki reported on the LIFE program
schedule of events for November and December.

Shari Fortmueller with the San Dieguito Heritage Museum reported on the Lima Bean Festival and
announced that Encinitas Cafe was now serving the award winning Lima Bean soup.
Deborah VanHuis with the San Dieguito Art Guild and the Off-track Gallery announced their upcoming
Small Image Show. They would be accepting submissions on November 30th and Dec 1 st.
Grace Madamba with Lux Art Institute announced the next Artist in Residence would be Susan
Hauptman from New York. She would be in studio from November 12th through 21 st and on exhibit
through January 9, 2010. There would be an artist reception on November 13th from 5:30 to 7:30 p.m.
The next Lux at Night would be on Wednesday, November 18th and the Free Saturday at Lux would be
on Saturday, December 12.
